Salaries of Members of Congress: Recent Actions and Historical Tables
Congress is required by Article I, Section 6, of the Constitution to determine its own pay. Prior to 1969, Congress did so by enacting stand-alone legislation. Stand-alone legislation may still be used to raise Member pay but two other methods-including an automatic annual adjustment procedure and a commission process-are now also available. This report contains information on the pay procedure and recent adjustments. It also contains historical information on the rate of pay for Members of Congress since 1789; the adjustments projected by the Ethics Reform Act as compared to actual adjustments in Member pay; details on past legislation enacted with language prohibiting the annual pay adjustment; and Member pay in constant and current dollars since 1992.

Salaries of Members of Congress: Congressional Votes, 1990-2010
The U.S. Constitution, in Article I, Section 6, authorizes compensation for Members of Congress "ascertained by law, and paid out of the Treasury of the United States." Throughout American history, Congress has relied on three different methods in adjusting salaries for Members. Standalone legislation was last used to provide increases in 1990 and 1991. It was the only method used by Congress for many years. The second method, under which annual adjustments took effect automatically unless disapproved by Congress, was established in 1975. A third method for adjusting Member pay is congressional action pursuant to recommendations from the President, based on the recommendations of the Citizens' Commission on Public Service and Compensation established in the 1989 Ethics Reform Act.

Export-Import Bank: Background and Legislative Issues
The Export-Import Bank of the United States (Ex-Im Bank), an independent federal government agency, is the official export credit agency of the United States. It helps finance American exports of manufactured goods and services, with the objective of contributing to the employment of U.S. workers, primarily in circumstances when alternative financing is not available. Ex-Im Bank also may assist U.S. exporters to meet foreign, officially sponsored, export credit competition. Ex-Im Bank's main programs are direct loans, loan guarantees, working capital guarantees, and export credit insurance. Ex-Im Bank transactions are backed by the full faith and credit of the U.S. government. The Bank operates under a renewable charter, the Export-Import Bank Act of 1945, which requires that all of the Bank's financing have a reasonable assurance of repayment and directs the Bank to supplement, and to not compete with, private capital.

Internet Governance and the Domain Name System: Issues for Congress
As the Internet grows and becomes more pervasive in all aspects of modern society, the question of how it should be governed becomes more pressing. Currently, an important aspect of the Internet is governed by a private sector, international organization called the Internet Corporation for Assigned Names and Numbers (ICANN), which manages and oversees some of the critical technical underpinnings of the Internet such as the domain name system and Internet Protocol (IP) addressing. ICANN makes its policy decisions using a multistakeholder model of governance, whereby a “bottom-up” collaborative process is open to all constituencies of Internet stakeholders. A key issue for Congress is whether and how the U.S. government should continue to maximize U.S. influence over ICANN's multistakeholder Internet governance process, while at the same time effectively resisting proposals for an increased role by international governmental institutions such as the U.N. The outcome of this debate will likely have a significant impact on how other aspects of the Internet may be governed in the future, especially in such areas as intellectual property, privacy, law enforcement, Internet free speech, and cybersecurity. This report provides background information and issues for Congress on the Navy's proposal to homeport a nuclear-powered aircraft carrier (CVN) at Mayport, FL. Transferring a CVN from Norfolk, VA, to Mayport would shift from Norfolk to Mayport the local economic activity associated with homeporting a CVN, which some sources estimate as being worth hundreds of millions of dollars per year.

Navy Virginia (SSN-774) Class Attack Submarine Procurement: Background and Issues for Congress
This report provides background information and oversight issues for Congress on the Virginia class nuclear-powered attack submarine (SSN) program. The two Virginia-class boats requested for procurement in FY2013 are the final two in a group of eight covered by a multiyear procurement (MYP) arrangement for the period FY2009-FY2013. Issues for Congress include whether or not to approve the MYP arrangement request, whether to restore procurement of a second Virginia-class boat in FY2014, and the Virginia-class procurement rate in general.

The funeral was held February 9, 2010 at True Holiness Pentecostal Church of God in Christ, officiated by Rev. Stewart Perryman. Funeral arrangements were made through Carter-Taylor-Williams Mortuary and she was buried in Fort Sam Houston National Cemetery near San Antonio, Texas.
