Westphal, states that Guy Evertt Nice was arrested for carrying a prohibited drugs and weaponry. Nice had in his possession a letter written to Jack Ruby. In the letter, he stated that he was a Communist. A photograph of Nice, a personal history from the Special Service Bureau, and a copy of the letter are attached to the report.
