Defense Logistics: A Completed Comprehensive Strategy is Needed to Guide DOD's In-Transit Visibility Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) has taken steps to improve in-transit visibility of its assets through efforts developed by several of the defense components, but no one DOD organization is fully aware of all such efforts across the department, because they are not centrally tracked. In-transit visibility is the ability to track the identity, status, and location of DOD assets and personnel from origin to consignee or destination across the range of military operations. GAO has previously reported that it is important for organizations to have complete, accurate, and consistent data to inform policy, document performance, and support decision making. Managers striving to reach organizational goals must have information systems in place to provide them with needed information. Based on data from defense components--the Joint Staff, U.S. Transportation Command, U.S. Central Command, the Defense Logistics Agency, and the military services--that GAO reviewed, 34 in-transit visibility efforts are being conducted by the components. The department has obligated about $701 million for fiscal years 2009 through 2011 for these efforts and projected about $455.3 million in costs to be incurred for fiscal years 2012 through 2015--a total of …

WIC Program: Improved Oversight of Income Eligibility Determination Needed

A letter report issued by the Government Accountability Office with an abstract that begins "The discretion granted by federal law, regulations, and guidance in certain areas of income eligibility determination for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) has resulted in policy variation across states and localities. For example, while national survey data show that many states use an applicant's current income to determine income eligibility, GAO's review of 10 state policy manuals found that states differ in how they define the time period covered by current income, with some looking at income from the most recent 30 days and others using longer time periods. WIC administrators also have discretion in determining which members of an applicant's household should be considered part of the applicant's family, and both national data and state policy manuals suggest that states often provide local agencies with guidance in this area at the same time as they pass this flexibility to them. State policies also vary to some extent as to the sources of income that are included and excluded when determining an applicant's income eligibility for the program, according to national survey data."

Homeland Defense: DOD's Aerospace Control Alert Basing Decision Was Informed by Various Analyses

Correspondence issued by the Government Accountability Office with an abstract that begins "DOD's decision to change the alert status at two ACA basing locations was informed by various analyses, which assessed the impact on operational effectiveness to the ACA operation. DOD's analyses were based on a NORAD assessment--which included a computer model--a Cost Assessment and Program Evaluation (CAPE) computer model, and an analysis by NORAD's Continental U.S. NORAD Region. NORAD's analyses, informed by a model developed in response to a recommendation in our 2009 report and bolstered by additional NORAD analysis, identified two basing locations that could be removed from 24-hour alert status with little impact on ACA capabilities overall. In GAO's January 2012 report, GAO noted limitations to NORAD's computer model. For example, GAO found that it did not include a prioritized list of metropolitan areas and critical infrastructure locations that NORAD should protect and that it did not incorporate assumptions associated with all three elements of risk: threat, vulnerability, and consequence. Since the January 2012 report, NORAD has strengthened its risk-based management approach of the ACA operation by improving its risk analyses, including to change some of the assumptions used to address vulnerability and consequence in its model. …

Testimony issued by the Government Accountability Office with an abstract that begins "Although many states requested and received waivers under the Aid to Families with Dependent Children (AFDC) program, no section 1115 waivers of TANF requirements have been granted by HHS since TANF's creation in 1996. Since 2000, several states have expressed interest in the availability of waivers. For example, in 2001, one state asked HHS about waiving various requirements including the work participation requirement, due to an emergency situation caused by a terrorist attack. The Assistant Secretary for Children and Families or TANF program staff have generally responded that the requested waiver authority was not available. Between when HHS issued its July 12, 2012 Information Memorandum and September 6, 2012, eight states expressed interest in pursuing waivers, but no state had officially requested one."

The Efficacy of Ultraviolet Radiation for Sterilizing Tools Used for Surgically Implanting Transmitters into Fish

Telemetry is frequently used to examine the behavior of fish, and the transmitters used are normally surgically implanted into the coelom of fish. Implantation requires the use of surgical tools such as scalpels, forceps, needle holders, and sutures. When several fish are implanted consecutively for large telemetry studies, it is common for surgical tools to be sterilized or, at minimum, disinfected between each use so that pathogens that may be present are not spread among fish. However, autoclaving tools can take a long period of time, and chemical sterilants or disinfectants can be harmful to both humans and fish and have varied effectiveness. Ultraviolet (UV) radiation is commonly used to disinfect water in aquaculture facilities. However, this technology has not been widely used to sterilize tools for surgical implantation of transmitters in fish. To determine its efficacy for this application, Pacific Northwest National Laboratory researchers used UV radiation to disinfect surgical tools (i.e., forceps, needle holder, stab scalpel, and suture) that were exposed to one of four aquatic organisms that typically lead to negative health issues for salmonids. GED Integrated Solutions collaborated with US window and door manufactures to investigate, design and verify technical and cost feasibility for producing high performance, high volume, low material and labor cost window, utilizing a modified window design containing a triple insulating glass unit (IGU). This window design approach when combined with a high volume IGU manufacturing system, can produce R5 rated windows for an approximate additional consumer cost of only $4 per square foot when compared to conventional Low-E argon dual pane IG windows, resulting in a verify practical, reliable and affordable high performance window for public use.

Development of a Software Framework for System-Level Carbon Sequestration Risk Assessment

The overall purpose of this project was to identify, evaluate, select, develop, and test a suite of enhancements to the GoldSim software program, in order to make it a better tool for use in support of Carbon Capture and Sequestration (CCS) projects. The GoldSim software is a foundational tool used by scientists at NETL and at other laboratories and research institutions to evaluate system-level risks of proposed CCS projects. The primary product of the project was a series of successively improved versions of the GoldSim software, supported by an extensive User’s Guide. All of the enhancements were tested by scientists at Los Alamos National Laboratory, and several of the enhancements have already been incorporated into the CO{sub 2}-PENS sequestration model.

Analysis of sampling plan options for tank 16H from the perspective of statistical uncertainty

This report develops a concentration variability model for Tank 16H in order to compare candidate sampling plans for assessing the concentrations of analytes in the residual material in the annulus and on the floor of the primary vessel. A concentration variability model is used to compare candidate sampling plans based on the expected upper 95% confidence limit (UCL95) for the mean. The result is expressed as a rank order of candidate sampling plans from lowest to highest expected UCL95, with the lowest being the most desirable from an uncertainty perspective.

Seismic Technology Adapted to Analyzing and Developing Geothermal Systems Below Surface-Exposed High-Velocity Rocks Final Report

The objective of our research was to develop and demonstrate seismic data-acquisition and data-processing technologies that allow geothermal prospects below high-velocity rock outcrops to be evaluated. To do this, we acquired a 3-component seismic test line across an area of exposed high-velocity rocks in Brewster County, Texas, where there is high heat flow and surface conditions mimic those found at numerous geothermal prospects. Seismic contractors have not succeeded in creating good-quality seismic data in this area for companies who have acquired data for oil and gas exploitation purposes. Our test profile traversed an area where high-velocity rocks and low-velocity sediment were exposed on the surface in alternating patterns that repeated along the test line. We verified that these surface conditions cause non-ending reverberations of Love waves, Rayleigh waves, and shallow critical refractions to travel across the earth surface between the boundaries of the fast-velocity and slow-velocity material exposed on the surface. These reverberating surface waves form the high level of noise in this area that does not allow reflections from deep interfaces to be seen and utilized. Hydrogen Technology and Energy Curriculum (HyTEC)

The Lawrence Hall of Science of the University of California, Berkeley has collaborated with scientists and engineers, a local transit agency, school districts, and a commercial curriculum publisher to develop, field-test nationally, and publish a two-week curriculum module on hydrogen and fuel cells for high school science. Key partners in this project are the Schatz Energy Research Center (SERC) of Humboldt State University, the Alameda-Contra Costa Transit District (AC Transit), FilmSight Productions, Lab-Aids, Inc., and 32 teachers and 2,370 students in field-test classrooms in California, Connecticut, Ohio, New York, South Carolina, and Washington. Field-test teachers received two to three days of professional development before teaching the curriculum and providing feedback used for revision of the curriculum. The curriculum, titled Investigating Alternative Energy: Hydrogen and Fuel Cells and published by Lab-Aids, Inc., includes a teachers guide (with lesson plans, resources, and student handout pages), two interactive computer animations, a video, a website, and a laboratory materials kit. The project has been disseminated to over 950 teachers through awareness workshops at state, regional, and national science teacher conferences.
