The problem of this study is that of discerning the board positions, the roles, and the perceptions of Black elected public school board members in Mississippi as perceptions relate to racial discrimination, interpersonal relationships, and primary education interests. Major problems in education as perceived ranged from "racism" to "finances." Major contributions to education in Mississippi in the last five years as perceived ranged from "court decisions" to "election of Blacks to education positions." General conclusions are that less racial discrimination exists in school systems with Blacks represented on school boards; however, some racism is still perceived by Black board members.

Development of an Instrument for the Evaluation of School Administrative Staff in the Republic of Korea

This study develops an instrument for evaluating the effectiveness of educational administrative performance in Korea. The purposes of this study are to determine the attitudes of 272 respondent Korean school administrators (elementary, middle, and high school principals and vice principals) toward the purposes of administrative evaluation, the elements of an administrative evaluation system, and the competencies that are needed for successful administrative performance. The survey instrument used is a two-part questionnaire that addresses the purposes and elements of administrative evaluation and administrative competencies. Four research questions are answered both by comparing the responses of position and school groups (utilizing a two-way analysis of variance) and rank ordering each item within each category by position and school groups.

A Study to Determine the Competencies Needed by Superintendents in the Area of Public Relations

The problem of this study was to determine specific competencies associated with the superintendent's role in public relations and to determine the relationship between school district size and public relations competencies needed by the superintendent. Conclusions of the study were Public relations competencies for superintendents can be identified in seven competency areas with specific competencies within each area. The seventy-seven specific public relations competencies identified in this study are all needed by practicing superintendents. There is a priority of importance among the seventy seven specific competencies with the competency area of "Relations With the Board of Education" receiving top priority and the competency area of "Personality Traits" receiving second priority. Superintendents from differing size school districts generally do not vary in their perceptions of the competency areas. Differences do exist between perceptions of superintendents of different size schools to specific competencies within competency areas.

A Study of Organizational Climate and Principal Leadership Behavior in New Elementary Schools

The purposes of this study were to determine, based on the perceptions of teachers and principals, during the first year of operation in new elementary schools: (1) the extent of change in organizational climate, (2) the extent of change in principal leadership behavior, (3) the difference between teachers' and principals' perceptions of climate and principal leadership behavior, and (4) the relationship between the openness factor of climate and the principal leadership behavior factors of consideration and structure. The major findings of the study included: 1) Both teachers' and principals' perceptions of the organizational climate in the school changed during the course of the school year. 2) Both teachers' and principals' perceptions of principal leadership behavior changed during the course of the school year. 3) The differences in teachers' and principals' perceptions of climate and principal leadership behavior as measured by the openness score of the OCDQ and the two dimension scores of the SBD were not statistically significant. 4) For the scores for the total group of subjects, the calculated correlation coefficients for the relationship between openness and consideration were all positive.

A Study of the Relationships Between Leader Behavior of Private Secondary School Principals and Teacher Morale in Bangkok, Thailand

The purpose of this study was to examine the relationships between principals' leader behavior and teacher morale in the private secondary schools of Bangkok, Thailand. This study also determined whether significant relationships based upon the factors of age, sex, educational level, years of teaching experience, salary, and size of school existed between the morale of teachers and their perceptions of the principals' leader behavior. The sample of the study was comprised of 400 teachers in private"secondary schools in Bangkok, Thailand. Each teacher was asked to complete the Purdue Teacher Opinionaire (PTO), an instrument designed an instrument designed to identify a principal's leader behavior which consists of two dimensions: initiating structure and consideration. Of the 400 returned questionnaires, 399 were usable. The statistical treatments applied to the data thus obtained included the Pearson product moment, Multiple regression, and Canonical correlation. A .05 level of significance was the criterion for accepting or rejecting each hypothesis.

Inter-Rater Reliability of the Texas Teacher Appraisal System

The purpose of this study was to determine the interrater reliability of the Texas Teacher Appraisal System instrument. The performance indicators, criteria, domains, and total instrument were analyzed for inter rater reliability. Five videotaped teaching episodes were viewed and scored by 557 to 881 school administrators trained to utilize the Texas Teacher Appraisal System. The fifty-five performance indicators were analyzed for simple percentage of agreement. The ten criteria, four performance domains, and) the whole instrument were analyzed utilizing Ruder-Richardson Formula 20. Indicators were judged reliable if there was 75 percent or greater agreement on four of the five videotaped exercises. Criteria, domains, and the whole instrument were judged reliable if they yielded a -Ruder-Richardson Formula 20 score of .75 or greater on four of the Based on the findings of this study, the following conclusions v/ere drawn: 1. Forty-eight of the fifty-five performance indicators were reliable in evaluation teacher performance. 2. Seven of the performance indicators were unreliable in evaluating teacher performance. 3. A Study of Texas Teachers' Fulfillment of the Educators' Code of Ethics

The purposes of this study were to determine the perceptions selected school personnel had of public school teachers' fulfillment of the code of ethics for Texas educators, if these perceptions differed significantly, and if the code had any significant impact on teachers' behavior. The subjects consisted of board members, superintendents, principals and teachers within seven urban, fourteen suburban, and fifty rural Texas school districts. Subjects’ responses to an instrument derived from the Code of Ethics for Texas Educators provided the data for testing. The findings of this study included the following: 1. Board members perceived teachers as fulfilling the code to be slightly higher than did teachers and principals and significantly higher than did superintendents. 2. Superintendents perceived teachers as fulfilling the code to a lower degree than did the other subjects surveyed. 3. Subjects selected within urban and suburban school districts are in perceptual agreement concerning teachers' fulfillment of the code. 4. The Effect of Chisanbop Mathematics Calculation on the Achievement of Fourth Grade Students

The purposes of this study were (1) to determine if 4th grade students improve in computation efficiency being taught Chisanbop; (2) to determine if 4th grade students show an increase in application skill efficiency being taught Chisanbop; (3) to determine if 4th grade students show an increase in concept skill efficiency being taught Chisanbop; (4) to determine if 4th grade students show an increase in problem solving skill efficiency being taught Chisanbop; and (5) to determine if 4th grade students show an increase in composite skill efficiency being taught Chisanbop. The conclusions drawn from the findings of this study were that Chisanbop instruction assisted students in the experimental group in scoring significantly higher than students in the control group in application skill efficiency, concept skill efficiency, problem solving skill efficiency, and composite skill efficiency. Other indications are that Chisanbop instruction did not significantly affect students in the experimental group in regard to computational skills. In regard to the composite skills of the students in the upper one-third and the lower one-third of the experimental group, there were no statistically significant differences from their counterparts in the control group. Relationships Between Student Alienation in the Secondary School and Student Attitudes Toward Selected Factors in the School Environment: An Exploratory Correlational Study

The problem of this study was to identify relationships which might exist between variables measuring alienation feelings in high school students and variables measuring attitudes exhibited by those students toward the school environment. Mackey's Adolescent Alienation Scale was used to obtain student scores on three dimensions of alienation—Personal Incapacity, Cultural Estrangement, and Guidelessness. The Minnesota School Attitude Survey (MSAS) was used to obtain scores on attitudes toward factors in the school environment: School Curriculum, Self at School, Others at School, Support Received at School, Pressure at School, and Personal Development at School. Pearson Product moment correlations were computed for each dimension of alienation and the attitude clusters. Correlations were computed for each of nine statistical subgroups which comprised the sample group of 294 students— ninth-, tenth-, eleventh-, and twelfth-grade subgroups, male and female subgroups, and Anglo, Black, and Hispanic subgroups. Students in the population for the study were enrolled in a traditionally-organized, comprehensive curriculum, racially-integrated urban high school in a large-city public school district. Findings revealed that the single most influential environmental factor related to student alienation in this study was a feeling of pressure in the school setting. The problem of this study was to describe inservice education programs for members of local boards of trustees and to assess the knowledge and attitude toward inservice of participating and non-participating board members. The major purposes of this study were to describe training programs carried on in selected school districts, and to assess and compare the knowledge and attitudes toward inservice education of board members who do and do not participate in those training programs. The project involved the identification of skill areas necessary for board members, the development of instruments to measure knowledge and attitudes toward inservice, the selection of boards of trustees from six school districts for an experimental and a control group, the description of inservice education programs in operation in districts comprising the experimental group, and the assessment of knowledge and attitudes of members of the experimental and control groups.

Effect of Time-Lapse Scheduling on Mathematics Achievement

The purposes of the study were to (a) determine whether there was a significant difference in the mathematics achievement of students which may be attributed to any of the nine variations in trimester scheduling during the two-year period, and (b) to analyze the implications of trimester scheduling as they apply to teachers, counselors, and administrators in the middle school program. On the basis of careful treatment and analysis of data collected to ascertain the effect of time-lapse scheduling on mathematics achievement in arithmetic computation, arithmetic concepts, and arithmetic applications, the following conclusions, limited to the population studied, were drawn: 1. None of the nine time-lapse schedules had a significant differential effect on mathematics achievement. 2. The results of this study may be generalized to include the high, middle, and low achievement segments of the target population of students in all middle schools in the school district of this study. 3. Middle school administrators and counselors may schedule students into any convenient sequence of courses without fear of relative detrimental consequences to mathematics achievement. 4. The Effect of Music and Sound Effects on the Listening Comprehension of Fourth Grade Students

The purpose of this study was to determine if the addition of music and sound effects to recorded stories increased the comprehension and retention of information for fourth grade students. The data were analyzed by a two-factor analysis of variance, with repeated measures for both comprehension and retention tests, for the total population. Each reading level group was analyzed separately by an analysis of variance. Of eight hypotheses tested, six showed a significant difference. The conclusions drawn from this study indicated that the addition of music and sound effects 1) Increases the listening comprehension and retention of fourth grade students; 2) Is more effective for retention for students with a high reading level; and 3) Is more effective for initial listening comprehension for students with low reading level but the effect is not significant for retention.

The purpose of this study was to determine the relationship between the leadership style of high school principals and their faculties' level of communication satisfaction. The study was also concerned with the relationship of the respondents' biographical data with leadership style and communication satisfaction. Subjects were selected from a population that consisted of thirty—two high schools in the North Central Texas Area. Each school that participated in the study had its faculty respond to the Communication Satisfaction Questionnaire and a teacher biographical data survey. Each school's principal responded to the Least Preferred Co—Worker Scale, principals' Communication Satisfaction Questionnaire, and a biographical data survey. The results were then analyzed using simple and multiple regression.

The problem with which this study is concerned was that of developing an understanding of teacher attitudes toward collective bargaining. The investigation was initiated so that members of school boards, administrators, and those associated with professional organizations could have the needed knowledge to permit them to deal realistically with employer-employee relations. There were two purposes for conducting this study. First, an effort was made to determine the specific attitudes these teachers possess toward collective bargaining. The second purpose was to analyze the teachers' background characteristics to determine whether classifications such as sex, academic degree, experience, assignment level, professional memberships, or age have an impact on these attitudes.

A Profile of Minority Students Enrolled at North Texas State University

This study initially was designed to produce an in-depth profile of minority students at North Texas State University. After the original dissertation proposal was presented and accepted the "Family Educational Rights and Privacy Act of 1974" was passed. Considerable time passed while NTSU officials developed a legal basis as to the kind of information that would be accessible to doctoral students. The problem of this study was to construct a profile of minority students at NTSU who enrolled during the Fall and Spring semesters, 1974-75. It appears, and very significantly so, that the population percentage for minority students at NTSU is quite disproportionate when compared with the minority population percentage of the State of Texas. For the period examined, one out of every four students of minority designation was Latin-American while three out of four were of Afro-American ethnicity. The average minority student is from a population center that may be designated as a medium sized city to a large metropolitan area. The average minority student at NTSU is admitted from a large urban area high school, and not much preference seems to be given to native Texans. Authoritarianism and Selected Trait Patterns of School Administrators: Seventeen Case Studies

This study was concerned with analyzing selected Texas school administrators in an attempt to locate intrapersonal patterns of (1) values, (2) leadership traits, (3) personality traits, (4) critical thinking ability, (5) perception, and authoritarianism. A second aspect was correlating these profiles with each other. The study had a threefold purpose. The first was to perform a detailed analysis of school administrators to determine selected intrapersonal patterns. The second was to determine possible relationships between these selected profiles. The third was to generate plausible hypotheses for testing the intrapersonal patterns found and for determining the magnitude of any existing relationships. The case studies revealed the uniqueness of each participant in this study. With the possible exception of one individual, certain weaknesses were evident in each of the participants. Canonical correlation and the Pearson correlation of D matrices determined that a relationship existed between many of the profiles. Eight hypotheses were presented at the close of the study as guides for additional research. The results of this study indicated that further research was justified in these particular areas. A Comparison of Two Models for Training Personnel for Teaching the Moderately and Severely Retarded

The problem of this study is the effect of two training models on personnel who teach moderately and severely retarded children. The subjects of this study were sixty-two staff members who work with the moderately and severely retarded pupils in two large metropolitan school systems. Eighteen teachers, eighteen aides, and twenty-six volunteers participated in the study. Two observation instruments administered by trained observers were used as pre- and post-tests to measure the trainees' competencies in applying operant conditioning techniques in both group and one-to-one instructional situations. The purposes of this study were (1) to compare the effectiveness of an experiential model and a didactic model in preparing personnel to deliver cues and reinforcers when working with moderately and severely retarded children; (2) to compare the costs of equipment and supervisory personnel; and (3) to examine the relationship between the trainees' effectiveness of delivering cues and reinforcers to a group of moderately and severely retarded youngsters and the on-task behavior of those students. This study sought to review the due process appeal cases that came before the Texas State Commissioner of Education from 1970 to 1975 in order to determine the impact of the decision upon school districts' management and operation. Five purposes directed this study and are as follows: (a) to review the cases appealed to the State Commissioner from 1970 to 1975, (b) to develop a cross reference for cataloging these decisions, (c) to develop a handbook on reference materials for local administrative use, (d) to outline a special procedure for orderly due process, and (e) to determine the impact of these decisions rendered to concerning local school district policy. These five purposes were attained through a research design combining historical research methodology with survey research methodology. In conclusion, negligible impact was observed on school districts as a result of due process appeal cases. No school board changed policy as a result of the commissioner's decision. In summary, the five purposes were met. Crime Prevention and Drug Education: The Legislative Mandate and its Implementation by the Texas Education Agency and Nineteen Texas School Districts

The problem of this study is to determine the extent to which the Texas Education Agency and selected school districts have implemented the legislative provisions of House Bill 467, enacted by the Sixty-First Texas Legislature. No hypothesis is advanced. The purpose of the study is twofold: first, it describes the sequential development of the crime prevention and drug education program by the Texas Education Agency as mandated through House Bill 467; and second, it determines the current status of the crime prevention and drug education program in selected school districts through the use of a semi-structured personal interview with the individual assigned primary responsibility for coordination of the program in each of the nineteen school districts included in the study. It is the further purpose of this study to determine principal and teacher perceptions toward twenty-two factors related to drug abuse among students. This was accomplished through the use of a perception survey mailed to a random sample of 1,184 teachers and all 149 principals within the nineteen school districts participating in the study. This procedure resulted in the return of usable surveys by 804 teachers and 119 principals.

The problem of this study was to determine teachers' perceptions of their school organizational climate, to determine teachers' perceptions of their principal's leadership behavior, and to ascertain the relationships between teachers' perceptions of school organizational climate and principal's leadership behavior. The study had three major purposes. The first was to determine teachers' perceptions of their school organizational climate as measured by the Organizational Climate Description Questionnaire (OCDQ) across selected variables. The second was to determine teachers' perceptions of their principal's leadership behavior as measured by the Leader Behavior Description Questionnaire (LBDQ) across selected variables. The third was to ascertain whether significant relationships existed between teachers' perceptions of school organizational climate and their principal's leadership behavior. Based on the analyses of data, the conclusions could be drawn that: 1. The school organizational climates as perceived by secondary school teachers tended to fall into the closed end of the open-closed climate continuum.
