ALUMINUM READINESS EVALUATION FOR ALUMINUM REMOVAL AND SODIUM HYDROXIDE REGENRATION FROM HANFORD TANK WASTE BY LITHIUM HYDROTALCITE PRECIPITATION

A Technology Readiness Evaluation (TRE) performed by AREV A Federal Services, LLC (AFS) for Washington River Protection Solutions, LLC (WRPS) shows the lithium hydrotalcite (LiHT) process invented and patented (pending) by AFS has reached an overall Technology Readiness Level (TRL) of 3. The LiHT process removes aluminum and regenerates sodium hydroxide. The evaluation used test results obtained with a 2-L laboratory-scale system to validate the process and its critical technology elements (CTEs) on Hanford tank waste simulants. The testing included detailed definition and evaluation for parameters of interest and validation by comparison to analytical predictions and data quality objectives for critical subsystems. The results of the TRE would support the development of strategies to further mature the design and implementation of the LiHT process as a supplemental pretreatment option for Hanford tank waste.

Scoping laboratory scale tests were performed at the Chemical Engineering Department of the Georgia Institute of Technology (Georgia Tech), and the Hanford 222-S Laboratory, involving double-shell tank (DST) and single-shell tank (SST) Hanford waste simulants. These tests established the viability of the Lithium Hydrotalcite precipitation process as a solution to remove aluminum and recycle sodium hydroxide from the Hanford tank waste, and set the basis of a validation test campaign to demonstrate a Technology Readiness Level of 3.

To reduce the additional sodium hydroxide and ease processing of aluminum bearing sludge, the lithium hydrotalcite (LiHT) process has been invented by AREV A and demonstrated on a laboratory scale to remove alumina and regenerate/recycle sodium hydroxide prior to processing in the WTP. The method uses lithium hydroxide (LiOH) to precipitate sodium aluminate (NaAI(OH){sub 4}) as lithium hydrotalcite (Li{sub 2}CO{sub 3}.4Al(OH){sub 3}.3H{sub 2}O) while generating sodium hydroxide (NaOH). In addition, phosphate substitutes in the reaction to a high degree, also as a filterable solid. The sodium hydroxide enriched leachate is depleted in aluminum and phosphate, and is recycled to double-shell tanks (DSTs) to leach aluminum bearing sludges. This method eliminates importing sodium hydroxide to leach alumina sludge and eliminates a large fraction of the total sludge mass to be treated by the WTP. Plugging of process equipment is reduced by removal of both aluminum and phosphate in the tank wastes. Laboratory tests were conducted to verify the efficacy of the process and confirm the results of previous tests. These tests used both single-shell tank (SST) and DST simulants.

Categorization is complete. Samples 11-3-1 (NSR-F-270409-01) and 11-3-2 (NSR-F-270409-02) are depleted uranium powders of moderate purity ({approx}65-80 % U). The uranium feed stocks for 11-3-1 and 11-3-2 have both experienced a neutron flux (as demonstrated by the presence of {sup 232}U). Sample 11-3-3 is indistinguishable from a natural uranium ore concentrate of moderate purity ({approx}70-80% U). Two anomalous objects (11-3-1-4 and 11-3-2-5) were found in the material during aliquoting. These objects might be valuable for route attribution.

Development of Next Generation Heating System for Scale Free Steel Reheating

The work carried out under this project includes development and design of components, controls, and economic modeling tools that would enable the steel industry to reduce energy intensity through reduction of scale formation during the steel reheating process. Application of scale free reheating offers savings in energy used for production of steel that is lost as scale, and increase in product yield for the global steel industry. The technology can be applied to a new furnace application as well as retrofit design for conversion of existing steel reheating furnaces. The development work has resulted in the knowledge base that will enable the steel industry and steel forging industry us to reheat steel with 75% to 95% reduction in scale formation and associated energy savings during the reheating process. Scale reduction also results in additional energy savings associated with higher yield from reheat furnaces. Energy used for steel production ranges from 9 MM Btu/ton to 16.6 MM Btu/ton or the industry average of approximately 13 MM Btu/ton. Hence, reduction in scale at reheating stage would represent a substantial energy reduction for the steel industry. Multi-Dimensional Modeling of Nova with Realistic Nuclear Physics

This contract covered the period from 03/09/2010 to 09/30/2010. Over this period, we adapted the low Mach number hydrodynamics code MAESTRO to perform simulations of novae. A nova is the thermonuclear runaway of an accreted hydrogen layer on the surface of a white dwarf. As the accreted layer grows in mass, the temperature and density at the base increase to the point where hydrogen fusion can begin by the CNO cycle - a burning process that uses carbon, nitrogen, and oxygen to complete the fusion of four hydrogen nuclei into one helium-4 nucleus. At this point, we are running initial models of nova, exploring the details of the convection. In the follow-on contract to this one, we will continue this investigation.

RHEOLOGY OF SETTLED SOLIDS IN THE SMALL COLUMN ION EXCHANGE PROCESS

The Small Column Ion Exchange (SCIX) process is being developed to remove cesium, strontium, and actinides from Savannah River Site (SRS) Liquid Waste using an existing waste tank (i.e., Tank 41H) to house the process. This process adds monosodium titanate (MST) to a waste tank containing salt solution (and entrained sludge solids). While the process is operating, the solid particles will begin to settle at temperatures up to 45 C. Previous testing has shown that sludge-MST slurries that sit for extended periods (i.e., 1-61 days) at elevated temperatures (i.e., 23-80 C) can develop large shear strengths which could make them difficult to resuspend and remove from the tank. The authors are conducting rheological testing of mixtures containing various concentrations of sludge, MST, and crystalline silicotitanate (CST, ground and unground) that have been aged at different times (i.e., 0 to 13 weeks) and isothermally heated to 30, 45, or 60 C. Additional tests are being conducted that will allow the solid particles to settle at 45 C for 6, 12, and 24 months. Suppression of probe background signals via B1 field inhomogeneity

A new approach combining a long pulse with the DEPTH sequence (Cory and Ritchey, Journal of Magnetic Resonance, 1988) greatly improves the efficiency for suppressing probe background signals arising from spinning modules. By applying a long initial excitation pulse in the DEPTH sequence, instead of a {pi}/2 pulse, the inhomogeneous B{sub 1} fields outside the coil can dephase the background coherence in the nutation frame. The initial long pulse and the following two consecutive EXORCYCLE {pi} pulses function complementarily and prove most effective in removing background signals from both strong and weak B{sub 1} fields. Experimentally, the length of the long pulse can be optimized around odd multiples of the {pi}/2 pulse, depending on the individual probe design, to preserve signals inside the coil while minimizing those from probe hardware. This method extends the applicability of the DEPTH sequence to probes with small differences in B{sub 1} field strength between the inside and outside of the coil, and can readily combine with well-developed double resonance experiments for quantitative measurement. Segmented Monolithic Germanium Detector Arrays for X-ray Absorption Spectroscopy

The experimental results from the Phase I effort were extremely encouraging. During Phase I PHDs Co. made the first strides toward a new detector technology that could have great impact on synchrotron x-ray absorption (XAS) measurements, and x-ray detector technology in general. Detector hardware that allowed critical demonstration measurements of our technology was designed and fabricated. This new technology allows good charge collection from many pixels on a single side of a multi-element monolithic germanium planar detector. The detector technology provides “dot-like” collection electrodes having very low capacitance. The detector technology appears to perform as anticipated in the Phase I proposal. In particular, the 7-pixel detector studied showed remarkable properties; making it an interesting example of detector physics. The technology is enabled by the use of amorphous germanium contact technology on germanium planar detectors. Because of the scalability associated with the fabrication of these technologies at PHDs Co., we anticipate being able to supply larger detector systems at significantly lower cost than systems made in the conventional manner.

Collective Focusing of Intense Ion Beam Pulses for High-energy Density Physics Applications

The collective focusing concept in which a weak magnetic lens provides strong focusing of an intense ion beam pulse carrying a neutralizing electron background is investigated by making use of advanced particle-in-cell simulations and reduced analytical models. The original analysis by Robertson Phys. Rev. Lett. 48, 149 (1982) is extended to the parameter regimes of particular importance for several high-energy density physics applications. The present paper investigates (1) the effects of non-neutral collective focusing in a moderately strong magnetic field; (2) the diamagnetic effects leading to suppression of the applied magnetic field due to the presence of the beam pulse; and (3) the influence of a finite-radius conducting wall surrounding the beam cross-section on beam neutralization. In addition, it is demonstrated that the use of the collective focusing lens can significantly simplify the technical realization of the final focusing of ion beam pulses in the Neutralized Drift Compression Experiment-I (NDCX-I) , and the conceptual designs of possible experiments on NDCX-I are investigated by making use of advanced numerical simulations. 2011 American Institute of Physics

The U.S. Department of Energy decisions for the ultimate disposition of its inventory of used nuclear fuel presently in, and to be received and stored in, the L Basin at the Savannah River Site, and schedule for project execution have not been established. A logical decision timeframe for the DOE is following the review of the overall options for fuel management and disposition by the Blue Ribbon Commission on America's Nuclear Future (BRC). The focus of the BRC review is commercial fuel; however, the BRC has included the DOE fuel inventory in their review. Even though the final report by the BRC to the U.S. Department of Energy is expected in January 2012, no timetable has been established for decisions by the U.S. Department of Energy on alternatives selection. Furthermore, with the imminent lay-up and potential closure of H-canyon, no ready path for fuel disposition would be available, and new technologies and/or facilities would need to be established. The fuel inventory in wet storage in the 3.375 million gallon L Basin is primarily aluminum-clad, aluminum-based fuel of the Materials Test Reactor equivalent design. New Spectral Method for Halo Particle Definition in Intense Mis-matched Beams

An advanced spectral analysis of a mis-matched charged particle beam propagating through a periodic focusing transport lattice is utilized in particle-in-cell (PIC) simulations. It is found that the betatron frequency distribution function of a mismatched space-charge-dominated beam has a bump-on-tail structure attributed to the beam halo particles. Based on this observation, a new spectral method for halo particle definition is proposed that provides the opportunity to carry out a quantitative analysis of halo particle production by a beam mismatch. In addition, it is shown that the spectral analysis of the mismatch relaxation process provides important insights into the emittance growth attributed to the halo formation and the core relaxation processes. Finally, the spectral method is applied to the problem of space-charge transport limits.

Obligate Biotrophy Features Unraveled by the Genomic Analysis of the Rust Fungi, Melampsora larici-populina and Puccinia graminis f. sp. tritici

Rust fungi are some of the most devastating pathogens of crop plants. They are obligate biotrophs, which extract nutrients only from living plant tissues and cannot grow apart from their hosts. Their lifestyle has slowed the dissection of molecular mechanisms underlying host invasion and avoidance or suppression of plant innate immunity. We sequenced the 101 mega base pair genome of Melampsora larici-populina, the causal agent of poplar leaf rust, and the 89 mega base pair genome of Puccinia graminis f. sp. tritici, the causal agent of wheat and barley stem rust. We then compared the 16,841 predicted proteins of M. larici-populina to the 18,241 predicted proteins of P. graminis f. sp tritici. Genomic features related to their obligate biotrophic life-style include expanded lineage-specific gene families, a large repertoire of effector-like small secreted proteins (SSPs), impaired nitrogen and sulfur assimilation pathways, and expanded families of amino-acid, oligopeptide and hexose membrane transporters. The dramatic upregulation of transcripts coding for SSPs, secreted hydrolytic enzymes, and transporters in planta suggests that they play a role in host infection and nutrient acquisition. PARTITIONING OF GADOLINIUM IN THE CHEMICAL PROCESSING CELL

A combination of short-term beaker tests and longer-duration Sludge Receipt and Adjustment Tank (SRAT) simulations were performed to investigate the relative partitioning behaviors of gadolinium and iron under conditions applicable to the Chemical Processing Cell (CPC). The testing was performed utilizing non-radioactive simple Fe-Gd slurries, non-radioactive Sludge Batch 6 simulant slurries, and a radioactive real-waste slurry representative of Sludge Batch 7 material. The testing focused on the following range of conditions: (a) Fe:Gd ratios of 25-100; (b) pH values of 2-6; (c) acidification via addition of nitric, formic, and glycolic acids; (d) temperatures of {approx}93 C and {approx}22 C; and (e) oxalate concentrations of <100 mg/kg and {approx}10,000 mg/kg. The purpose of the testing was to provide data for assessing the potential use of gadolinium as a supplemental neutron poison when dispositioning excess plutonium. Understanding of the partitioning behavior of gadolinium in the CPC was the first step in assessing gadolinium's potential applicability. Significant fractions of gadolinium partitioned to the liquid-phase at pH values of 4.0 and below, regardless of the Fe:Gd ratio. The Department of Energy, Golden Field Office, awarded a grant to the UNLV Research Foundation (UNLVRF) on August 1, 2005 to develop a solar and renewable energy information center. The Solar Technology Center (STC) is to be developed in two phases, with Phase I consisting of all activities necessary to determine feasibility of the project, including design and engineering, identification of land access issues and permitting necessary to determine project viability without permanently disturbing the project site, and completion of a National Environmental Policy Act (NEPA) Environmental Assessment. Phase II is the installation of infrastructure and related structures, which leads to commencement of operations of the STC. The STC is located in the Boulder City designated 3,000-acre Eldorado Valley Energy Zone, approximately 15 miles southwest of downtown Boulder City and fronting on Eldorado Valley Drive. The 33-acre vacant parcel has been leased to the Nevada Test Site Development Corporation (NTSDC) by Boulder City to accommodate a planned facility that will be synergistic with present and planned energy projects in the Zone. SUMMARY REPORT ON POTENTIAL IMPACTS OF SMALL COLUMN ION EXCHANGE ON DWPF GLASS FORMULATION

This report summarizes a large amount of experimental work completed to identify the potential impacts of material from Small Column Ion Exchange (SCIX) on glass formulation at the Defense Waste Processing Facility (DWPF). The results show no significant issues with the predicted values of chemical durability and viscosity using the current Product Composition Control System (PCCS) models when the SCIX components are added to projected DWPF glass compositions. No modifications to the viscosity and durability models appear to be necessary at this time in order to incorporate the SCIX streams at DWPF. It is recommended that the Savannah River National Laboratory (SRNL) continue to verify the durability and viscosity models as the projected compositions for DWPF processing evolve. It is also recommended that the data generated thus far be reviewed and a determination be made as to how best to extend the validation ranges of the durability and viscosity models. The liquidus temperatures for the experimental glasses are also reported and discussed in this report. The results show that the measured or estimated (based on measured data) liquidus temperature values for the glasses with SCIX components added are consistently higher than those predicted by the current model. Results from the 9975 shipping package Storage and Surveillance Program at the Savannah River Site (SRS) are summarized for justification to extend the life of the 9975 packages currently stored in the K-Area Complex (KAC). This justification is established with the stipulation that surveillance activities will continue throughout the extended time to ensure the continued integrity of the 9975 materials of construction and to further understand the currently identified degradation mechanisms. The 10 year storage life justification was developed prior to storage. A subsequent report was later used to validate the qualification of the 9975 shipping packages for 10 years in storage. However the qualification for the storage period was provided by the monitoring requirements of the 9975 Storage and Surveillance Program. This report summarizes efforts to determine a new safe storage limit for the 9975 shipping package based on the surveillance data collected since 2005 when the 9975 Storage and Surveillance Program began. The Program has demonstrated that the 9975 package has a robust design that can perform under a variety of conditions.
