Memorandum by V. C. Campbell states that a mug shot negative of Jack Ruby was released to T. A. Hutson. A handwritten note on the reverse reads: "At same date and time noted on reverse, Assistant Chief T. A. Hutson handed down the original negative mug shot to Chief D. A. Byrd who in turn gave it to Mr. Jack Moriarty and Mr. Harold A. Rose of the House Select Committee. The negative was a loan and was to be returned to this department on completion of their investigation."
