A Systems Approach to Closing the Achievement Gap: Effects on Collective Teacher Efficacy and Student Performance

I designed an explanatory sequential mixed-method study to explore the relationship between leadership practices, collective teacher efficacy (CTE), and educational outcomes of low SES students in an open school system. Four data sources were analyzed: K-5 student Developmental Reading Assessment (DRA) results of 1,170 students, Collective Teacher Belief Scale (CTBS) survey to measure CTE perceptions of 48 teachers, focus group interviews composed of a stratified sample of 11 K-5 teachers, and two one-on-one principal interviews. The study took place in two elementary schools in north Texas during the 2020-2021 school year. A Spearman's rank-order correlation analysis indicated that the relationship between CTBS scores and student reading scores was mixed. While one school showed a positive association between CTE and the reading data of low SES students, the other school showed a weak correlation between the variables. The quantitative data indicated that CTBS scores did not independently explain reading achievements at both campuses. The data also showed that while teachers had a large effect size on the reading performance of low SES students, as measured through a Cohen's d for paired sample t-test, achievement gaps continued to widen. Does Instructional Delivery Method in an Elective Business Class Impact Student Achievement with Respect to Gender, Race and Socio-economic Status in a Selected Texas Public School District?

The problem that guided this study was a socio-constructivist view of education via online learning. Based in the extant literature, a deficiency existed that directly correlated online learning closing the academic achievement gap between student populations. In other words, schools invested in technology; however, few empirical data sets existed that established a connection between technology integration and the academic achievement of different student groups. The purpose of this pooled regression analysis study was to determine whether the method of class instruction effected academic achievement gaps between three subpopulations based on gender, race, and SES. Specifically, this study examined whether gender, race, and SES could predict semester grades within and across traditional, blended, and online course instructional methods. The dependent variable for this study was student success in the form of an end-of-unit test grade designed to evaluate student understanding of the curriculum. The independent variables included student gender, ethnicity, and SES. Quantitative data were collected through an analysis of Public Education Information Management System (PEIMS) data and student end-of-unit exam grades. Educator Perceptions of Forces Influencing Implementation of a Statewide Writing Portfolio Assessment

Leaders of the 84th Texas Legislature drafted and ratified HB 1164 (2015), prompting the Texas Education Agency to pilot a portfolio assessment option for assessing student writing growth and proficiency. The purpose of this study was to identify the perceptions, characterize the experiences, and identify the forces that influenced initial implementation of the statewide writing pilot. Through interviews with district leaders and the collection of open-ended questionnaires from participating educators, a collective case study method was conducted and allowed for analysis of cross-case themes. The identification of restraining and driving forces affecting implementation of the statewide pilot program provided insight into considerations for next steps in the evaluation of student writing achievement and growth. Three primary perceptions emerged as restraining forces influencing implementation: influences of inadequate funding, inconsistencies of implementation, and navigation of multiple assessment systems. Six primary themes related to driving forces influencing implementation were identified: using sociocultural and authentic methods, engaging in reflective practices, increasing volume and variety of writing opportunities, assessing student growth, aligning methods of instruction and assessment, and reducing stress for students. The Impostor Phenomenon among Female High School Principals: A Mixed Methods Study

The purpose of this sequential mixed-methods study was to explore the feelings, thoughts, critical incidents, and coping mechanisms of female high school principals and their experiences with the impostor phenomenon. A hierarchical multiple regression revealed that none of the demographic factors such as number of years as a head high school principal, age, percentage of female high school principals in the district, race/ethnicity, marital status, mentorship status, and community type, were statistically significant predictors of the varying levels of the impostor phenomenon. Eighteen female principals who represented an array of backgrounds and impostor phenomenon experiences were subsequently interviewed. The interviews were evaluated using interpretative phenomenological analysis. Seven themes, including several subthemes, emerged from the data. The themes were (1) childhood socialization, including the subthemes of gender roles, familial support, and early experiences of exclusion; (2) transitional uncertainty, including hiring self-doubt, school politics, and pressure to turn around a school; (3) the principalship, including relational leadership, constant pressure, and loneliness of the position; (4) critical incidents of the impostor phenomenon, including the subthemes of lack of experience, external criticism, and self-doubt; (5) gender issues, including a male dominated position, emotional capacity, and physical appearance, (6) coping strategies for the impostor phenomenon, …

Teacher Certification Program Types and Their Impact on Teacher Self-Efficacy

The overarching purpose of the study was specifically designed to examine how teacher preparation programs contributed to novice teachers' sense of self-efficacy. The significance of this study related to how well teachers were prepared, based upon their preparation program. This qualitative methods study incorporated a research design consisting of phenomenological research. Eleven thematic findings derived based upon the participants' input after several series of data analysis and reduction, using a general deductive approach. Results showed many implications of how teacher preparation programs contributed to the participants' sense of self-efficacy. Major implications for teacher preparation programs and their impact on novice teachers are discussed, such as improvement measures for preparation programs, and opportunities to increase teacher effectiveness.

Community Participation for the Improvement of Educational System in Pakistan

The purpose of this study was to investigate the current state of community participation in Pakistani schools in the capitol city of Pakistan. All national education policies developed by the government of Pakistan stress the need for community participation in the schools. School leaders are mandated to develop strategies to involve parents and community members in schools. This research focused on a single case with multiple subunits geographically situated in Islamabad, Pakistan. In the current study, participants were educational leaders at the central office, campus principals, and representatives of parents and community members in the school and college management committees. Qualitative data included one-to-one interviews, focus groups, and collection of available documents related to community participation in Pakistani schools. Findings of the study revealed four goals and outcomes of the community participation in Pakistani schools. These goals are financial support to the schools, advocacy for schools, academic support and feedback, and support in administration. Major challenges faced by community members and parents during participation in schools include lack of information and awareness, role ambiguity and lack of training, financial constraint and unwelcoming behavior of school and central office administration. It's Not Me, It's You: An Exploration of Why Teachers Leave

What causes a teacher to leave and move to another district or campus? Many times, teachers leave because they are unsatisfied, overwhelmed, or unprepared for the demands of the job. The purpose of this study was to gain a deeper understanding of the contextual factors that may explain why teachers decide to transfer to another campus or leave their current district to pursue a position at another district. The following factors, as told from the teachers' perspective, were examined: (a) campus culture, (b) campus leadership, (c) working conditions, and (d) other contributing factors. This study focused on the types of experiences teachers reported encountering, whether positive or negative, that contributed to teacher turnover. Data for this qualitative study included a survey and focus group. Participants selected to participate in this study were teachers who either exited from a public-school district or transferred from one campus to another campus within the same school district. An analysis of the qualitative responses from the teacher survey and a focus group interview provided answers and insight into the research questions. The Relationship between Instructional Coaches and Principals

As a form of teacher professional development, districts and schools are turning to an instructional coaching model for teacher learning, growth, and support. To date, however, few have sought to identify the specific characteristics and conditions that contribute to the success of the instructional coach, particularly in terms of the principal and instructional coach relationship. The purpose of this study was to explore the perceptions of instructional coaches regarding the types of supports, conditions, and relationships they encounter and believe they need in their work with principals to more effectively impact teacher instruction, thus, student achievement. An exploratory case study research design and approach was utilized. Two different data collection tools were used to interview instructional coaches: focus group interviews and semi-structured, face-to-face individual interviews. The following principal behaviors that impact the instructional coaches' work the most were identified: (a) time for the coach and principal to meet, (b) trust and mutual respect built from the principal and coach relationship, (c) protection of the coaching role from administrative duties, (d) a public endorsement of the coaches' work and impact, (e) shared vision and leadership, and (f) a culture of growth and continued learning. Improving College Readiness: An Analysis of School-Level Factors

While much of the literature regarding college readiness focuses on student-specific factors, such as the individual's academic achievement; scores on college readiness assessments; and high school GPA, more research is needed to understand which school-level factors have the most influence on the percentage of college-ready graduates. The purpose of this research study was to explore the impact of various school-level factors (i.e., student demographics, college entrance exam facts, course offerings, and school characteristics) on the percentage of college ready graduates from Texas public high schools serving Grades 9-12 over a 3-year period. A multiple regression analysis conducted for each year's data resulted in three regression models, which identified various predictors (e.g. per-pupil instructional expenditures, teacher years of experience, taking advanced and/or dual credit coursework) of the percentage of college-ready graduates for schools accounting for 91.7%, 79.5%, and 65.6% of the explained variance in 2013, 2014, and 2015, respectively. Findings from this study provide educational leaders with data that could help them to make better-informed decisions regarding potential college readiness initiatives that, ultimately, could improve student performance.

A Leadership Framework to Raise Teacher Engagement

The purpose of this study was to determine which principal leadership behaviors are associated with higher levels of teacher engagement. The conceptual framework guiding this study was based on the behaviors associated with four specific leadership styles: transformational, shared, instructional, and transactional. This study used descriptive and inferential statistics to identify teacher perceptions of prominent leadership behaviors of each campus principal. Data related to teacher perceptions of their principal's leadership behaviors was gathered through use of a Qualtrics online survey. The distributed survey was adapted from three published surveys: MultiFactor Leadership Questionnaire (MLQ), Principal Instructional Management Rating Scale (PIMRS) and Shared Leadership Questionnaire (SLQ). Engagement scores were identified through use of the district's annual Gallup Q12 Engagement Survey. The sample for this study was identified from 2,000 teachers working at one of 38 campuses in the district. The number of teachers who participated in the survey regarding their campus was 540, and 20 of the 38 campuses had a minimum of 10 participants. Upon identification of leadership behaviors, a campus profile was developed to compare their campus engagement scores to answer the research questions. The Effects of the $0.50-Debt Test on Fast Growth Texas School Districts: A Case Study of Three Districts

A three-district case study was conducted to determine the effects of the 50-cent debt test on fast-growth Texas school districts. The 50-cent debt test for Texas schools came into existence as part of Senate Bill 351 in 1991. Prior to the passing of Senate Bill 351, districts in Texas were limited to issuing 10% of their assessed valuation. Of the 75 school districts that currently meet the criteria to be considered a fast-growth district, 15 of the districts had an Interest and Sinking tax rate of $0.50 in 2014. Also, 33 of the 75 districts had an Interest and Sinking tax rate of $0.40 or higher in 2014. The 50-cent cap on the interest and sinking fund tax rate for districts is arbitrary and inefficient. The limit does not take into account a district's enrollment growth or the wishes of local taxpayers who might vote to authorize debt to build additional facilities or a higher tax rate to pay down debt sooner. Over the past 20 years, Texas voters have approved $96.7 billion of the $118.4 billion resulting in over 81% of funding sought for facilities being approved. Self-efficacy, Academic Engagement, and Student-teacher Relationships for Ninth-grade African American Male Students’ Algebra I Achievement: a Structural Equation Model

The purpose of the current study was to discern the effects of three latent constructs – self-efficacy, academic engagement, and student-teacher relationships on Algebra I achievement among ninth-grade African American male students. A nationally representative sample from the High School Longitudinal Study of 2009 (HSLS09) was used in the study. Study participants were 697 African American males enrolled in ninth grade in the fall of 2009 across the United States. Structural Equation Modeling (SEM) analytical procedures were performed to test the hypothesized relationships of Bandura’s social cognitive theory (SCT) theoretical assumptions. The results indicate that the three latent variables directly or indirectly were related to Algebra I achievement among ninth grade African American male students. Moreover, the results revealed that self-efficacy and student-teacher relationships constructs had direct significant impact on Algebra I academic performance; nonetheless, the relationships were not strong. These two latent variables had small effect sizes of 5% and 1%, respectively. Combined, self-efficacy, academic engagement, and student-teacher relationships explained only 8% of the variance in the Algebra I achievement among African American males across the United States (R2=.08). Professional Learning Communities and the Supportive Conditions for Improved Teacher Instructional Practices

The purpose of the study was to examine and evaluate the extent to which the supportive conditions (collaboration, teacher efficacy, shared leadership, and trust) were present in the district's current professional learning communities (PLCs) model, and whether teachers perceived the supportive conditions to be related to improving their instructional practices. This mixed-methods study used Pearson correlation coefficient, multiple regression, and focus group interviews to concurrently triangulate data to answer the research questions. The sample from this study was identified from 600 middle school teachers. Survey participants included 139 teachers and each of the four focus group interviews contained 6 teachers for a total of 24 teachers. Of the four supporting conditions analyzed, trust generated the highest mean (M = 3.41). Results from this study indicate that the supportive conditions for PLCs have a strong correlation (0.10) with the studied district's current PLC model and each specific supporting condition elicits a targeted aspect of professional learning that has a significant impact on teacher instructional practices. Multi-Tier Systems of Support and Their Impact on a Title I School

The purpose of this study was to examine a novel campus-based multi-tier systems of support (MTSS) framework. The framework included a standard-response protocol approach to response to intervention (RTI), integrated with a reversed process to professional learning communities, to support learning for students who were struggling to learn. Using a causal-comparative research design, a secondary analysis of quantitative data from one Title I school of approximately 500 students during the 2016-2018 school years was conducted to determine the level of impact MTSS had on reading achievement. Independent and paired samples t-tests were used to analyze iStation indicators of progress reading scores, resulting in statistically significant results. Kindergarten through 5th grade students' reading scores were significantly higher after one year of MTSS intervention than students who did not receive MTSS. One year of MTSS intervention had a statistically significant impact on both early and intermediate readers. Early readers, who began below grade level, performed significantly higher in reading achievement after just one year of MTSS as well. Intermediate readers, who began on or above grade level did not perform significantly higher in reading achievement after one year of MTSS, however. Possible long-term implications for MTSS were analyzed by comparing one year …

Professional Learning Community Dimensions in a North Texas Elementary School’s Culture and Their Impact on Reading and Math Student Growth Scores

The purpose of this mixed methods study was to determine which dimensions, as represented by the Professional Learning Community Assessment – Revised dimensions, are present in the environment of North Texas elementary schools and their impact on student growth. A survey design was utilized in which elementary principals and teachers in a selected school district completed the Professional Learning Community – Revised survey developed by Hipp and Huffman (2009), to gather perceptions of PLC implementation within their school environments as well as reflect strengths and needs regarding each dimension. The results of the survey were analyzed and one-to-one interviews were completed to clarify and support survey results. Bivariate and multiple regression analysis were used to determine correlations between dimensions present in a school’s environment and their impact on student growth. The study found a statistically significant relationship between the dimensions of shared values and vision and shared personal practice and math growth. Although PLCA-R dimensions were not found to be statistically significant in predicting reading and math growth, the effect sizes were notable at 22.4% for reading growth and 15.8% for math growth. The purpose of this study was to determine whether a significant relationship existed between teacher attrition and student success in middle school reading by conducting a quantitative analysis. Additionally, the inclusion of school demographic characteristics were included in the model to consider previous findings referencing the challenges schools face in attracting and retaining teachers in low performing urban schools with high populations of economically disadvantaged and minority students. In this analysis, the relationship between teacher attrition and student achievement in middle school as measured by the State of Texas Assessments of Academic Readiness (STAAR) for reading among middle school students in Grades 6, 7, and 8, as reported on the Texas Academic Performance Reports (TAPR), were examined. The regression models used to analyze the three research questions addressed in the study include an examination of teacher attrition on campus pass rates, and grade level pass rates for sixth, seventh, and eighth grades as measured by the STAAR Reading assessment. An Analysis of Litigation against Kansas Educators and School Districts under the Kansas Tort Claims Act

This dissertation examines the significance of the Kansas Tort Claims Act of 1979 on state of Kansas court decisions in litigation against Kansas school districts and their employees. Through providing a historical perspective of the adoption and abolishment of the doctrine of sovereign immunity in the United States, which subsequently led to the enactment of the Federal Tort Claims Act, and ultimately led to the Kansas Tort Claims Act, the researcher analyzes pertinent case law and scholarly commentary pertaining to school negligence litigation. The goal of the analysis is to answer the following research question: How have Kansas state courts interpreted the Kansas Tort Claims Act in litigation against state school districts and their employees? Although the KTCA provides citizens with a vehicle for redress against governmental entities by virtue of tort claims, the KTCA also provides immunities from liability for governmental entities and their employees under exceptions to the KTCA. Most notably, the discretionary function exception and the recreational use exception are two exceptions to liability applied in a significant number of tort cases against Kansas school districts and employees. Trends in Special Education Due Process Hearings in Texas from 2010-2015: School, Parent, and Social Justice Issues that Inform a Principal's Decision-Making

This study explores all due process hearings that occurred in Texas public school districts from 2010-2015. Special attention was paid to the reasons for the hearings within the legal reports addressed and their outcomes. The study was conducted using a quantitative approach involving a legal document content analysis of due process hearings to select the participants to be interviewed with a qualitative semi-structured interview protocol. Following this process, nine participants from one district were interviewed. Responses were then analyzed for themes and patterns using qualitative methods, and conclusions were drawn based on the data. The study found that campus and central office administrators believed socio-economic levels, lack of empathy shown to parents, and distrust contributed to parents' decisions to file due process complaints or litigation. They also believed that placement decisions influenced by student discipline, parent denial about the impact of the disability on children, and parent entitlement played a role. Lastly, the nine participants found that parent advocacy and communication were strong contributors to the amount of due process hearings held at Evergreen ISD.

A Legal Analysis of Litigation against Louisiana Educators and School Districts, Before and After the Louisiana Governmental Claims Act

This dissertation analyzed court decisions in injuries on school grounds cases under the Louisiana Governmental Claims Act. The question addressed was: How have the Louisiana courts interpreted the Louisiana Governmental Claims Act in litigation against Louisiana school districts and their employees? The intent of this study was to show how Louisiana's legal system has evolved, and how that evolution affected tort cases involving school boards and school board employees. Doctrinal legal research was the methodology used to answer the research question. To limit the number of cases analyzed, this study only focused on tort claims involving injury on school property. In order to gain a broad perspective, tort claims cases filed prior to the 1974 Louisiana Constitution, cases filed after the 1974 Louisiana Constitution, and cases filed after the 1995 Louisiana Liability Limits Amendment, and the Louisiana Governmental Claims Act of 1996 were analyzed. By analyzing the tort claims brought against Louisiana school districts and employees during the various time-periods, it was clear to see how the case rulings reflected the frequent changes of the Louisiana Constitution and its' laws. In the end, the state continued to control who could sue them and how much they would pay in damages.

The Effect of Professional Learning Communities on Perceived Teacher Self-Efficacy

This qualitative case study examined the effect of PLCs on teacher self-efficacy, and whether the type of PLC structure on each campus affected efficacy. The overarching research question that guided the study was, to what extent does perceived teacher self-efficacy change as a result of the practice of PLCs? Participants were selected using purposive and convenience sampling. Ten teachers and two principals on two different campuses participated in teacher focus groups and one-on-one principal interviews, respectively. The available literature on the topics of professional development, professional learning, teacher collaboration, and teacher self-efficacy yielded the discovery that collaborative practices can be used to improve a school and/or district or used to enhance positive practices that already occur. This study adds to the body of research as it develops the area of teacher efficacy and influence of PLCs. Using the coding software, NVivo, focus group data were coded into themes and further comparisons were made with categories derived and saturated until conclusions were drawn. The data show teacher self-efficacy increases as a result of PLCs when teachers are able to experience positive feedback from teammates, shared leadership, trust and honesty, and a freedom to fail. Principal Leadership Behaviors that Affect Teacher Collective Efficacy

Research continues to support the positive link between teacher collective efficacy and student achievement. The purpose of this study was to better understand how principal leadership behaviors affect teacher collective efficacy beliefs. The study was designed around Goddard, Hoy, and Hoy's construct of teacher collective efficacy, which is grounded on Bandura's efficacy constructs. The sequential mixed-methods study was designed to examine the perceptions of teacher participants from one Texas Title I middle school regarding principal leadership behaviors. A case study approach was used to construct meaning from teachers' perceptions about the effects of principal behaviors on teachers' beliefs regarding the components of collective efficacy. The quantitative portion of the study (a survey) examined teacher perceptions of their collective efficacy beliefs regarding various facets of the school organization. The qualitative portion (focus group and individual interviews) centered on what teachers perceive to be the impact of principal leadership behaviors on their teacher collective efficacy. Findings from the quantitative portion of the study suggest that teachers perceive their levels of collective efficacy to be higher when reflecting on factors that are primarily connected to school, like learning, motivating students, and handling student discipline issues. Analysis of Texas Education Agency Commissioner of Education Decisions Regarding Superintendent, Associate Superintendent, School Administrator, Athletic Director and Central Office Administrator Term Contract Nonrenewal Appeals From 1983 to 2013

I conducted a legal analysis of decisions by Texas Commissioners of Education in appeals by Texas school administrators from nonrenewal decisions made by Texas school districts from 1983 to 2013. I analyzed the findings of fact and conclusions of law described in the commissioners’ rulings to determine the legal basis of school districts’ decisions to nonrenew school administrators’ term employment contracts. I also examined the legal rationale for commissioners’ rulings and determined which party most commonly prevailed in these administrative proceedings—the respondent school district or the petitioner school administrator. In particular, the study determined factors that contributed to commissioners’ decisions to overrule or support school districts’ nonrenewal decisions. A careful review of commissioner decisions, which are accessible on the Texas Education Association website, identified 44 commissioner decisions involving appeals by superintendents, associate superintendents, public school administrators, athletic directors, or central office administrators concerning school districts’ term contract nonrenewal decisions from 1983 to 2013. Perceptions of Principals Learning to Lead Professional Learning Communities in a Fast-Growth District

The role of the principal has become increasingly complex and challenging. Recent emphasis has been placed on the role of principals as leaders who can build a culture of learning in schools to close the student achievement gap. Outside factors such as fast-growth in Texas have caused schools to change and grow quickly, which increases the learning demands placed on principals as they seek to develop the knowledge and skills needed for effective leadership. Developing and sustaining a professional learning community is a powerful strategy that has been found to improve teaching and learning, however developing professional learning communities requires skilled leadership. Limited research exists regarding how principals learn to implement and sustain professional learning communities within fast-growth districts, therefore, with this phenomenological qualitative research, I explored the lived experiences of seven principals within one fast-growth district in Texas to explore how they learned to develop and sustain a professional learning community.

Newly Opened High School Campus: The Principal's Process in Creating the Teacher Profile to Hire the Inaugural Staff

This study sought to explore the hiring process, including the creation of the teacher profile, of four suburban North Texas high schools implemented when hiring teachers for the first year of the campus' existence. An exploratory sequential mixed methods research design was applied, and three data collection tools were implemented: an electronic survey, interviews with campus administrators, and the analysis of campus hiring process artifacts. Survey data suggested that participating campus principals valued those domains and indictors on ASCD's Qualities of Effective Teachers and the Teacher Quality Index. Administrator interview data revealed that campus administrators who opened high school campuses in North Texas ISD and hired teachers for the inaugural year valued teachers aligned to the campus administrator's mission, vision, philosophy, and values. In addition, artifacts provided by the four interviewed administrators indicated the implementation of the campus administrator's mission, vision, philosophy, and values when developing the teacher profile and subsequent interview questions in collaboration with the campus leadership team involved in the hiring process. Recommended actions for campus administrators of new high school campuses, and recommendations for further research are also included.
