This study is a survey of public community college speech programs in Texas. An investigation of the literature revealed that only three similar studies had been made concerning Texas junior colleges. Chapter Four concludes the study by reviewing the current status of public community college speech programs in Texas and making recommendations for the improvement of these speech programs.

A Study of Texas Teachers' Fulfillment of the Educators' Code of Ethics

The purposes of this study were to determine the perceptions selected school personnel had of public school teachers' fulfillment of the code of ethics for Texas educators, if these perceptions differed significantly, and if the code had any significant impact on teachers' behavior. The subjects consisted of board members, superintendents, principals and teachers within seven urban, fourteen suburban, and fifty rural Texas school districts. Subjects’ responses to an instrument derived from the Code of Ethics for Texas Educators provided the data for testing. The findings of this study included the following: 1. Board members perceived teachers as fulfilling the code to be slightly higher than did teachers and principals and significantly higher than did superintendents. 2. Superintendents perceived teachers as fulfilling the code to a lower degree than did the other subjects surveyed. 3. Subjects selected within urban and suburban school districts are in perceptual agreement concerning teachers' fulfillment of the code. 4. Rural board members perceived teachers as fulfilling the code to a slightly higher degree than did rural superintendents. 5. Criteria Utilized and Criteria Desired for Granting Appointment, Reappointment, Merit Salary Increases, Promotion in Rank, and Tenure to College and University English Faculty

The purpose of this study was to analyze the differences in the criteria utilized and the criteria desired by various types of institutions for granting appointment, reappointment, merit salary increases, promotion in rank, and tenure, and to propose criteria based upon this analysis. This study reveals that institutions differ according to the criteria which they utilize and desire for appointment, reappointment, merit salary increases, promotion in rank, and tenure. For example, two-year and four-year private colleges and universities consider age, health, personal appearance, and religious activities while two-year and four-year public colleges and universities disregard religious activities and place little emphasis on age, health, and personal appearance. In addition, four-year public and private institutions stress more than two-year public and private colleges degrees from prestigious universities, research, publications, and the Ph.D. in English. Furthermore, four-year private schools give more attention than four-year public institutions to student evaluations, classroom visitations, curriculum development, academic advisement, and supervision of student activities The study also reveals that as four-year public institutions increase in size, their interest in research and publications increases proportionally.

A Study of Self-Perceived Leadership Styles of Female Administrators Compared to Those of Their Superordinates of Five Major Texas Junior/Community College Districts

The problem of this study was a comparison of female administrators' self-perceived leadership styles to those of their superordinates' perceptions in five major junior/community college districts in Texas. The population included 59 female administrators submitting biographical information with 53 of the 59 submitting information on their leadership styles. The leadership data were paired with 53 superordinates for comparison of the perceptions of each group. In conclusion both groups agreed on the leadership style exhibited most often by female administrators as being high relationship-low task. Even though the female administrators exhibited this dominant style, the majority of the women and their superiors agreed they could span the other styles in an effective manner.

A Study of the Louisiana Learning Resources System Focusing on Projections for 1985

The problem addressed in this study was the lack of long-range projections resulting from an absence of data in terms of functions, funding, administrative staffing, and collection of materials for the Louisiana Learning Resources System (LLRS) network of 1985. The purpose of this study was to make long-range projections in these areas. Based upon the findings and conclusions of this study, the following projections were made. 1. The LLRS of 1985 should be a local unit which would be specialized in function and operate on the same academic calendar as that of the local education agency. 2. The role of the LLRS Director of 1985 should continue to be that of a materials/media specialist. 3. The primary funding source of the LLRS of 1985 should be that of federal dollars. 4. The Ideal Collection of Materials for the LLRS of 1985 should include teacher oriented materials, student oriented materials, and hardware for use with special education materials.

Superintendents' Perceptions Regarding a Minimum Competency Testing Framework in Texas

The problem of this study was to identify a minimum competency-testing framework for the state of Texas, based upon perceptions of superintendents of schools. Additionally, this study attempted to determine whether relationships existed between school district characteristics and the superintendents' perceptions of minimum competency testing. In summary, eight conclusions were reached with regard to minimum competency testing. Two implications have been presented which would direct the application of a minimum competency framework within the state of Texas. Finally, six recommendations have been made. Five recommendations dealt with additional studies, while one recommendation dealt with the Texas Education Agency's use of results from the five recommended studies.

The purposes of the study were (1) to determine the perceptions of high school principals and special education directors toward the participation by mentally retarded (MR) and learning disabled (LD) students in extracurricular activities in small, medium, and large schools, (2) to compare the perceptions of high school principals and special education directors, (3) to determine the perceptions of high school principals and special education directors toward the mandates of Public Law 94-142 which deal with extracurricular activities, (4) to compare the perceptions of principals and special education directors in regard to those mandates, (5) to compare the perceptions of high school principals in the three school sizes, and (6) to compare the perceptions of special education directors in the three school sizes. Based on the findings of this study the following conclusions are presented. 1. It appears that working closely with the special education program may help to improve perceptions toward students and laws affecting them. 2. It appears that principals’ perceptions may be improved through a more personal relationship with and awareness of MR and LD students and the laws affecting their education. 3. A Delphi Study of Roles and Responsibilities of State Developmental Disabilities Planning Councils

The purpose of the study was to explore and examine the roles and responsibilities of state councils related to planning, influencing, monitoring, and evaluating activities. These activities had been mandated by Congress for the improvement of services for the target population of the Developmentally Disabled Assistance and Bill of Rights Act of 1975, Public Law 94-103. Forecast responses were sought to twelve questions that addressed issues relating to roles and responsibilities identified for the councils (a) in the law, (b) the regulations issued pursuant to enactment of the law, and (c) the program guidelines that covered operation of the program. Based upon the findings from the analysis of data in the study and feedback from the panel, implications and conclusions were drawn and recommendations were made. Five of the most important conclusions made were 1. A continuing trend in accountability is demonstrated by the increased emphasis on performance of councils, progress of clients, and effectiveness of service programs; 2. Evaluation activities are being seen from a broad scope and comprehensive viewpoint rather than on a narrow, localized scale; 3. Leisure Interests and Leisure Participation of Executives from Randomly Selected Companies in the Dallas-Fort Worth Metroplex

This study investigated leisure interests and leisure participation of executives in the Dallas-Fort Worth Metroplex. The Leisure Activities Blank and a questionnaire designed to collect demographic information were administered to twenty-five randomly selected executives. Five hypotheses were tested. Four were retained; one was rejected. Gold was found to be the favorite leisure interest of the respondents. They are currently engaged in eighteen leisure interests, and indicated a desire to participate in thirty-six leisure activities at some future time. Leisure interests which the respondents participated in during their past, or are currently engaged in, appear to be those they hope to continue in the future.

Superintendents' Value Perceptions Regarding P.L. 94-142 as it Applies to Texas School Districts

This study addressed superintendents' value perceptions of nineteen component parts of P.L. 94-142, The Education For All Handicapped Children Act of 1975. In addition, the study sought to determine whether relationships existed between superintendents' value perceptions of P.L. 94-142 and (1) school district size and (2) total years experience as a superintendent. As a result of this research, twenty-one conclusions were drawn, consisting of Texas superintendents' perceptions of several aspects of P.L. 94-142 such as: its effectiveness, appropriateness, process hearing costs, funding, time/cost efficiency, feasibility, and ultimate goal. Additionally, there was no significant relationship between the total number years served as a superintendent, or the size of school districts served, and the superintendents' value perceptions concerning P.L. 94-142. In summary, twenty-one conclusions were reached regarding superintendents' value perceptions of P.L. 94-142. A total of seven implications were drawn from the conclusions. Finally, seven recommendations for future study were made.

The Status of Home Visitations as a Part of Vocational Homemaking Education in Texas as Perceived by Useful Homemaking Teachers

The problem of this research study was to identify the status of home visitations as a part of Vocational Homemaking Education in Texas as perceived by useful homemaking teachers. The study had a twofold purpose. The first was to develop and validate a survey instrument which would address specific concerns related to home visitations and which may be used as a model for future research studies in Vocational Education. The second was to survey a random sample of useful homemaking teachers in Texas to identify the perceived status of home visitations. Findings indicated that useful homemaking teachers believe home visitations should continue to be a part of homemaking programs, although they are not satisfied with the current status of home visits. The teachers did not perceive home visits as they now exist to be important to the total homemaking program and believed the program would be effective without home visits. Nevertheless, a majority of the homemaking teachers indicated that they would make home visits even if no conference period were provided for the purpose of visits and that they currently make home visits at times other than the designated visitation period. The Impact of Teacher Experience on the Achievement of Third-Grade Students in Inner-City Schools

This study investigated the impact of the years of teaching experience of classroom teachers on the achievement of third-grade students in inner-city Title I Schools; on the achievement of those third-grade students who were defined as high achievers, average achievers, and low achievers; and on the achievement of boys and girls in the third grade of inner-city Title I schools. An analysis and interpretation of the data revealed that there were no significant differences in reading and mathematics achievement of the third-grade students when the number of years of experience of the teacher was examined. Reading achievement of third-grade boys and third-grade girls did show significant differences. The more-experienced teacher appeared to have the greater increase in reading scores of the students. In addition to data concerning the hypotheses, information about other teacher variables was collected through a teacher self-report questionnaire. One hundred per cent of the teachers in the participating schools responded to the questionnaire. Data were tabulated by frequency of response in groups according to years of teacher experience. A Discrepancy Analysis of Basic Science Teaching Competencies in Secondary Science in Texas

The study has a twofold purpose. The first is to compare the priority order of the seven fundamental areas of skill among the three sample groups, The second is to compare the differences between actual and ideal teacher performance in the seven fundamental skill areas. The conclusions are generalizable only to the population of Texas teacher educators, members of the Texas Science Supervisors Association and members of the Science Teachers Association of Texas, All of the groups had basic agreement as to the priority order of the science teacher competencies being demonstrated by teachers, The profession's success in educating teachers in the content areas is reflected by the priority of the rankings. The position of the science supervisors' ratings of teacher performance between teachers and teacher educators indicated that supervisors have the most accurate view of teacher performance, The least discrepancy among groups occurred in the ideal rating of teacher performance, indicating general agreement as to the level at which teachers should be demonstrating skills, The greatest discrepancy occurred in the identification of actual level of teacher performance.

A Study of Perceptions of Leadership Behavior Held by Deans and Directors of Student Development/Student Personnel Services in Texas Community/Junior Colleges

The problem of this study was to determine the nature of the perceptions of leadership behavior held by deans and directors of student development/student personnel services in Texas community/junior colleges. The directors were further identified as directors of counseling and guidance, student activities, admissions and records, financial aid, job placement, and health services. Deans and directors from all Texas community/junior colleges constituted the population for this group and were selected from college catalogs and a professional directory. Ranking and correlation techniques were used in the statistical analysis of data. Results indicated that leadership behaviors exist which are common to the field of student development/student personnel services, and that jurors generally agreed with deans and directors on those leadership behaviors which they perceived to be the most and least important to leadership. In addition, deans and directors agreed on those behaviors which they perceived to be the most and least important to leadership in their position and area of responsibility. Data revealed that deans and directors placed a high priority on collaborative-interactive type behaviors and a low priority on administrative-related behaviors.

The purpose of this study was to ascertain the components necessary to develop a State Level Management Plan for Vocational Education. As background for developing the plan, research was done to identify what State Directors of Vocational Education perceive to be the best composition of a Management Plan for Vocational Education. Information was obtained concerning which components of the Management Plan were made operational by the state directors. Also, this study determined the relationship between the components which are made operational and the perceived importance of each component. The two specific conclusions resulting from this study are as follows. 1. The perceived importance of the components identified by state directors that should be in a Management Plan is indicative of the components that are functional in the planning process. 2. Related literature and findings indicate that an effective Model State-Level Management Plan for Vocational Education can be developed based on the components perceived by the state directors. Private contributions make a greater impact on programs and projects involving people rather than on buildings and equipment in public institutions of higher education. 4. Minimum Competencies Needed for Graduation: A Comparative Case Study of Perceptions Held by Professional Educators and the Local School Community

The problem of this study is a comparison of minimum competencies needed for high school graduation as perceived by local professional educators to those perceived by the local school community. The source of data is Community Survey of Essential Student Skills. This survey instrument is a rating of the importance of minimum competencies by 1,931 patrons in the local school community. A total number of 401 professional educators had previously rated these competencies. The following conclusions are based on the analysis of each hypothesis and observations during the study. 1. There is an increasing amount of emphasis in the literature that major perceptual differences exist between professional educators and school communities. Educators need to identify and act upon the perceptions of their patrons. Increased emphasis upon community involvement is supported by findings of this study. For example, the community could be involved in curriculum development for life skills. Patrons, students and parents could serve on advisory committees to school boards. 2. The problem of this study was to identify a means for improving the administration of curriculum and instruction by exploring the utilization of leadership personnel in addition to the principal. This study focused on the determination of the responsibilities that should be delegated chairpersons and the degree of autonomy that should be associated with each responsibility. Major implications were as follows. 1) Job descriptions should be developed for department chairpersons listing responsibilities and specifying guidelines within which department chairpersons should function. 2) Effective communication channels must exist between principals and department chairpersons and between department chairpersons and teachers to insure that department chairpersons perform their duties in accordance with the will of the principal. Teachers must understand the position of department chairperson for optimum use of the departmental organization. 3) Another implication is that department chairpersons should be provided in-service training to assist them with understanding and fulfilling their responsibilities . The problem of this study was to determine the personal, social, and academic adjustment problems of Arab students at selected Texas institutions of higher education. The students in this study were 315 undergraduate and graduate Arab students attending four Texas institutions of higher education who were enrolled in the spring semester of 1979. The purpose of this study was twofold: (1) to identify the personal, social, and academic adjustment problems perceived by Arab students; and (2) to analyze and to interpret the data in relation to the adjustment problems of full-time Arab students included in this study. Results indicated that the Arab students were in general agreement concerning the questionnaires; no significant differences were found at the .05 level between male and female Arab students, married and single Arab students, and undergraduate and graduate Arab students. Recommendations were included which suggested that faculty and administrators who interact with Arab students be acquainted with the findings of the study. Orientation programs should be provided for Arab students, and the possibility of developing and enhancing the students' academic and non-academic experiences by identifying those individuals who have the ability and interest necessary for working with Arab students should be examined. An Analysis of Administrative Competence Needs in Selected Texas Public School Districts

The problem of this study was to determine the perceived needs of selected Texas public school administrators in the areas of competence addressed in the PEEL (Performance Evaluation of the Educational Leader) definition of administrative competence. The conclusions included the following: 1. Between levels of administrative activity, differences were indicated in the high indexes of perceived need on the competency statements between the superintendency-level staff members (superintendent and his advisory staff who hold "line" positions) and the building-level administrators (elementary principals, junior high principals, and senior high principals). 2. Superintendency-level staff members tend to exhibit higher perceived needs on the competency statements relating to instruction and student-oriented responsibilities than do building-level administrators. 3. The size of a school district in which an administrator is employed, the number of years that an administrator has in educational administration, and the highest degree earned by an administrator cause no significant differences to appear in the manner in which an administrator assesses his perceived need on a particular competency statement.
