Mortgage Financing: Financial Condition of FHA's Mutual Mortgage Insurance Fund
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony is on the financial condition of the Federal Housing Administration's (FHA) Mutual Mortgage Insurance Fund (Fund). FHA has helped millions of families purchase homes through its single-family mortgage insurance programs and in recent years, has experienced a dramatic increase in its market role. FHA insures almost all of its single-family mortgages under the Fund, which is reviewed from both an actuarial and budgetary perspective each year. On the basis of an independent actuarial review, FHA reported in November 2009 that the Fund was not meeting the statutory 2 percent capital reserve requirement as of the end of fiscal year 2009, as measured by the Fund's estimated capital ratio--that is, the Fund's economic value divided by the insurance-in-force. Additionally, although the Fund historically has produced budgetary receipts for the federal government, a weakening in the performance of FHA-insured loans has heightened the possibility that FHA will require additional funds to help cover its costs on insurance issued to date. F-35 Joint Strike Fighter (JSF) Program: Background and Issues for Congress
This report discusses the largest procurement program in the Department of Defense (DOD), the F-35 Joint Strike Fighter (JSF), also called the Lightning II. This is a new aircraft being procured in different versions for the United States Air Force, Marine Corps, and Navy. Current DOD plans call for acquiring a total of 2,456 JSFs. Broadband Internet Access and the Digital Divide: Federal Assistance Programs
Some policymakers, believing that disparities in broadband access across American society could have adverse economic and social consequences on those left behind, assert that the federal government should play a more active role to avoid a "digital divide" in broadband access. One approach is for the federal government to provide financial assistance to support broadband deployment in underserved areas. Others, however, believe that federal assistance for broadband deployment is not appropriate. Some opponents question the reality of the "digital divide," and argue that federal intervention in the broadband marketplace would be premature and, in some cases, counterproductive.

DOD Financial Management: Improved Controls, Processes, and Systems Are Needed for Accurate and Reliable Financial Information
A publication issued by the Government Accountability Office with an abstract that begins "As one of the largest and most complex organizations in the world, the Department of Defense (DOD) faces many challenges in resolving serious problems in its financial management and related business operations and systems. DOD is required by various statutes to (1) improve its financial management processes, controls, and systems to ensure that complete, reliable, consistent, and timely information is prepared and responsive to the financial information needs of agency management and oversight bodies, and (2) to produce audited financial statements. Over the years, DOD has initiated numerous efforts to improve the department's financial management operations and to try to achieve an unqualified (clean) opinion on the reliability of its reported financial information. These efforts have fallen short of sustained improvement in financial management or financial statement auditability. The Subcommittee has asked GAO to provide its perspective on the status of DOD's financial management weaknesses and its efforts to resolve them."

War Powers Resolution: Presidential Compliance
Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

An Insect Herbivore Microbiome with High Plant Biomass-Degrading Capacity
Herbivores can gain indirect access to recalcitrant carbon present in plant cell walls through symbiotic associations with lignocellulolytic microbes. A paradigmatic example is the leaf-cutter ant (Tribe: Attini), which uses fresh leaves to cultivate a fungus for food in specialized gardens. Using a combination of sugar composition analyses, metagenomics, and whole-genome sequencing, we reveal that the fungus garden microbiome of leaf-cutter ants is composed of a diverse community of bacteria with high plant biomass-degrading capacity. Comparison of this microbiome?s predicted carbohydrate-degrading enzyme profile with other metagenomes shows closest similarity to the bovine rumen, indicating evolutionary convergence of plant biomass degrading potential between two important herbivorous animals. Genomic and physiological characterization of two dominant bacteria in the fungus garden microbiome provides evidence of their capacity to degrade cellulose. Given the recent interest in cellulosic biofuels, understanding how large-scale and rapid plant biomass degradation occurs in a highly evolved insect herbivore is of particular relevance for bioenergy.

Liquid-Water Uptake and Removal in PEM Fuel-Cell Components
Management of liquid water is critical for optimal fuel-cell operation, especially at low temperatures. It is therefore important to understand the wetting properties and water holdup of the various fuel-cell layers. While the gas-diffusion layer is relatively hydrophobic and exhibits a strong intermediate wettability, the catalyst layer is predominantly hydrophilic. In addition, the water content of the ionomer in the catalyst layer is lower than that of the bulk membrane, and is affected by platinum surfaces. Liquid-water removal occurs through droplets on the surface of the gas-diffusion layer. In order to predict droplet instability and detachment, a force balance is used. While the pressure or drag force on the droplet can be derived, the adhesion or surface-tension force requires measurement using a sliding-angle approach. It is shown that droplets produced by forcing water through the gas-diffusion layer rather than placing them on top of it show much stronger adhesion forces owing to the contact to the subsurface water.

Whitestone Poncelet RISEC Project Final Technical Report
This report covers the development of the Poncelet Kinetics RHK100 Prototype. The work was completed by Hasz Consulting, LLC; CE2 Engineers, LLC; Energetic Drives, LLC; and Applied Power and Control all operating as subcontractors to Whitestone Power and Communications during the year from October 1, 2010 to September 23, 2011. As designed, the prototype is run-of-river instream energy conversion (RISEC) system. The design is principally a three-stage undershot water wheel arranged according to the method of General Poncelet. The power train consists of an epicyclic transmission coupled to a permanent magnet generator. The electronic controls system governs the speed of the wheel and rectifies the power signal to enable the system to be integrated with infinite grid infrastructures, to operate in parallel in finite grid applications with other small power productions sources or to operate in stand-alone mode on demand.
