Cyprus: Reunification Proving Elusive
This report discusses attempts to resolve the Cyprus problem and reunify the island which have undergone various levels of negotiation for almost 40 years. Prospects for a settlement that would end the political division of Cyprus appear to have reached a stalemate and may now enter a period of retrenchment possibly dominated by harder-line views by both sides and more difficult negotiations.

Foreign Science and Engineering Presence in U.S. Institutions and the Labor Force
The increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. In addition to the number of foreign students in graduate science and engineering programs, a significant number of university faculty in the scientific disciplines are foreign, and foreign doctorates are employed in large numbers by industry. This report explains this issue in detail, as well as probable causes of said incongruity.

The Impact of Major Legislation on Budget Deficits: 2001 to 2009
This report examines to what extent major legislative changes from 2001 to 2009 caused the budget to move from surplus to deficit. Legislative actions taken in 2009 increased the FY2009 deficit by $509 billion, whereas legislative actions taken between 2001 and 2008 increased the FY2009 deficit by $903 billion. Furthermore, legislative changes have cumulatively increased federal budget deficits over FY2001 to FY2009 by $5.4 trillion.

Clean Water Act: A Summary of the Law
The principal law governing pollution of the nation's surface waters is the Federal Water Pollution Control Act, or Clean Water Act. Originally enacted in 1948, it was totally revised by amendments in 1972 that gave the act its current shape. The 1972 legislation spelled out ambitious programs, for water quality improvement that have since been expanded and are still being implemented by industries and municipalities.

Estate Tax Options
After a brief description of the estate and gift tax and of options, this report compares the alternatives, focusing largely on a $1 million exemption and 55% rate, a $3.5 million exemption and a 45% rate, and a $5 million exemption and a 35% rate. Several policy effects and issues are analyzed: the share of decedents subject to tax, revenue effects, distributional effects, and effects on savings, charitable contributions, and compliance and administration. The report also considers other aspects of the proposals, such as whether the exemptions are indexed for inflation, a proposed inheritance of the exemption for spouses, and proposals to address perceived abuses.

The FCC's Authority to Regulate Net Neutrality after Comcast v. FCC
This report examines the ramifications of the U.S. Court of Appeals for the D.C. Circuit's April 6, 2010 ruling that the FCC could not base ancillary authority to regulate cable Internet services solely upon broad policy goals contained in the Communications Act. The decision has intensified the Net Neutrality debate and made the governments regulatory authority on the matter less clear.
