Country-of-Origin Labeling for Foods and the WTO Trade Dispute on Meat Labeling
This report covers the dispute between the U.S with its neighbors Canada and Mexico, who say that the recent country-of-origin labeling (COOL) system implemented by the U.S. Department of Agriculture is unfair and does not meet its original objectives. This dispute was brought before the WTO dispute panel and found to be valid. The report ends with a discussion of options for the U.S. in regards to modifying COOL to follow WTO rulings.

Supply Chain Security: DHS Could Improve Cargo Security by Periodically Assessing Risks from Foreign Ports
A letter report issued by the Government Accountability Office with an abstract that begins "Department of Homeland Security (DHS) components have developed models to assess the risks of foreign ports and cargo, but not all components have applied risk management principles to assess whether maritime security programs cover the riskiest ports. The U.S. Coast Guard uses its risk model to inform operational decisions for its International Port Security (IPS) program and annually updates its assessment. In contrast, U.S. Customs and Border Protection (CBP) has not regularly assessed ports for risks to cargo under its Container Security Initiative (CSI) program. CBP's selection of the initial 23 CSI ports was primarily based on the volume of U.S.-bound containers, but beginning in 2003, CBP considered more threat information when it expanded the number of CSI ports. CBP has not assessed the risk posed by foreign ports that ship cargo to the United States for its CSI program since 2005. In 2009, CBP developed a model that ranked 356 potential expansion ports for a related program on the basis of risk, but it was never implemented because of budget cuts. Iraq Drawdown: Opportunities Exist to Improve Equipment Visibility, Contractor Demobilization, and Clarity of Post-2011 DOD Role
A letter report issued by the Government Accountability Office with an abstract that begins "The drawdown of U.S. forces in Iraq and the transition from a U.S. military to a civilian-led presence after December 2011 continue amid an uncertain security and political environment. This report is one in a series of reviews regarding the planning and execution of the drawdown. Specifically, this report assesses the extent to which DOD has planned for, begun to execute, and mitigated risk associated with (1) transferring and removing personnel and equipment from remaining bases in Iraq; (2) curtailing unneeded contract services, transitioning expiring contracts, and providing adequate contract oversight; and (3) facilitating and supporting the transition to a civilian-led presence in Iraq. GAO examined relevant DOD planning documents, attended drawdown-related conferences, interviewed State officials and DOD officials throughout the chain of command in the United States, Kuwait, and Iraq, and visited several locations in Kuwait and Iraq to observe drawdown operations."

Aviation Security: TSA Has Made Progress, but Additional Efforts Are Needed to Improve Security
Testimony issued by the Government Accountability Office with an abstract that begins "The attempted bombing of Northwest flight 253 in December 2009 underscores the need for effective aviation security programs. Aviation security remains a daunting challenge with hundreds of airports and thousands of flights daily carrying millions of passengers and pieces of checked baggage. The Department of Homeland Security's (DHS) Transportation Security Administration (TSA) has spent billions of dollars and implemented a wide range of aviation security initiatives. Two key layers of aviation security are (1) TSA's Screening of Passengers by Observation Techniques (SPOT) program designed to identify persons who may pose a security risk; and (2) airport perimeter and access controls security. This testimony provides information on the extent to which TSA has taken actions to validate the scientific basis of SPOT and strengthen airport perimeter security. This statement is based on prior products GAO issued from September 2009 through September 2011 and selected updates in August and September 2011. To conduct the updates, GAO analyzed documents on TSA's progress in strengthening aviation security, among other things."

Troubled Asset Relief Program: Status of GAO Recommendations to Treasury
Correspondence issued by the Government Accountability Office with an abstract that begins "Nearly 3 years ago, the Emergency Economic Stabilization Act of 2008 (EESA) authorized the creation of the Troubled Asset Relief Program (TARP) to address the most severe crisis that the financial system had faced in decades. EESA provided GAO with broad oversight authorities for actions taken under TARP and required that we report at least every 60 days on TARP activities and performance. Our oversight and reporting has resulted in 69 performance audit recommendations and matters for congressional consideration to improve TARP's accountability and transparency. Sixty of the performance audit recommendations have been directed to the U.S. Department of the Treasury (Treasury), the primary agency responsible for TARP programs. While Treasury has taken a number of steps to address many of our recommendations, some recommendations remain outstanding. This 60-day report describes the status of our TARP performance audit recommendations to Treasury as of September 2011. Cluster Munitions: Background and Issues for Congress
Cluster munitions are air-dropped or ground-launched weapons that release a number of smaller submunitions intended to kill enemy personnel or destroy vehicles. This report discusses the two major international initiatives that address cluster munitions: the Convention on Cluster Munitions (CCM) and negotiations under the UN Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons (CCW). Currently, the Obama Administration has reiterated U.S. opposition to the CCM, which entered into force August 1, 2010, but is participating in negotiations regarding cluster munitions under the CCW. This report also provides a brief historical overview of cluster munitions.

Yucca Mountain: Information on Alternative Uses of the Site and Related Challenges
A letter report issued by the Government Accountability Office with an abstract that begins "The future of the Yucca Mountain project in Nevada--originally designated for permanent storage of nuclear waste--is uncertain. Since 1983, the Department of Energy (DOE) has spent billions of dollars to evaluate the Yucca Mountain site for potential use as a nuclear waste repository. In February 2010, the President proposed eliminating funding for the project, and in March 2010, DOE filed a motion to withdraw its license application. Stakeholders--federal officials, state and local government officials, private companies, and others--have expressed interest in whether the site's characteristics are suitable for alternative uses. GAO was asked to examine alternative uses for the Yucca Mountain site. This report examines: (1) the characteristics of the Yucca Mountain site; (2) stakeholders' proposed alternative uses, and experts' evaluations of them; and (3) challenges, if any, in pursuing alternative uses. We selected a nonprobability sample of experts that included experts affiliated with nationally recognized research organizations, universities, and national laboratories, and that did not represent or benefit from any of the stakeholders' proposed alternative uses of the site. The United States has fostered these states' ties with the West in part to end their dependence on Russia for trade, security, and other relations.
