Correspondence issued by the Government Accountability Office with an abstract that begins "In summary, DOD's Office of the Secretary of Defense directed the Navy to cancel its competitive solicitation for 21 civilian Mi-17s because Russian authorities told DOD in late 2010 that, in accordance with Russian law, they would sell the helicopters only through Rosoboronexport since they were intended for military end use. Specifically, in response to letters written by the U.S. Ambassador to Russia, the Russian Ministry of Foreign Affairs confirmed to DOD that it considered the Mi-17s to be military because they were for use by the Afghan Air Force, and therefore could be sold only through Rosoboronexport, the sole entity responsible for Russian military exports."

Correspondence issued by the Government Accountability Office with an abstract that begins "CSP's activities, staff, and funding support strategic planning by individual CMS offices and centers as well as the agency itself. CMS officials told us that CSP assists individual offices and centers in developing strategic plans for their units, leads the agency's senior-level strategic planning meetings, and is helping to develop a centralized approach to monitor the implementation of CMS's agency-wide strategic plan. As of January 2013, CSP had 11 staff and it had $1.9 million in funds obligated for fiscal year 2012. Staff size and funding for CSP's most recent fiscal year represent a decrease compared to prior years, in part because CSP's activities have been narrowed in scope since the office was established in 2010, according to CMS officials. GAO provided a draft of this report to HHS for comment. After its review, HHS indicated that it did not have any comments."

Efficient Multifamily Homes in a Hot-Humid Climate by Atlantic Housing Partners

With assistance from the Florida Solar Energy Center (FSEC) and its Building America Partnership for Improved Residential Construction (BA-PIRC), Atlantic Housing Partners (AHP) has implemented a high performance, systems engineered package of measures. This report demonstrates how the initiative achieves Building America (BA) goals of 30%-50% energy savings. Specifically, the goals are documented as being achieved in the new construction multifamily housing sector in the hot humid climate. Results from energy modeling of the high performance package are presented. The role of utility allowance calculations, used as part of the low-income housing tax credit process, to value those energy savings is discussed, as is customer satisfaction with heat pump water heaters.

The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Brisbane Baylands site in Brisbane, California, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

Retail Buildings: Assessing and Reducing Plug and Process Loads in Retail Buildings (Fact Sheet)

Plug and process loads (PPLs) in commercial buildings account for almost 5% of U.S. primary energy consumption. Minimizing these loads is a primary challenge in the design and operation of an energy-efficient building. PPLs are not related to general lighting, heating, ventilation, cooling, and water heating, and typically do not provide comfort to the occupants. They use an increasingly large fraction of the building energy use pie because the number and variety of electrical devices have increased along with building system efficiency. Reducing PPLs is difficult because energy efficiency opportunities and the equipment needed to address PPL energy use in retail spaces are poorly understood.

Strategy Guideline: Energy Retrofits for Low-Rise Multifamily Buildings in Cold Climates

This Strategy Guideline explains the benefits of evaluating and identifying energy efficiency retrofit measures that could be made during renovation and maintenance of multifamily buildings. It focuses on low-rise multifamily structures (three or fewer stories) in a cold climate. These benefits lie primarily in reduced energy use, lower operating and maintenance costs, improved durability of the structure, and increased occupant comfort. This guideline focuses on retrofit measures for roof repair or replacement, exterior wall repair or gut rehab, and eating system maintenance. All buildings are assumed to have a flat ceiling and a trussed roof, wood- or steel-framed exterior walls, and one or more single or staged boilers. Estimated energy savings realized from the retrofits will vary, depending on the size and condition of the building, the extent of efficiency improvements, the efficiency of the heating equipment, the cost and type of fuel, and the climate location.

Assessing the Battery Cost at Which Plug-In Hybrid Medium-Duty Parcel Delivery Vehicles Become Cost-Effective

The National Renewable Energy Laboratory (NREL) validated diesel-conventional and diesel-hybrid medium-duty parcel delivery vehicle models to evaluate petroleum reductions and cost implications of hybrid and plug-in hybrid diesel variants. The hybrid and plug-in hybrid variants are run on a field data-derived design matrix to analyze the effect of drive cycle, distance, engine downsizing, battery replacements, and battery energy on fuel consumption and lifetime cost. For an array of diesel fuel costs, the battery cost per kilowatt-hour at which the hybridized configuration becomes cost-effective is calculated. This builds on a previous analysis that found the fuel savings from medium duty plug-in hybrids more than offset the vehicles' incremental price under future battery and fuel cost projections, but that they seldom did so under present day cost assumptions in the absence of purchase incentives. The results also highlight the importance of understanding the application's drive cycle specific daily distance and kinetic intensity.

Results of U-xMo (x=7, 10, 12 wt.%) Alloy versus Al-6061 Cladding Diffusion Couple Experiments Performed at 500, 550 and 600 Degrees C

The Reduced Enrichment for Research and Test Reactors (RERTR) program has been developing low enrichment fuel systems encased in Al 6061 for use in research and test reactors. U–Mo alloys in contact with Al and Al alloys can undergo diffusional interactions that can result in the development of interdiffusion zones with complex fine-grained microstructures composed of multiple phases. A monolithic fuel currently being developed by the RERTR program has local regions where the U–Mo fuel plate is in contact with the Al 6061 cladding and, as a result, the program finds information about interdiffusion zone development at high temperatures of interest. In this study, the microstructural development of diffusion couples consisting of U-7wt.%Mo, U-10wt.%Mo, and U-12wt.%Mo vs. Al 6061 (or 6061 aluminum) cladding, annealed at 500, 550, 600 degrees C for 1, 5, 20, 24, or 132 hours, was analyzed by backscatter electron microscopy and x-ray energy dispersive spectroscopy on a scanning electron microscope. Concentration profiles were determined by standardized wavelength dispersive spectroscopy and standardless x-ray energy dispersive spectroscopy. Metallic Inks for Solar Cells: Cooperative Research and Development Final Report, CRADA Number CRD-10-370

This document describes the statement of work for National Renewable Energy Laboratory (NREL) as a subcontractor for Applied Nanotech, Inc. (ANI) for the Phase II SBIR contract with the Department of Energy to build silicon solar cells using non-contact printed, nanoparticle-based metallic inks. The conductive inks are based upon ANI's proprietary method for nanoparticle dispersion. The primary inks under development are aluminum for silicon solar cell back plane contacts and copper for top interdigitated contacts. The current direction of silicon solar cell technology is to use thinner silicon wafers. The reduction in wafer thickness reduces overall material usage and can increase efficiency. These thin silicon wafers are often very brittle and normal methods used for conductive feed line application, such as screen-printing, are detrimental. The Phase II program will be focused on materials development for metallic inks that can be applied to a silicon solar cell using non-contact methods. Uniform BSF (Back Surface Field) formation will be obtained by optimizing ink formulation and curing conditions to improve cell efficiency.

Site-Directed Research and Development FY 2012 Annual Report

The reports included in this report are for project activities that occurred from October 2011 through September 2012. These reports describe in detail the discoveries, achievements, and challenges encountered by our talented and enthusiastic principal investigators (PIs). Many of the reports describe R&D efforts that were “successful” in their pursuits and resulted in a positive outcome or technology realization. As we’ve stated before, and continue to stress, in some cases the result is a “negative” finding, for instance a technology is currently impractical or out of reach. This can often be viewed erroneously as a “failure,” but is actually a valid outcome in the pursuit of high-risk research, which often leads to unforeseen new paths of discovery. Either result advances our knowledge and increases our ability to identify solutions and/or likewise avoid costly paths not appropriate for the challenges presented. The SDRD program continues to provide an unfettered mechanism for innovation and development that returns multifold to the NNSS mission. Overall the program is a strong R&D innovation engine, benefited by an enhanced mission, committed resources, and sound competitiveness to yield maximum benefit.
