This study compiles and updates the findings of 16 comprehensive state climate action plans and extrapolates the results to the nation. The study then takes those results and using a widely accepted econometric model projects the national impact of these policies on employment, incomes, gross domestic product (GDP) and consumer energy prices. Finally, using the bottom-up data developed by the states and aggregated here, the study models the national impact of major features of the Kerry-Lieberman climate bill under consideration in Congress in 2010. These state action plans and supporting assessments were proposed by over 1,500 stakeholders and technical work group experts appointed by 16 governors and state legislatures to address climate, energy and economic needs through comprehensive, fact-based, consensus-driven, climate action planning processes conducted over the past five years with facilitative and technical assistance by the Center for Climate Strategies. Findings show potential national improvements from implementation of a top set of 23 major sector-based policies and measures drawn from state plans.

The specific problem confronted by this dissertation research is this: Do college students who are quite decided about their vocational choices have more developed and implemented self-concepts than do college students who are quite undecided about their vocational choices? If the decided students have more developed and implemented self-concepts than the undecided students, it can be logically reasoned that the developing and implementing of the self-concept is essential in the vocational choice process of college students. The purpose of this study is to resolve the problem concerning the possible self-conceptual differences between highly decided and highly undecided college students.

Stonefly life histories were studied March, 1987 through May, 1990 in the Rio Conejos, Colorado. Adult presence phenology and intensity were monitored daily in the summers of 1988 and 1989 and were coupled with monthly benthic samples to assess nymphal growth. Eggs of several species were reared. Thirty-one species were collected, with several multi-species assemblages occurring in Capnia, Utacapnia, Taenionema, Suwallia, Triznaka, Isogenoides and Isoperla. Sufficient data were obtained to reveal partial or complete life histories of 13 species, five of which have not been previously reported. New information included the 9- to 10-mo egg diapause and semivoltine life histories of Isogenoides zionensis Hanson, Pteronarcella badia (Hagen) and Pteronarcys californica Newport. Additionally, Isoperla phalerata (Smith) had univoltine-slow growth, and L quinquepunctata (Banks) was univoltine-fast. Previously unstudied emergence periods are presented for Triznaka signata (Banks), Suwallia wardi Kondratieff and Kirchner and S. pallidula (Banks). The later two species temporally segregated emergence in both years. Isoperla fulva Claassen emerged in June, and was temporally segregated from its congeners. Regression analysis of cumulative percentage catch revealed two adult presence patterns. To determine the duties and qualifications of camp counselors; 2. To determine criteria for qualifications and duties of camp counselors; 3. To determine the opinions of camp directors regarding the duties and qualifications of counselors; 4. To determine the extent to which counselors available for these areas meet the qualifications outlined by camp directors; 5. To determine the needs of the camps for counselors from the viewpoint of the directors of camps; 6. To determine the duties and needs indicated by the directors as far as training is concerned; 7. To determine recommendations for pre-service training in physical education departments for future counselors.

Gut contents of 2,500 stonefly nymphs, comprising 10 species, from the Gunnison and Dolores Rivers, Colorado were examined from Dec., 1974-Oct., 1975. Perlidae species were carnivorous feeding primarily on chironomids, mayflies and caddisflies. Seasonal patterns of ingestion and preference varied among species and predator sizes and between rivers. Early instar polyphagous species utilized detritus in the fall, eventually shifting to carnivorous habits as they grew through winter-spring. Pteronarcids fed predominantly on detritus. Dietary overlap of predators was greatest in the Gunnison River, with subtle mechanisms such as prey species and size selectivity, temporal succession and seasonal shifts to detritus-plant material in some, providing reduction of competition. A more complete partitioning of prey resources was evident in the Dolores River.

This thesis concerns the utility of including the art of hand lettering in a curriculum of a university advertising art program. Data secured from 155 questionnaires sent to 266 advertising firms in five states were analyzed by simple descriptive statistics including frequency counts and percentages. Two hypotheses were examined, and it is concluded that hand lettering is still needed in advertising art and should be taught in university art programs.

The National Technological University (NTU), a consortium of more than twenty American engineering schools, broadcasts courses produced at member institutions to professional engineers at corporate sites across the country. It is a nonprofit institution.begun in fall 1984 with headquarters in Fort Collins, Colorado, which offers only course work leading to the Master of Science degree in various branches of technology, or applied science. Students must be sponsored by their corporate employers who pay their tuition. This is the first systematic examination of the instructional process at an educational institution created in response to the demands of the governmental and corporate sectors' technological needs. This study includes an attempt to explore the effectiveness of that instructional process and the use of computers in distance education at NTU and implications for institutions of the future. This study focuses on distance education, corporate education, national universities and nontraditional institutions and the extent to which NTO exemplifies each of these concepts. It covers the organizational structure and methods of operation of NTU, and offers opinions of students, faculty, and other personnel associated with the institution as reflected by surveys, interviews, and the media.

In large-scale civil structures, a limited number of sensors are placed to monitor the health of civil structures to reduce maintenance, communication and energy costs. In this thesis, the problem of optimal sensor location placement to infer the health of civil structures is explored. First, a comparative study of approaches from the fields of control engineering and civil engineering is conducted . The widely used civil engineering approaches such as effective independence (EI) and modal assurance criterion (MAC) have limitations because of the negligence of modes and damping parameters. On the other hand, control engineering approaches consider the entire system dynamics using impulse response-type sensor measurement data. Such inference can be formulated as an estimation problem, with the dynamics formulated as a second-order differential equation. The comparative study suggests that damping dynamics play significant impact to the selection of best sensor location---the civil engineering approaches that neglect the damping dynamics lead to very different sensor locations from those of the control engineering approaches. In the second part of the thesis, an initial attempt to directly connect the topological graph of the structure (that defines the damping and stiffness matrices) and the second-order dynamics is conducted.

Snowmelt is one of the major sources of surface water supply and ground-water recharge in high elevation areas and can also cause flooding in snow dominated watersheds. Direct estimation of daily snowmelt requires daily snow water equivalent (SWE) measurements that are not always available, especially in places without monitoring stations. There are two alternative approaches to modeling snowmelt without using direct measurements of SWE, temperature-based and energy-based models. Due to its simplicity, computational efficiency, and less input data requirement, the temperature-based method is commonly used than the energy-based method. In the temperature-index approach snowmelt is estimated as a linear function of average air temperature, and the slope of the linear function is called the degree-day factor (DDF). Hence, the DDF is an essential parameter for utilizing the temperature-based method to estimate snowmelt. Thereby, to analyze the spatial properties of DDF, 10 years DDF from the entire state of Colorado was calculated for this research. Likewise, to study the temporal properties, DDFs for 27 years from the White Yampa water basin and the Colorado Headwaters water basin were calculated. This purpose of this study was to investigate and examine the attitudes of therapists who treat HIV-positive (HIV+) clients. Specifically, therapists' perceptions of their own preparedness in dealing with specific issues and emotions of HIV+ clients were examined. Also, therapists' evaluation of their own efficacy of specific therapeutic approaches with HIV+ clients was examined. These therapists' perceptions and evaluations of all their clients in general were compared to their HIV+ clients. Comparisons were also made within the two groups.
