Atmospheric Radiation Measurement Climate Research Facility Operations Quarterly Report October 1–December 31, 2012

Individual datastreams from instrumentation at the Atmospheric Radiation Measurement (ARM) Climate Research Facility fixed and mobile research sites are collected and routed to the Data Management Facility (DMF) for processing in near-real-time. Instrument and processed data are then delivered approximately daily to the ARM Data Archive, where they are made freely available to the research community. For each instrument, we calculate the ratio of the actual number of processed data records received daily at the Data Archive to the expected number of data records. The results are tabulated by (1) individual datastream, site, and month for the current year and (2) site and fiscal year dating back to 1998.

Development of Next Generation Heating System for Scale Free Steel Reheating

The work carried out under this project includes development and design of components, controls, and economic modeling tools that would enable the steel industry to reduce energy intensity through reduction of scale formation during the steel reheating process. Application of scale free reheating offers savings in energy used for production of steel that is lost as scale, and increase in product yield for the global steel industry. The technology can be applied to a new furnace application as well as retrofit design for conversion of existing steel reheating furnaces. The development work has resulted in the knowledge base that will enable the steel industry and steel forging industry us to reheat steel with 75% to 95% reduction in scale formation and associated energy savings during the reheating process. Scale reduction also results in additional energy savings associated with higher yield from reheat furnaces. Energy used for steel production ranges from 9 MM Btu/ton to 16.6 MM Btu/ton or the industry average of approximately 13 MM Btu/ton. Hence, reduction in scale at reheating stage would represent a substantial energy reduction for the steel industry. Circulating beam intensity measurements at FNAL are provided by five DC current transformers (DCCT), one per machine. With the exception of the DCCT in the Recycler, all DCCT systems were designed and built at FNAL. This paper presents an overview of both DCCT systems, including the sensor, the electronics, and the front-end instrumentation software, as well as their performance during Run II.

Analysis of ISO NE Balancing Requirements: Uncertainty-based Secure Ranges for ISO New England Dynamic Inerchange Adjustments

The document describes detailed uncertainty quantification (UQ) methodology developed by PNNL to estimate secure ranges of potential dynamic intra-hour interchange adjustments in the ISO-NE system and provides description of the dynamic interchange adjustment (DINA) tool developed under the same contract. The overall system ramping up and down capability, spinning reserve requirements, interchange schedules, load variations and uncertainties from various sources that are relevant to the ISO-NE system are incorporated into the methodology and the tool. The DINA tool has been tested by PNNL and ISO-NE staff engineers using ISO-NE data.

Vertically integrated pixel readout chip for high energy physics

We report on the development of the vertex detector pixel readout chips based on multi-tier vertically integrated electronics for the International Linear Collider. Some testing results of the VIP2a prototype are presented. The chip is the second iteration of the silicon implementation of the prototype, data-pushed concept of the readout developed at Fermilab. The device was fabricated in the 3D MIT-LL 0.15 {micro}m fully depleted SOI process. The prototype is a three-tier design, featuring 30 x 30 {micro}m{sup 2} pixels, laid out in an array of 48 x 48 pixels.

V5 AND V10 CONTACTOR TESTING WITH THE NEXT GENERATION (CSSX) SOLVENT FOR THE SAVANNAH RIVER SITE INTEGRATED SALT DISPOSITION PROCESS

A solvent extraction system for removal of cesium (Cs) from alkaline solutions was developed utilizing a novel solvent invented at the Oak Ridge National Laboratory (ORNL). This solvent consists of a calix[4]arene-crown-6 extractant dissolved in an inert hydrocarbon matrix. A Modifier is added to the solvent to enhance the extraction power of the calixarene and to prevent the formation of a third phase. An additional additive, called a suppressor, is used to improve stripping performance. The process that deploys this solvent system is known as Caustic Side Solvent Extraction (CSSX). The solvent system has been deployed at the Savannah River Site (SRS) in the Modular CSSX Unit (MCU) since 2008. Subsequent development efforts by ORNL identified an improved solvent system that can raise the expected decontamination factor (DF) in MCU from {approx}200 to more than 40,000. The improved DF is attributed to an improved distribution ratio for cesium [D(Cs)] in extraction from {approx}15 to {approx}60, an increased solubility of the calixarene in the solvent from 0.007 M to >0.050 M, and use of boric acid (H{sub 3}BO{sub 3}) stripping that also yields improved D(Cs) values. Application of Distribution Transformer Thermal Life Models to Electrified Vehicle Charging Loads Using Monte-Carlo Method: Preprint

Concentrated purchasing patterns of plug-in vehicles may result in localized distribution transformer overload scenarios. Prolonged periods of transformer overloading causes service life decrements, and in worst-case scenarios, results in tripped thermal relays and residential service outages. This analysis will review distribution transformer load models developed in the IEC 60076 standard, and apply the model to a neighborhood with plug-in hybrids. Residential distribution transformers are sized such that night-time cooling provides thermal recovery from heavy load conditions during the daytime utility peak. It is expected that PHEVs will primarily be charged at night in a residential setting. If not managed properly, some distribution transformers could become overloaded, leading to a reduction in transformer life expectancy, thus increasing costs to utilities and consumers. A Monte-Carlo scheme simulated each day of the year, evaluating 100 load scenarios as it swept through the following variables: number of vehicle per transformer, transformer size, and charging rate. A general method for determining expected transformer aging rate will be developed, based on the energy needs of plug-in vehicles loading a residential transformer.

Primary Radiation Damage Formation

The physical processes that give rise to changes in the microstructure, and the physical and mechanical properties of materials exposed to energetic particles are initiated by essentially elastic collisions between atoms in what has been called an atomic displacement cascade. The formation and evolution of this primary radiation damage mechanism are described to provide an overview of how stable defects are formed by displacement cascades, as well as the nature and morphology of the defects themselves. The impact of the primary variables cascade energy and irradiation temperature are discussed, along with a range of secondary factors that can influence damage formation.

Low-Cost Flexible Electrochromic Film for Energy Efficient Buildings

Broad Funding Opportunity Announcement Project: ITN is addressing the high cost of electrochromic windows with a new manufacturing process: roll-to-roll deposition of the film onto flexible plastic surfaces. Production of electrochromic films on plastic requires low processing temperatures and uniform film quality over large surface areas. ITN is overcoming these challenges using its previous experience in growing flexible thin-film solar cells and batteries. By developing sensor-based controls, ITN’s roll-to-roll manufacturing process yields more film over a larger area than traditional film deposition methods. Evaluating deposition processes from a control standpoint ultimately strengthens the ability for ITN to handle unanticipated deviations quickly and efficiently, enabling more consistent large-volume production. The team is currently moving from small-scale prototypes into pilot-scale production to validate roll-to-roll manufacturability and produce scaled prototypes that can be proven in simulated operating conditions. Electrochromic plastic films could also open new markets in building retrofit applications, vastly expanding the potential energy savings.

Measurement of $\phi_s$ at D{\O} Experiment

Recent measurements of the D0 experiment related to the search for new phenomena beyond the Standard Model are reviewed. The new measurement of the like-sign dimuon charge asymmetry reveals a 3.2{sigma} deviation from the SM prediction, while the updated study of the B{sub s} {yields} J/{psi}{phi} decay demonstrates a better agreement with the SM. All experimental results on the CP violation in mixing are currently consistent with each other. The D0 collaboration has much more statistics to analyze, and all these results can be significantly improved in the future.

Self-activating and doped tantalate phosphors.

An ideal red phosphor for blue LEDs is one of the biggest challenges for the solid-state lighting industry. The appropriate phosphor material should have good adsorption and emission properties, good thermal and chemical stability, minimal thermal quenching, high quantum yield, and is preferably inexpensive and easy to fabricate. Tantalates possess many of these criteria, and lithium lanthanum tantalate materials warrant thorough investigation. In this study, we investigated red luminescence of two lithium lanthanum tantalates via three mechanisms: (1) Eu-doping, (2) Mn-doping and (3) self-activation of the tantalum polyhedra. Of these three mechanisms, Mn-doping proved to be the most promising. These materials exhibit two very broad adsorption peaks; one in the UV and one in the blue region of the spectrum; both can be exploited in LED applications. Furthermore, Mn-doping can be accomplished in two ways; ion-exchange and direct solid-state synthesis. One of the two lithium lanthanum tantalate phases investigated proved to be a superior host for Mn-luminescence, suggesting the crystal chemistry of the host lattice is important.

Navajo Generating Station and Air Visibility Regulations: Alternatives and Impacts

Pursuant to the Clean Air Act, the U.S. Environmental Protection Agency (EPA) announced in 2009 its intent to issue rules for controlling emissions from Navajo Generating Station that could affect visibility at the Grand Canyon and at several other national parks and wilderness areas. The final rule will conform to what EPA determines is the best available retrofit technology (BART) for the control of haze-causing air pollutants, especially nitrogen oxides. While EPA is ultimately responsible for setting Navajo Generating Station's BART standards in its final rule, it will be the U.S. Department of the Interior's responsibility to manage compliance and the related impacts. This study aims to assist both Interior and EPA by providing an objective assessment of issues relating to the power sector.

Under certain circumstances, powder from an accidently dropped container can become airborne and inhaled by people nearby such as those who are moving the containers. The inhaled fine particles can deposit on respiratory tracts and lungs, causing asthma, lung cancer, and other acute respiratory illnesses and chronic symptoms. The objective of this study was to develop a standard procedure to measure the airborne concentrations of different size particles within the vicinity of a dropped container where a significant portion of the contained powder is ejected. Tungsten oxide (WO{sub 3}) was selected in this study to represent relatively heavy powders (7.16 g/cm3 specific gravity for WO{sub 3}). A typical can with the outer dimensions of 4.25” diameter and 4.875” tall was used as the container. The powder was dropped in two different configurations: 1) contained within a can covered by a lid that has a 0.25” diameter hole, and 2) contained within a can without a lid. The packing volume of the powder was 51.4 in3 (842.7 cm{sup 3}) and the target mass was 1936 g. Temperature-induced martensite in magnetic shape memory Fe{sub 2}MnGa observed by photoemission electron microscopy

The magnetic domain structure in single crystals of a Heusler shape memory compound near the composition Fe{sub 2}MnGa was observed during phase transition by photoelectron emission microscopy at Beamline 11.0.1.1 of the Advanced Light Source. The behavior is comparable with recent observations of an adaptive martensite phase in prototype Ni{sub 2}MnGa, although the pinning in the recent work is an epitaxial interface and in this work the e#11;ective pinning plane is a boundary between martensitic variants that transform in a self-accommodating way from the single crystal austenite phase present at high temperatures. Temperature dependent observations of the twinning structure give information as to the coupling behavior between the magnetism and the structural evolution.

Effects of Time, Heat, and Oxygen on K Basin Sludge Agglomeration, Strength, and Solids Volume

Sludge disposition will be managed in two phases under the K Basin Sludge Treatment Project. The first phase is to retrieve the sludge that currently resides in engineered containers in the K West (KW) Basin pool at ~10 to 18°C. The second phase is to retrieve the sludge from interim storage in the sludge transport and storage containers (STSCs) and treat and package it in preparation for eventual shipment to the Waste Isolation Pilot Plant. The work described in this report was conducted to gain insight into how sludge may change during long-term containerized storage in the STSCs. To accelerate potential physical and chemical changes, the tests were performed at temperatures and oxygen partial pressures significantly greater than those expected in the T Plant canyon cells where the STSCs will be stored. Tests were conducted to determine the effects of 50°C oxygenated water exposure on settled quiescent uraninite (UO2) slurry and a full simulant of KW containerized sludge to determine the effects of oxygen and heat on the composition and mechanical properties of sludge. Shear-strength measurements by vane rheometry also were conducted for UO2 slurry, mixtures of UO2 and metaschoepite (UO3•2H2O), and for simulated KW containerized sludge. The results from …

Neutron Screening Measurements of 110 gallon drums at T Plant

The Pacific Northwest National Laboratory (PNNL) Nondestructive Assay (NDA) Service Center was contracted to develop and demonstrate a simple and inexpensive method of assaying 110 gallon drums at the Hanford Site’s T-Plant. The drums contained pucks of crushed old drums used for storage of transuranic (TRU) waste. The drums were to be assayed to determine if they meet the criteria for TRU or Low Level Waste (LLW). Because of the dense matrix (crushed steel drums) gamma measurement techniques were excluded and a mobile, configurable neutron system, consisting of four sequentially connected slab detectors was chosen to be used for this application. An optimum measurement configuration was determined through multiple test measurements with californium source. Based on these measurements the initial calibration of the system was performed applying the isotopic composition for aged weapon-grade plutonium. A series of background and blank puck drum measurements allowed estimating detection limits for both total (singles) and coincidence (doubles) counting techniques. It was found that even conservative estimates for minimum detection concentration using singles count rate were lower than the essential threshold of 100 nCi/g. Life-Cycle Analysis of Shale Gas and Natural Gas.

The technologies and practices that have enabled the recent boom in shale gas production have also brought attention to the environmental impacts of its use. Using the current state of knowledge of the recovery, processing, and distribution of shale gas and conventional natural gas, we have estimated up-to-date, life-cycle greenhouse gas emissions. In addition, we have developed distribution functions for key parameters in each pathway to examine uncertainty and identify data gaps - such as methane emissions from shale gas well completions and conventional natural gas liquid unloadings - that need to be addressed further. Our base case results show that shale gas life-cycle emissions are 6% lower than those of conventional natural gas. However, the range in values for shale and conventional gas overlap, so there is a statistical uncertainty regarding whether shale gas emissions are indeed lower than conventional gas emissions. This life-cycle analysis provides insight into the critical stages in the natural gas industry where emissions occur and where opportunities exist to reduce the greenhouse gas footprint of natural gas.

SINGLE-SHELL TANKS LEAK INTEGRITY ELEMENTS/SX FARM LEAK CAUSES AND LOCATIONS - 12127

Washington River Protection Solutions, LLC (WRPS) developed an enhanced single-shell tank (SST) integrity project in 2009. An expert panel on SST integrity was created to provide recommendations supporting the development of the project. One primary recommendation was to expand the leak assessment reports (substitute report or LD-1) to include leak causes and locations. The recommendation has been included in the M-045-9IF Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) as one of four targets relating to SST leak integrity. The 241-SX Farm (SX Farm) tanks with leak losses were addressed on an individual tank basis as part of LD-1. Currently, 8 out of 23 SSTs that have been reported to having a liner leak are located in SX Farm. This percentage was the highest compared to other tank farms which is why SX Farm was analyzed first. The SX Farm is comprised of fifteen SSTs built 1953-1954. The tanks are arranged in rows of three tanks each, forming a cascade. Each of the SX Farm tanks has a nominal I-million-gal storage capacity. Of the fifteen tanks in SX Farm, an assessment reported leak losses for the following tanks: 241-SX-107, 241-SX-108, 241-SX-109, 241-SX-111, 241-SX-112, 241-SX-113, 241-SX-114 and 241-SX-115.
