Since beginning his examination, the Special Master has been holding regular meetings with representatives of DISH and NAB, which represents the four major networks and their affiliates. The Special Master requested, and DISH provided, information on DISH’s royalty calculations and payments to the Copyright Office. The Special Master told us that he is satisfied with the information provided by DISH to date and is currently in the process of reviewing the methodology DISH used for its royalty payments. To determine whether any problems exist with DISH’s services to eligible subscribers, and whether a more detailed examination of DISH’s records may be needed, DISH and NAB are collaborating on a survey of all major network-affiliated television broadcast stations nationwide. Correspondence issued by the Government Accountability Office with an abstract that begins "DOD's rationale for waiving WSARA's competitive prototyping requirement for CAPS covered both bases provided in the statute; however, DOD did not provide complete information about the potential benefits of competitive prototyping or support for its conclusion that prototyping would result in schedule delays. In the waiver, DOD found reasonable the Air Force's conclusion that the additional $49 million cost of producing competing prototypes exceeded the negligible expected life-cycle benefits because minimal opportunities exist to increase CAPS technological and design maturity through competitive prototyping. The Air Force's conclusions about CAPS technical and design risk are supported by its market research, but its cost-benefit analysis was incomplete because neither the waiver nor the business case analysis supporting it provided an estimated dollar value for the expected benefits. Further, the Air Force's cost estimate of competitively prototyping CAPS was based on a program office estimate, which has not been independently reviewed by DOD's Office of Cost Assessment and Performance Evaluation. Testimony issued by the Government Accountability Office with an abstract that begins "Case processing times under the Integrated Disability Evaluation System (IDES) process have increased over time, and measures of servicemember satisfaction have shortcomings. Each year, average processing time for IDES cases has climbed, reaching 394 and 420 days for active and reserve component members in fiscal year 2011—well over established goals of 295 and 305 days, respectively. Also in fiscal year 2011, just 19 percent of active duty servicemembers and 18 percent of guard or reserve members completed the IDES process and received benefits within established goals, down from 32 and 37 percent one year prior. Of the four phases comprising IDES, the medical evaluation board phase increasingly fell short of timeliness goals and, within that phase, the time required for the military’s determination of fitness was especially troubling. During site visits to IDES locations, we consistently heard concerns about timeframes and resources for this phase of the process. With respect to servicemember satisfaction with the IDES process, GAO found shortcomings in how these data are collected and reported, such as unduly limiting who is eligible to receive a survey and computing average satisfaction scores in a manner that …

Correspondence issued by the Government Accountability Office with an abstract that begins "U.S. government (USG), non-USG coalition, and DOD contractor personnel perform various roles in the ANP training program. These roles include: (1) serving as advisors and mentors to build ministerial capacity in areas such as financial and human resource management at the Afghan Ministry of Interior; (2) serving as mentors and trainers to develop Afghan commanders’ abilities to operate training sites and provide training to ANP recruits in areas such as criminal investigation, weapons, survival skills, and physical fitness; and (3) serving as embedded mentors to help deployed ANP units develop civilian policing skills. DOD contractor personnel also provide maintenance, logistics, and security support at training sites.As of November 2011, about 778 USG, non-USG coalition, and DOD contractor personnel provided ANP training and mentoring at 23 NATO-managed sites. Approximately 66 percent of these trainers and mentors were non-USG coalition personnel, 21 percent were USG personnel, and the remaining 13 percent were DOD contractor personnel. In addition, about 2,825 DOD contractor personnel provided maintenance, logistics, and security services at 12 NATO-managed training sites."

The National Museum of the Pacific War presents an interview with Leslie Bray. Bray joined the Army Air Forces in January of 1942. He received his wings and commission as second lieutenant in October. He served as Operations Officer in the 10th Troop Carrier Group at various locations in the US. Bray additionally served as Commander of the 16th Combat Cargo Squadron, 4th Combat Cargo Group, beginning June of 1944 and participated in the China-Burma-India Theater. They transported airport construction materials, men, mules, supplies, and provided logistic support throughout China, Burma and India until the war’s end. Bray returned to the US and continued his service, retiring in 1973.

The National Museum of the Pacific War presents an oral interview with Ralph Herman Seibt. Seibt joined the Army Air Corps in June 1939. A skilled typist, he worked in communications for the 52nd Squadron at Randolph Field. He took an interest in flying and in 1944 transferred to Montgomery, Alabama, as a cadet. He was hazed and got on poorly with his instructor, and after a certain point he refused to continue his training. Seibt deployed to Guam with the 501st Bombardment Group, 41st Bombardment Squadron, assigned personnel duties such as administering Purple Hearts. Initially, he lived in dangerous jungle conditions but eventually was housed in barracks. He saw natives rounded up in stockades in Agana and was instructed not to interact with them. Upon his return to the States, he crossed paths with German POWs at Fort Bliss, where he was discharged. He enjoyed having the opportunity to chat with them, and they were happily reminded by his last name of one of the great German radio manufacturers. Seibt returned home to his wife and got to know his daughter, who was born in July 1944.

The National Museum of the Pacific War presents an oral interview with Wayne Richards. Richards joined the Army Air Corps in 1940 and received radio training at Scott Field. Upon completion, he was able to transmit coded messages at 20 wpm. He volunteered for gunnery school, hoping to see combat, and deployed to North Africa with the 301st Bombardment Group (Heavy), 353rd Bomb Squadron, as a B-17 radio operator. In campaigns throughout the Mediterranean and as far east as Athens, he stood out to his colonel as a keen observer. Richards alerted his group when a supposed milk run over Ibiza was rife with antiaircraft fire and was the only one to see that a targeted bridge in Anzio was still standing. He received a warm welcome in Cerignola, Italy, where civilians offered wine and laundry service to the troops. Richards flew the first mission over Rome, admonished to carefully spare the Vatican. He returned home after 50 missions and attended flight school until his discharge in September 1945. Richards completed aeronautics school on the GI Bill and became a commercial pilot.

The National Museum of the Pacific War presents an interview with Marlin Dyer. Dyer joined the Navy in 1944. He completed training as a crewman on a landing craft, vehicle, personnel, LCVP or Higgins boat. He transported Marines to and from the shore during the Battle of Okinawa, and continued work on the island for 13 months. Dyer returned to the US and received his discharge in May of 1946.

The National Museum of the Pacific War presents an interview with Frank Miller. Miller joined the Navy in 1942. He trained to work in the engine and boiler rooms, serving as Third Class Petty Officer aboard the USS Jarvis (DD-799). Miller participated in 8 engagements through Alaska and the Kurile Islands. After Japan’s surrender, he worked with occupation forces in Japan destroying military supplies. Miller was discharged in February of 1946.

The National Museum of the Pacific War presents an oral interview with Thomas S. Hura. Hura begins by speaking of life in Youngstown, Ohio, during the Great Depression. As soon as Hura graduated from high school in 1943, he was drafted into the Navy and sent for training at Great Lakes, Illinois. When Hura finished training, he was shipped to California and assigned to the gunnery and deck division aboard the USS Pennsylvania (BB-38). Hura's job aboard ship was loading the 40mm guns and operating a 20mm gun. When the Pennsylvania arrived at Pearl Harbor, Hura reported for a week of gunnery school. Hura describes the Pennsylvania in action at Makin Atoll in November, 1943. From there, Hura speaks about being attacked by Japanese aircraft at Eniwetok. He also describes leave in Australia, supporting the invasions at Saipan and at Guam, night fighting at Surigao Strait, and covering the landings at Lingayen Gulf on Luzon and at Okinawa. At Okinawa, Pennsylvania was torpedoed. She was pulled to Guam for repairs and managed to survive a typhoon in route. From Guam, Pennsylvania went to Seattle for major repairs. Hura travelled to Toledo and was discharged in March, 1946. He went to …
