The Travel Ban Case and Nationwide Injunctions
This report addresses when, if ever, a regional federal trial judge adjudicating a case involving the federal government can award nationwide injunctive relief--a court order that commands a party to take or refrain from taking some action throughout the country. In the context of a suit against the federal government, an injunction with this type of "universal" effect acts to effectively void the law or policy in question. This report briefly explores the nationwide injunction at issue in the travel ban case (Trump v. Hawaii) and surveys a handful of the scholarly and judicial arguments surrounding the nationwide injunction in general

President Obama's First-Term U.S. Circuit and District Court Nominations: An Analysis and Comparison with Presidents Since Reagan
This report seeks to inform the current debate in three ways: first, by providing a statistical analysis of President Barack Obama's nominees, during his first term, to U.S. circuit court of appeals and U.S. district court judgeships, and of any actions taken on their nominations by the Senate Judiciary Committee and the full Senate; second, by using various statistical measures to compare the success of President Obama's judicial nominees, during his first term, in advancing through the Senate confirmation process with the success of the judicial nominees during the first terms of the four most recent preceding Presidents (Ronald Reagan, George H.W. Bush, Bill Clinton, and George W. Bush); and third, by identifying various factors which might help explain differences or variations found in judicial nomination statistics across the first terms of the five Presidents.

Improvements for operational baseband tune and coupling measurements and feedback at RHIC
Throughout RHIC Run-9 (polarized protons) and Run-10 (gold), numerous modifications to the Baseband Tune (BBQ) system were made. Hardware and software improvements resulted in improved resolution and control, allowing the system to overcome challenges from competing 60Hz mains harmonics, other spectral content, and other beam issues. Test points from the Analog Front End (AFE) were added and connected to diagnostics that allow us to view signals, such as frequency spectra on a Sr785 dynamic signal analyser (DSA), in real time. Also, additional data can now be logged using a National Instruments DAQ (NI-DAQ). Development time using tune feedback to obtain full-energy beams at RHIC has been significantly reduced from many ramps over a few weeks, to just a few ramps over several hours. For many years BBQ was an expert-only system, but the many improvements allowed BBQ to finally be handed over to the Operations Staff for routine control.

Frequently Asked Questions About Prescription Drug Pricing and Policy
This report will address frequently asked questions about government and private-sector policies that affect drug prices and availability. Among the prescription drug topics covered are federally funded research and development, regulation of direct-to-consumer advertising, legal restrictions on reimportation, and federal price negotiation. How to Develop and Write a Grant Proposal
This report is intended for Members and staff assisting grant seekers in districts and states and covers writing proposals for both government and private foundation grants. In preparation for writing a proposal, the report first discusses preliminary information gathering and preparation, developing ideas for the proposal, gathering community support, identifying funding resources, and seeking preliminary review of the proposal and support of relevant administrative officials. The second section of the report covers the actual writing of the proposal, from outlining of project goals, stating the purpose and objectives of the proposal, explaining the program methods to solve the stated problem, and how the results of the project will be evaluated, to long-term project planning, and, finally, developing the proposal budget. Time-Resolved Soft X-Ray Spectra From Laser-Produced Cu Plasma
The volumetric heating of a thin copper target has been studied with time resolved x-ray spectroscopy. The copper target was heated from a plasma produced using the Lawrence Livermore National Laboratory's Compact Multipulse Terrawatt (COMET) laser. A variable spaced grating spectrometer coupled to an x-ray streak camera measured soft x-ray emission (800-1550 eV) from the back of the copper target to characterize the bulk heating of the target. Radiation hydrodynamic simulations were modeled in 2-dimensions using the HYDRA code. The target conditions calculated by HYDRA were post-processed with the atomic kinetics code CRETIN to generate synthetic emission spectra. A comparison between the experimental and simulated spectra indicates the presence of specific ionization states of copper and the corresponding electron temperatures and ion densities throughout the laser-heated copper target.
