Collective Focusing of Intense Ion Beam Pulses for High-energy Density Physics Applications
The collective focusing concept in which a weak magnetic lens provides strong focusing of an intense ion beam pulse carrying a neutralizing electron background is investigated by making use of advanced particle-in-cell simulations and reduced analytical models. The original analysis by Robertson Phys. Rev. Lett. 48, 149 (1982) is extended to the parameter regimes of particular importance for several high-energy density physics applications. The present paper investigates (1) the effects of non-neutral collective focusing in a moderately strong magnetic field; (2) the diamagnetic effects leading to suppression of the applied magnetic field due to the presence of the beam pulse; and (3) the influence of a finite-radius conducting wall surrounding the beam cross-section on beam neutralization. In addition, it is demonstrated that the use of the collective focusing lens can significantly simplify the technical realization of the final focusing of ion beam pulses in the Neutralized Drift Compression Experiment-I (NDCX-I) , and the conceptual designs of possible experiments on NDCX-I are investigated by making use of advanced numerical simulations. 2011 American Institute of Physics

DEMONSTRATION OF LONG-TERM STORAGE CAPABILITY FOR SPENT NUCLEAR FUEL IN L BASIN
The U.S. Department of Energy decisions for the ultimate disposition of its inventory of used nuclear fuel presently in, and to be received and stored in, the L Basin at the Savannah River Site, and schedule for project execution have not been established. A logical decision timeframe for the DOE is following the review of the overall options for fuel management and disposition by the Blue Ribbon Commission on America's Nuclear Future (BRC). The focus of the BRC review is commercial fuel; however, the BRC has included the DOE fuel inventory in their review. Even though the final report by the BRC to the U.S. Department of Energy is expected in January 2012, no timetable has been established for decisions by the U.S. Department of Energy on alternatives selection. Furthermore, with the imminent lay-up and potential closure of H-canyon, no ready path for fuel disposition would be available, and new technologies and/or facilities would need to be established. The fuel inventory in wet storage in the 3.375 million gallon L Basin is primarily aluminum-clad, aluminum-based fuel of the Materials Test Reactor equivalent design. Multiple U.S. Agencies Provided Billions of Dollars to Train and Equip Foreign Police Forces
Correspondence issued by the Government Accountability Office with an abstract that begins "Over the past few years, the United States has increased its emphasis on training and equipping foreign police as a means of supporting a wide range of U.S. foreign-policy goals, including countering terrorists overseas and stopping the flow of narcotics to the United States. Funding for these activities has increased significantly since we last reported on these issues in 1992. In response to congressional request, this report provides estimates of the funding the U.S. government provided for activities to train and equip foreign police, hereafter referred to as "police assistance," during fiscal year 2009. We defined "police" as all law-enforcement units or personnel with arrest, investigative, or interdiction authorities."

New Spectral Method for Halo Particle Definition in Intense Mis-matched Beams
An advanced spectral analysis of a mis-matched charged particle beam propagating through a periodic focusing transport lattice is utilized in particle-in-cell (PIC) simulations. It is found that the betatron frequency distribution function of a mismatched space-charge-dominated beam has a bump-on-tail structure attributed to the beam halo particles. Based on this observation, a new spectral method for halo particle definition is proposed that provides the opportunity to carry out a quantitative analysis of halo particle production by a beam mismatch. In addition, it is shown that the spectral analysis of the mismatch relaxation process provides important insights into the emittance growth attributed to the halo formation and the core relaxation processes. Finally, the spectral method is applied to the problem of space-charge transport limits.
