Department of Homeland Security: Opportunities Exist to Enhance Visibility over Collaborative Field Mechanisms

A letter report issued by the Government Accountability Office with an abstract that begins "Opportunities exist for the Department of Homeland Security (DHS) to enhance its visibility over collaborative field mechanisms (i.e., multiagency groups such as task forces, committees, and teams that enhance stakeholder collaboration to more effectively and efficiently achieve their missions) established by component agencies. DHS, at the departmental level, has limited visibility over the universe and operation of these mechanisms and does not identify information from them that could further enhance collaboration across DHS and inform future DHS decisions. In the absence of a single DHS regional/field structure, DHS components have created collaborative mechanisms to better integrate field operations by better coordinating their missions and sharing information. However, when GAO sought to identify these mechanisms, in conjunction with DHS, senior DHS officials stated that while they maintain regular visibility over component activities--which may involve these collaborative mechanisms--DHS does not collect information on the types of mechanisms and collaborative practices these mechanisms employ because the mechanisms operate under the components, and thus this information was not readily available at the departmental level. A letter report issued by the Government Accountability Office with an abstract that begins "The Nuclear Regulatory Commission (NRC) relies on its staff's professional judgment in implementing its processes for overseeing the safety of U.S. commercial nuclear power reactors. In implementing this oversight, NRC allocates specific roles and responsibilities to resident inspectors assigned to each plant, regional officials at one of four regional offices responsible for most oversight activities, headquarters officials, and the nuclear power industry. NRC also builds into its processes incentives for plant managers to identify concerns about reactor safety, report those concerns to NRC, and take prompt actions to correct them. NRC's processes for identifying and assessing findings and violations are based on prescribed agency procedures and include several points where NRC staff must exercise their professional judgment, such as determining whether issues of concern identified during physical inspections constitute findings or violations and the risk significance of any findings or the severity of any violations, among other things."

The Role of Gravity Waves in the Formation and Organization of Clouds during TWPICE

All convective clouds emit gravity waves. While it is certain that convectively-generated waves play important parts in determining the climate, their precise roles remain uncertain and their effects are not (generally) represented in climate models. The work described here focuses mostly on observations and modeling of convectively-generated gravity waves, using the intensive observations from the DoE-sponsored Tropical Warm Pool International Cloud Experiment (TWP-ICE), which took place in Darwin, from 17 January to 13 February 2006. Among other things, the research has implications the part played by convectively-generated gravity waves in the formation of cirrus, in the initiation and organization of further convection, and in the subgrid-scale momentum transport and associated large-scale stresses imposed on the troposphere and stratosphere. The analysis shows two groups of inertia-gravity waves are detected: group L in the middle stratosphere during the suppressed monsoon period, and group S in the lower stratosphere during the monsoon break period. Waves belonging to group L propagate to the south-east with a mean intrinsic period of 35 h, and have vertical and horizontal wavelengths of about 5-6 km and 3000-6000 km, respectively. Systems Level Engineering of Plant Cell Wall Biosynthesis to Improve Biofuel Feedstock Quality

Our new regulatory model of cell wall biosynthesis proposes original network architecture with several newly incorporated components. The mapped set of protein-DNA interactions will serve as a foundation for 1) understanding the regulation of a complex and integral plant component and 2) the manipulation of crop species for biofuel and biotechnology purposes. This study revealed interesting and novel aspects of grass growth and development and further enforce the importance of a grass model system. By functionally characterizing a suite of genes, we have begun to improve the sparse model for transcription regulation of biomass accumulation in grasses. In the process, we have advanced methodology and brachy molecular genetic tools that will serve as valuable community resource.

Determining Remaining Useful Life of Aging Cables in Nuclear Power Plants – Interim Study FY13

The most important criterion for cable performance is its ability to withstand a design-basis accident. With nearly 1000 km of power, control, instrumentation, and other cables typically found in an NPP, it would be a significant undertaking to inspect all of the cables. Degradation of the cable jacket, electrical insulation, and other cable components is a key issue that is likely to affect the ability of the currently installed cables to operate safely and reliably for another 20 to 40 years beyond the initial operating life. The development of one or more nondestructive evaluation (NDE) techniques and supporting models that could assist in determining the remaining life expectancy of cables or their current degradation state would be of significant interest. The ability to nondestructively determine material and electrical properties of cable jackets and insulation without disturbing the cables or connections has been deemed essential. Currently, the only technique accepted by industry to measure cable elasticity (the gold standard for determining cable insulation degradation) is the indentation measurement. All other NDE techniques are used to find flaws in the cable and do not provide information to determine the current health or life expectancy. There is no single NDE technique that can …

This document is a previously unpublished work based on a draft report prepared by Pacific Northwest National Laboratory (PNNL) for the Hanford Waste Treatment and Immobilization Plant (WTP) in 2012. Work on the report stopped when WTP’s approach to testing changed. PNNL is issuing a modified version of the document a year later to preserve and disseminate the valuable technical work that was completed. This document establishes technical bases for evaluating the mixing performance of Waste Treatment Plant (WTP) pretreatment process tanks based on data from less-than-full-scale testing, relative to specified mixing requirements. The technical bases include the fluid mechanics affecting mixing for specified vessel configurations, operating parameters, and simulant properties. They address scaling vessel physical performance, simulant physical performance, and “scaling down” the operating conditions at full scale to define test conditions at reduced scale and “scaling up” the test results at reduced scale to predict the performance at full scale. Oral History Interview with Oris Brehmer, September 27, 2013

The National Museum of the Pacific War presents an oral interview with Oris Brehmer. Brehmer was born in Luckenbach, Texas in 1924. Drafted in March, 1943 with a choice of services, he chose the Navy. He went through boot camp and Corpsman School in San Diego, then to Marine Field Medical School. He sailed for the South Pacific and joined the 1st Marine Division in Australia. In December, 1943 the division landed at Cape Gloucester, New Britain. Brehmer's company saw no combat there. From March to September 1944 they were moved to Pavuvu in the Solomons for rest and training. At Peleliu, he stepped off a Higgins boat into chin deep water with all his gear. On the beach, he was wounded in the shoulder by mortar shrapnel and sent to a hospital ship. After five days he returned to his decimated unit that was subsequently sent back to the rest area at Pavuvu. They remained until going to Okinawa in April 1945. There he witnessed both the fighting on the island and the kamikaze attacks on the Navy. After 2 September, the 1st Marines went to mainland China to disarm Japanese troops. In Situ Decommissioning Sensor Network, Meso-Scale Test Bed - Phase 3 Fluid Injection Test Summary Report

The DOE Office of Environmental management (DOE EM) faces the challenge of decommissioning thousands of excess nuclear facilities, many of which are highly contaminated. A number of these excess facilities are massive and robust concrete structures that are suitable for isolating the contained contamination for hundreds of years, and a permanent decommissioning end state option for these facilities is in situ decommissioning (ISD). The ISD option is feasible for a limited, but meaningfull number of DOE contaminated facilities for which there is substantial incremental environmental, safety, and cost benefits versus alternate actions to demolish and excavate the entire facility and transport the rubble to a radioactive waste landfill. A general description of an ISD project encompasses an entombed facility; in some cases limited to the blow-grade portion of a facility. However, monitoring of the ISD structures is needed to demonstrate that the building retains its structural integrity and the contaminants remain entombed within the grout stabilization matrix. The DOE EM Office of Deactivation and Decommissioning and Facility Engineering (EM-13) Program Goal is to develop a monitoring system to demonstrate long-term performance of closed nuclear facilities using the ISD approach. Plug-in Hybrid Initiative

Our main project objective was to implement Plug-in Electric Vehicles (PEV) and charging infrastructure into our electric distribution service territory and help reduce barriers in the process. Our research demonstrated the desire for some to be early adopters of electric vehicles and the effects lack of education plays on others. The response of early adopters was tremendous: with the initial launch of our program we had nearly 60 residential customers interested in taking part in our program. However, our program only allowed for 15 residential participants. Our program provided assistance towards purchasing a PEV and installation of Electric Vehicle Supply Equipment (EVSE). The residential participants have all come to love their PEVs and are more than enthusiastic about promoting the many benefits of driving electric.
