The principal law governing pollution of the nation's surface waters is the Federal Water Pollution Control Act, or Clean Water Act. Originally enacted in 1948, it was totally revised by amendments in 1972 that gave the act its current shape. The 1972 legislation spelled out ambitious programs, for water quality improvement that have since been expanded and are still being implemented by industries and municipalities.

This report provides an overview of recent political developments in Colombia, including the administration of President Uribe (2002-2010), continuing into the election of President Juan Manuel Santos. It discusses the political issues including Colombia's longstanding conflict with internal armed groups and ongoing challenges such as human rights, demobilization and displacement, drug trends, and Colombia's regional relations. The report also lays out issues for Congress including various plans for addressing those issues.

A letter report issued by the Government Accountability Office with an abstract that begins "Thousands of gang members in the United States belong to gangs such as MS-13 and 18th Street that are also active in Central American countries. Federal entities with responsibilities for addressing Central American gangs include the National Security Council (NSC); the Departments of Homeland Security (DHS), Justice (DOJ), and State; and the U.S. Agency for International Development (USAID). GAO was asked to review federal efforts to combat transnational gangs. This report addresses (1) the extent to which the federal government has developed a strategy to combat these gangs, and (2) how federal agencies have implemented the strategy and other programs to combat these gangs, coordinated their actions, and assessed their results. GAO examined federal agencies' antigang plans, resources, and measures; interviewed federal, state, and local officials in seven localities representing varying population sizes and geographic regions; and interviewed U.S. and foreign officials in El Salvador and Guatemala where U.S. agencies have implemented antigang programs. The results of these interviews are not generalizable."

Transient Coaxial Helicity Injection (CHI) started discharges in NSTX have attained peak currents up to 300 kA and when these discharges are coupled to induction, it has produced up to 200 kA additional current over inductive-only operation. CHI in NSTX has shown to be energetically quite efficient, producing a plasma current of about 10 A/Joule of capacitor bank energy. In addition, for the first time, the CHI produced toroidal current that couples to induction continues to increase with the energy supplied by the CHI power supply at otherwise similar values of the injector flux, indicating the potential for substantial current generation capability by CHI in NSTX and in future toroidal devices. __________________________________________________

An important diagnostic tool for inertial confinement fusion is time-resolved imaging of the dense cold fuel surrounding the hot spot. Here we report on the source and diagnostic development of hard x-ray radiography and on the first radiographs of direct drive implosions obtained at photon energies up to about 100keV, where the Compton effect is the dominant contributor to the shell opacity. The radiographs of direct drive, plastic shell implosions obtained at the OMEGA laser facility have a spatial resolution of {approx}10um and a temporal resolution of {approx}10ps. This novel Compton Radiography is an invaluable diagnostic tool for Inertial Confinement Fusion targets, and will be integrated at the National Ignition Facility (NIF).

The Endangered Species Act has been one of the more contentious environmental laws. This may stem from its strict substantive provisions, which can affect the use of both federal and nonfederal lands and resources. This report discusses oversight issues and legislation introduced in the 11th Congress to address Endangered Species Act implementation and management of endangered and threatened species.

After a brief description of the estate and gift tax and of options, this report compares the alternatives, focusing largely on a $1 million exemption and 55% rate, a $3.5 million exemption and a 45% rate, and a $5 million exemption and a 35% rate. Several policy effects and issues are analyzed: the share of decedents subject to tax, revenue effects, distributional effects, and effects on savings, charitable contributions, and compliance and administration. The report also considers other aspects of the proposals, such as whether the exemptions are indexed for inflation, a proposed inheritance of the exemption for spouses, and proposals to address perceived abuses.

This report examines the ramifications of the U.S. Court of Appeals for the D.C. Circuit's April 6, 2010 ruling that the FCC could not base ancillary authority to regulate cable Internet services solely upon broad policy goals contained in the Communications Act. The decision has intensified the Net Neutrality debate and made the governments regulatory authority on the matter less clear.

Transferring a CVN from Norfolk, Virginia, to Mayport would also shift the local economic activity associated with homeporting a CVN, which some sources estimate as being worth hundreds of millions of dollars per year.

This report collects statistics from a variety of sources on casualties sustained during Operation Enduring Freedom (OEF), which began on October 7, 2001. OEF actions took place primarily in Afghanistan; however, OEF casualties also includes American casualties in Pakistan, Uzbekistan, Guantanamo Bay (Cuba), Djibouti, Eritrea, Ethiopia, Jordan, Kenya, Kyrgyzstan, the Philippines, Seychelles, Sudan, Tajikistan, Turkey, and Yemen.

Neighbors living near the 3 turbine, 4.5 MW Vinalhaven, Maine wind power facility, which began operations in late 2009, have complained that the noise from the turbines is unwelcome and annoying. Fox Islands Wind, the owner of the facility, hypothesized that implementing a Noise Reduced Operation (NRO) for the turbines, which effectively limits the turbines maximum rpm and power output, would reduce the sound levels produced by the turbines, and therefore might also reduce the degree to which the neighbors report being annoyed by those sounds. To test this hypothesis in a preliminary fashion, a pilot study was conducted in early 2010, the results of which are the subject of this brief report. The study included asking near-by residents - those within roughly 3000 feet - to rate the sounds and the degree to which they were annoyed by them using logs which they filled out at multiple times during the day on as many days as were possible in the 35 day study period in February and March, 2010. A letter report issued by the Government Accountability Office with an abstract that begins "Congress has enacted laws to safeguard against former federal employees, including former trade officials, from using their access to influence government officials. These former officials' post-employment activities are restricted by a federal conflict of interest law, known as the "Revolving Door" law. Two other laws--the Foreign Agents Registration Act (FARA) and the Lobbying Disclosure Act (LDA)--are disclosure statutes that do not prohibit any activities per se, but require individuals conducting certain representation activities to publicly disclose them. FARA and LDA are not specific to former federal officials; they apply to all individuals. GAO was asked to provide a summary of the Revolving Door law, FARA, and LDA. GAO reviewed these laws, as well as guidance from the Office of Government Ethics (OGE). GAO interviewed ethics officials at three agencies whose missions focus on trade--the United States Trade Representative (USTR), the International Trade Administration (ITA), and the International Trade Commission (USITC)--and collected data on the number of senior officials who separated from these agencies from 2004 through 2009. The G-Band Vapor Radiometer Profiler (GVRP) provides time-series measurements of brightness temperatures from 15 channels between 170 and 183.310 GHz. Atmospheric emission in this spectral region is primarily due to water vapor, with some influence from liquid water. Channels between 170.0 and 176.0 GHz are particularly sensitive to the presence of liquid water. The sensitivity to water vapor of the 183.31-GHz line is approximately 30 times higher than at the frequencies of the two-channel microwave radiometer (MWR) for a precipitable water vapor (PWV) amount of less than 2.5 mm. Measurements from the GVRP instrument are therefore especially useful during low-humidity conditions (PWV < 5 mm). In addition to integrated water vapor and liquid water, the GVRP can provide low-resolution vertical profiles of water vapor in very dry conditions.

Turkey, whose nationals comprised the largest contingent in the flotilla and among the casualties, considered them to be unjustifiable and in contravention of international law.

Environmental monitoring data were collected at and around the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) at the Nevada Test Site (NTS). These data are associated with radiation exposure, air, groundwater, meteorology, vadose zone, subsidence, and biota. This report summarizes the 2009 environmental data to provide an overall evaluation of RWMS performance and to support environmental compliance and performance assessment (PA) activities. Some of these data (e.g., radiation exposure, air, and groundwater) are presented in other reports. Direct radiation monitoring data indicate exposure levels at the RWMSs are within the range of background levels measured at the NTS. Air monitoring data at the Area 3 and Area 5 RWMSs indicate that tritium concentrations are slightly above background levels. All gamma spectroscopy results for air particulates collected at the Area 3 and Area 5 RWMS were below the minimum detectable concentrations, and concentrations of americium and plutonium are only slightly above detection limits. The measured levels of radionuclides in air particulates and moisture are below derived concentration guides for these radionuclides. Radon flux from waste covers is well below regulatory limits.
