Structural Design of a Horizontal-Axis Tidal Current Turbine Composite Blade

This paper describes the structural design of a tidal composite blade. The structural design is preceded by two steps: hydrodynamic design and determination of extreme loads. The hydrodynamic design provides the chord and twist distributions along the blade length that result in optimal performance of the tidal turbine over its lifetime. The extreme loads, i.e. the extreme flap and edgewise loads that the blade would likely encounter over its lifetime, are associated with extreme tidal flow conditions and are obtained using a computational fluid dynamics (CFD) software. Given the blade external shape and the extreme loads, we use a laminate-theory-based structural design to determine the optimal layout of composite laminas such that the ultimate-strength and buckling-resistance criteria are satisfied at all points in the blade. The structural design approach allows for arbitrary specification of the chord, twist, and airfoil geometry along the blade and an arbitrary number of shear webs. In addition, certain fabrication criteria are imposed, for example, each composite laminate must be an integral multiple of its constituent ply thickness. Target Visualization at the National Ignition Facility

As the National Ignition Facility continues its campaign to achieve ignition, new methods and tools will be required to measure the quality of the targets used to achieve this goal. Techniques have been developed to measure target surface features using a phase-shifting diffraction interferometer and Leica Microsystems confocal microscope. Using these techniques we are able to produce a detailed view of the shell surface, which in turn allows us to refine target manufacturing and cleaning processes. However, the volume of data produced limits the methods by which this data can be effectively viewed by a user. This paper introduces an image-based visualization system for data exploration of target shells at the National Ignition Facility (NIF) at Lawrence Livermore National Laboratory. It aims to combine multiple image sets into a single visualization to provide a method of navigating the data in ways that are not possible with existing tools.

CIBS Solar Cell Development Final Scientific/Technical Report

Efforts to fabricate and study a new photovoltaic material, copper indium boron diselenide (CuInxB1-xSe2 or CIBS), were undertaken. Attempts to prepare CIBS using sputtering deposition techniques resulted in segregation of boron from the rest of elements in the material. CIBS nanocrystals were prepared from the reaction of elemental Se with CuCl, InCl3, and boric acid in solution, but the product material quickly decomposed upon heating that was required in attempts to convert the nanocrystals into a thin film. The investigation of the reasons for the lack of CIBS material stability led to new structure-property studies of closely-related photovoltaic systems as well as studies of new solar cell materials and processing methods that could enhance the development of next-generation solar technologies. A detailed compositional study of CuIn1-xAlxSe2 (CIAS, a system closely related to CIBS) revealed a non-linear correlation between crystal lattice size and the Al/(In+Al) ratios with dual-phase formation being observed. A new nanocrystal-to-thin-film processing method was developed for the preparation of CuIn1-xGaxSe2 (CIGS) thin films in which colloidal Se particles are sprayed in contact with CuIn1-xGaxS2 nanoparticles and heated in an argon atmosphere with no other Se source in the system. Investigating the effectiveness of many-core network processors for high performance cyber protection systems. Part I, FY2011.

This report documents our first year efforts to address the use of many-core processors for high performance cyber protection. As the demands grow for higher bandwidth (beyond 1 Gbits/sec) on network connections, the need to provide faster and more efficient solution to cyber security grows. Fortunately, in recent years, the development of many-core network processors have seen increased interest. Prior working experiences with many-core processors have led us to investigate its effectiveness for cyber protection tools, with particular emphasis on high performance firewalls. Although advanced algorithms for smarter cyber protection of high-speed network traffic are being developed, these advanced analysis techniques require significantly more computational capabilities than static techniques. Moreover, many locations where cyber protections are deployed have limited power, space and cooling resources. This makes the use of traditionally large computing systems impractical for the front-end systems that process large network streams; hence, the drive for this study which could potentially yield a highly reconfigurable and rapidly scalable solution.

The effect of chrome adhesion layer on quartz resonator aging.

This SAND report documents a late start LDRD designed to determine the possible aging effects of a quartz resonator gold adhesion layer. Sandia uses quartz resonators for applications. These applications require a very stable frequency source with excellent aging (low drift) characteristics. These parts are manufactured by one of our qualified vendors outside Sandia Laboratories, Statek Corp. Over the years we, Sandia and the vendor, have seen aging variations that have not been completely explained by the typical mechanisms known in the industry. One theory was that the resonator metallization may be contributing to the resonator aging. This LDRD would allow us to test and analyze a group of resonators with known differentiating metallization and via accelerated aging determine if a chrome adhesion layer used to accept the final gold plating may contribute to poor aging. We worked with our main vendor to design and manufacture a set of quartz resonators with a wide range of metallization thickness ratios between the chrome and gold that will allow us determine the cause of this aging and which plating thickness ratios provide the best aging performance while not degrading other key characteristics.

Bat Surveys of Retired Facilitiies Scheduled for Demolition by Washington Closure Hanford

This project was conducted to evaluate buildings and facilities remaining in the Washington Closure Hanford (WCH) deactivation, decontamination, decommissioning, and demolition schedule for bat roost sites. The project began in spring of 2009 and was concluded in spring of 2011. A total of 196 buildings and facilities were evaluated for the presence of bat roosting sites. The schedule for the project was prioritized to accommodate the demolition schedule. As the surveys were completed, the results were provided to the project managers to facilitate planning and project completion. The surveys took place in the 300 Area, 400 Area, 100-H, 100-D, 100-N, and 100-B/C Area. This report is the culmination of all the bat surveys and summarizes the findings by area and includes recommended mitigation actions where bat roosts were found.

This final report contains a compilation of previous reports with the most current data in order to produce one final complete document. The goal of this research was to provide an integrated approach aimed at addressing the increasing water resource challenges between natural gas production and other water stakeholders in shale gas basins. The objective was to demonstrate that the AltelaRain{reg_sign} technology could be successfully deployed in the Marcellus Shale Basin to treat frac flow-back water. Modeling Temporal Behavior in Large Networks: A Dynamic Mixed-Membership Model

Given a large time-evolving network, how can we model and characterize the temporal behaviors of individual nodes (and network states)? How can we model the behavioral transition patterns of nodes? We propose a temporal behavior model that captures the 'roles' of nodes in the graph and how they evolve over time. The proposed dynamic behavioral mixed-membership model (DBMM) is scalable, fully automatic (no user-defined parameters), non-parametric/data-driven (no specific functional form or parameterization), interpretable (identifies explainable patterns), and flexible (applicable to dynamic and streaming networks). Moreover, the interpretable behavioral roles are generalizable, computationally efficient, and natively supports attributes. We applied our model for (a) identifying patterns and trends of nodes and network states based on the temporal behavior, (b) predicting future structural changes, and (c) detecting unusual temporal behavior transitions. We use eight large real-world datasets from different time-evolving settings (dynamic and streaming). In particular, we model the evolving mixed-memberships and the corresponding behavioral transitions of Twitter, Facebook, IP-Traces, Email (University), Internet AS, Enron, Reality, and IMDB. The experiments demonstrate the scalability, flexibility, and effectiveness of our model for identifying interesting patterns, detecting unusual structural transitions, and predicting the future structural changes of the network and individual nodes.

The principal objectives of the DM1200 melter testing were to determine the achievable glass production rates for simulated HLW C-106/AY-102 feed; determine the effect of bubbling rate on production rate; characterize melter off-gas emissions; characterize the performance of the prototypical off-gas system components as well as their integrated performance; characterize the feed, glass product, and off-gas effluents; and to perform pre- and post test inspections of system components.

Carbon Characterization Laboratory Readiness to Receive Irradiated Graphite Samples

The Carbon Characterization Laboratory (CCL) is located in Labs C19 and C20 of the Idaho National Laboratory Research Center. The CCL was established under the Next Generation Nuclear Plant Project to support graphite and ceramic composite research and development activities. The research conducted in this laboratory will support the Advanced Graphite Creep experiments—a major series of material irradiation experiments within the Next Generation Nuclear Plant Graphite program. The CCL is designed to characterize and test low activated irradiated materials such as high purity graphite, carbon-carbon composites, silicon-carbide composite, and ceramic materials. The laboratory is fully capable of characterizing material properties for both irradiated and nonirradiated materials. Major infrastructural modifications were undertaken to support this new radiological facility at Idaho National Laboratory. Facility modifications are complete, equipment has been installed, radiological controls and operating procedures have been established and work management documents have been created to place the CCL in readiness to receive irradiated graphite samples.

Iraq liquid radioactive waste tanks maintenance and monitoring program plan.

The purpose of this report is to develop a project management plan for maintaining and monitoring liquid radioactive waste tanks at Iraq's Al-Tuwaitha Nuclear Research Center. Based on information from several sources, the Al-Tuwaitha site has approximately 30 waste tanks that contain varying amounts of liquid or sludge radioactive waste. All of the tanks have been non-operational for over 20 years and most have limited characterization. The program plan embodied in this document provides guidance on conducting radiological surveys, posting radiation control areas and controlling access, performing tank hazard assessments to remove debris and gain access, and conducting routine tank inspections. This program plan provides general advice on how to sample and characterize tank contents, and how to prioritize tanks for soil sampling and borehole monitoring.

The goals of this case study are: (1) To examine the correlation between Iran's nuclear program and clerical statements; (2) To evaluate the importance of these statements; (3) To understand the relationship between policy and fatwas (Islamic decrees); (4) To address the issue of a 'nuclear fatwa'; and (5) To examine how, if at all, Sharia (Islamic law) has influenced Iran's actions or inactions with respect to the Non-Proliferation Treaty (NPT), the International Atomic Energy Agency (IAEA), and Iran's adherence to its IAEA Safeguards Agreements and the Additional Protocol. The Islamic Republic of Iran (hereinafter Iran) is one of two theocracies in the world, the second being Vatican City. Iran's government derives its constitutional, moral, and political legitimacy from Islam. As a result of this theocratic culture, rules are set and interpreted with a much different calibrator than that of the Western world. Islam affects all aspects of Iranian life. This is further complicated by the fact that Islam is not a nationalistic faith, in that many people all over the world believe in and adhere to Islamic principles. A Hierarchical Control Architecture for a PEBB-Based ILC Marx Modulator

The idea of building power conversion systems around Power Electronic Building Blocks (PEBBs) was initiated by the U.S. Office of Naval Research in the mid 1990s. A PEBB-based design approach is advantageous in terms of power density, modularity, reliability, and serviceability. It is obvious that this approach has much appeal for pulsed power conversion including the International Linear Collider (ILC) klystron modulator application. A hierarchical control architecture has the inherent capability to support the integration of PEBBs. This has already been successfully demonstrated in a number of industrial applications in the recent past. This paper outlines the underlying concepts of a hierarchical control architecture for a PEBB-based Marx-topology ILC klystron modulator. The control in PEBB-based power conversion systems can be functionally partitioned into (three) hierarchical layers; system layer, application layer, and PEBB layer. This has been adopted here. Based on such a hierarchical partition, the interfaces are clearly identified and defined and, consequently, are easily characterised. A conceptual design of the hardware manager, executing low-level hardware oriented tasks, is detailed. In addition, the idea of prognostics is briefly discussed.

The primary purpose of the tank mixing and sampling demonstration program is to mitigate the technical risks associated with the ability of the Hanford tank farm delivery and celtification systems to measure and deliver a uniformly mixed high-level waste (HLW) feed to the Waste Treatment and Immobilization Plant (WTP) Uniform feed to the WTP is a requirement of 24590-WTP-ICD-MG-01-019, ICD-19 - Interface Control Document for Waste Feed, although the exact definition of uniform is evolving in this context. Computational Fluid Dynamics (CFD) modeling has been used to assist in evaluating scaleup issues, study operational parameters, and predict mixing performance at full-scale.

A measurement of neutrino oscillations with muon neutrinos in the MINOS experiment

Experimental evidence has established that neutrino flavor states evolve over time. A neutrino of a particular flavor that travels some distance can be detected in a different neutrino flavor state. The Main Injector Neutrino Oscillation Search (MINOS) is a long-baseline experiment that is designed to study this phenomenon, called neutrino oscillations. MINOS is based at Fermilab near Chicago, IL, and consists of two detectors: the Near Detector located at Fermilab, and the Far Detector, which is located in an old iron mine in Soudan, MN. Both detectors are exposed to a beam of muon neutrinos from the NuMI beamline, and MINOS measures the fraction of muon neutrinos that disappear after traveling the 734 km between the two detectors. One can measure the atmospheric neutrino mass splitting and mixing angle by observing the energy-dependence of this muon neutrino disappearance. MINOS has made several prior measurements of these parameters. Here I describe recently-developed techniques used to enhance our sensitivity to the oscillation parameters, and I present the results obtained when they are applied to a dataset that is twice as large as has been previously analyzed. SOLVENT HOLD TANK SAMPLE RESULTS FOR MCU-11-314, MCU-11-315, MCU-11-316, MCU-11-317, MCU-11-318 AND MCU-11-319

Savannah River National Laboratory (SRNL) analyzed solvent samples from Modular Caustic-Side Solvent Extraction Unit (MCU) in support of continuing operations. A quarterly analysis of the solvent is required to maintain solvent composition within specifications. Analytical results of the analyses of Solvent Hold Tank (SHT) samples MCU-11-314, MCU-11-315, MCU-11-316, MCU-11-317, MCU-11-318 and MCU-11-319 are reported. The results show that the solvent at MCU does not require an Isopar{reg_sign} L addition, but it will require addition of trioctylamine. Cesium mass transfer testing with the solvent matches expected extraction behavior but shows a slightly lower stripping efficiency than seen in the original process demonstration for Macrobatch 3. The entrained aqueous solution indicates the scrub wash is significantly out of specification. As a result, the facility replaced the scrub wash. Unlike the previous solvent sample results, these analyses indicate that the solvent does not require minor Isopar{reg_sign} L trimming at this time. However, addition of TOA is warranted. These findings indicate that the new protocols for solvent monitoring and control are yielding favorable results. Nevertheless, the deviation in the TOA concentration since the last analysis indicates continued periodic (i.e., quarterly) monitoring is recommended. Nonlinear pulse propagation and phase velocity of laser-driven plasma waves

Laser evolution and plasma wave excitation by a relativistically-intense short-pulse laser in underdense plasma are investigated in the broad pulse limit, including the effects of pulse steepening, frequency red-shifting, and energy depletion. The nonlinear plasma wave phase velocity is shown to be significantly lower than the laser group velocity and further decreases as the pulse propagates owing to laser evolution. This lowers the thresholds for trapping and wavebreaking, and reduces the energy gain and efficiency of laser-plasma accelerators that use a uniform plasma profile.

Energy and water in the Great Lakes.

The nexus between thermoelectric power production and water use is not uniform across the U.S., but rather differs according to regional physiography, demography, power plant fleet composition, and the transmission network. That is, in some regions water demand for thermoelectric production is relatively small while in other regions it represents the dominate use. The later is the case for the Great Lakes region, which has important implications for the water resources and aquatic ecology of the Great Lakes watershed. This is today, but what about the future? Projected demographic trends, shifting lifestyles, and economic growth coupled with the threat of global climate change and mounting pressure for greater U.S. energy security could have profound effects on the region's energy future. Planning for such an uncertain future is further complicated by the fact that energy and environmental planning and regulatory decisionmaking is largely bifurcated in the region, with environmental and water resource concerns generally taken into account after new energy facilities and technologies have been proposed, or practices are already in place. Activated Carbon Composites for Air Separation

Coal-derived synthesis gas is a potential major source of hydrogen for fuel cells. Oxygen-blown coal gasification is an efficient approach to achieving the goal of producing hydrogen from coal, but a cost-effective means of enriching O2 concentration in air is required. A key objective of this project is to assess the utility of a system that exploits porous carbon materials and electrical swing adsorption to produce an O2-enriched air stream for coal gasification. As a complement to O2 and N2 adsorption measurements, CO2 was used as a more sensitive probe molecule for the characterization of molecular sieving effects. To further enhance the potential of activated carbon composite materials for air separation, work was implemented on incorporating a novel twist into the system; namely the addition of a magnetic field to influence O2 adsorption, which is accompanied by a transition between the paramagnetic and diamagnetic states. The preliminary findings in this respect are discussed.

These papers represent the combined research related to ground-based nuclear explosion monitoring funded by the National Nuclear Security Administration (NNSA), Defense Threat Reduction Agency (DTRA), Air Force Research Laboratory (AFRL), US Army Space and Missile Defense Command, Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), National Science Foundation (NSF), and other invited sponsors. The scientific objectives of the research are to improve the United States' capability to detect, locate, and identify nuclear explosions. The purpose of the meeting is to provide the sponsoring agencies, as well as potential users, an opportunity to review research accomplished during the preceding year and to discuss areas of investigation for the coming year. NA-42 TI Shared Software Component Library FY2011 Final Report

The NA-42 TI program initiated an effort in FY2010 to standardize its software development efforts with the long term goal of migrating toward a software management approach that will allow for the sharing and reuse of code developed within the TI program, improve integration, ensure a level of software documentation, and reduce development costs. The Pacific Northwest National Laboratory (PNNL) has been tasked with two activities that support this mission. PNNL has been tasked with the identification, selection, and implementation of a Shared Software Component Library. The intent of the library is to provide a common repository that is accessible by all authorized NA-42 software development teams. The repository facilitates software reuse through a searchable and easy to use web based interface. As software is submitted to the repository, the component registration process captures meta-data and provides version control for compiled libraries, documentation, and source code. This meta-data is then available for retrieval and review as part of library search results. In FY2010, PNNL and staff from the Remote Sensing Laboratory (RSL) teamed up to develop a software application with the goal of replacing the aging Aerial Measuring System (AMS).
