Recently, a new grants reform governance body, the Council on Financial Assistance Reform (COFAR), replaced two former federal boards--the Grants Policy Committee (GPC) and Grants Executive Board (GEB). The Office of Management and Budget (OMB) created COFAR and charged it with identifying emerging issues, challenges, and opportunities in grants management and policy and providing recommendations to OMB on policies and actions to improve grants administration."

Long-Term Testing of Rhodium-Based Catalysts for Mixed Alcohol Synthesis – 2013 Progress Report

The U.S. Department of Energy’s Pacific Northwest National Laboratory has been conducting research since 2005 to develop a catalyst for the conversion of synthesis gas (carbon monoxide and hydrogen) into mixed alcohols for use in liquid transportation fuels. Initially, research involved screening possible catalysts based on a review of the literature, because at that time, there were no commercial catalysts available. The screening effort resulted in a decision to focus on catalysts containing rhodium and manganese. Subsequent research identified iridium as a key promoter for this catalyst system. Since then, research has continued to improve rhodium/manganese/iridium-based catalysts, optimizing the relative and total concentrations of the three metals, examining baseline catalysts on alternative supports, and examining effects of additional promoters. Testing was continued in FY 2013 to evaluate the performance and long-term stability of the best catalysts tested to date. Three tests were conducted. A long-term test of over 2300 hr duration at a single set of operating conditions was conducted with the best carbon-supported catalyst. A second test of about 650 hr duration at a single set of operating conditions was performed for comparison using the same catalyst formulation on an alternative carbon support. Mechanism of Synthesis of Ultra-Long Single Wall Carbon Nanotubes in Arc Discharge Plasma

In this project fundamental issues related to synthesis of single wall carbon nanotubes (SWNTs), which is relationship between plasma parameters and SWNT characteristics were investigated. Given that among plasma-based techniques arc discharge stands out as very advantageous in several ways (fewer defects, high flexibility, longer lifetime) this techniques warrants attention from the plasma physics and plasma technology standpoint. Both experimental and theoretical investigations of the plasma and SWNTs synthesis were conducted. Experimental efforts focused on plasma diagnostics, measurements of nanostructures parameters, and nanoparticle characterization. Theoretical efforts focused to focus on multi-dimensional modeling of the arc discharge and single wall nanotube synthesis in arc plasmas. It was demonstrated in experiment and theoretically that controlling plasma parameters can affect nanostucture synthesis altering SWNT properties (length and diameter) and leading to synthesis of new structures such as a few-layer graphene. Among clearly identified parameters affecting synthesis are magnetic and electric fields. Knowledge of the plasma parameters and discharge characteristics is crucial for ability to control synthesis process by virtue of both magnetic and electric fields. A letter report issued by the Government Accountability Office with an abstract that begins "The Centers for Medicare & Medicaid Services' (CMS) contractors that conduct postpayment reviews on Medicare fee-for-service (FFS) claims were established by different legislative actions; are managed by different offices within CMS; and serve different functions in the program. These contractors include (1) Medicare Administrative Contractors that process and pay claims and are responsible for taking actions to reduce payment errors in their jurisdictions; (2) Zone Program Integrity Contractors (ZPIC) that investigate potential fraud, which can result in referrals to law enforcement or administrative actions; (3) Recovery Auditors (RA) tasked to identify improper payments on a postpayment basis; and (4) the Comprehensive Error Rate Testing (CERT) contractor that reviews a sample of claims nationwide and related documentation to determine a national Medicare FFS improper payment rate. All four types of contractors conduct complex reviews, in which the contractor examines medical records and other documentation sent by providers to determine if the claims meet Medicare coverage and payment requirements. Modeling the Air Flow in the 3410 Building Filtered Exhaust Stack System

Additional ventilation capacity has been designed for the 3410 Building filtered exhaust stack system. The updated system will increase the number of fans from two to three and will include ductwork to incorporate the new fan into the existing stack. Stack operations will involve running various two-fan combinations at any given time. The air monitoring system of the existing two-fan stack was previously found to be in compliance with the ANSI/HPS N13.1-1999 standard, however it is not known if the modified (three-fan) system will comply. Subsequently, a full-scale three-dimensional (3-D) computational fluid dynamics (CFD) model of the modified stack system has been created to examine the sampling location for compliance with the standard. The CFD modeling results show good agreement with testing data collected from the existing 3410 Building stack and suggest that velocity uniformity and flow angles will remain well within acceptance criteria when the third fan and associated ductwork is installed. This includes two-fan flow rates up to 31,840 cfm for any of the two-fan combinations. For simulation cases in which tracer gas and particles are introduced in the main duct, the model predicts that both particle and tracer gas coefficients of variance (COVs) may be larger than …

Novel Molten Salts Thermal Energy Storage for Concentrating Solar Power Generation

The explicit UA program objective is to develop low melting point (LMP) molten salt thermal energy storage media with high thermal energy storage density for sensible heat storage systems. The novel Low Melting Point (LMP) molten salts are targeted to have the following characteristics: 1. Lower melting point (MP) compared to current salts (<222ºC) 2. Higher energy density compared to current salts (>300 MJ/m3) 3. Lower power generation cost compared to current salt In terms of lower power costs, the program target the DOE's Solar Energy Technologies Program year 2020 goal to create systems that have the potential to reduce the cost of Thermal Energy Storage (TES) to less than $15/kWh-th and achieve round trip efficiencies greater than 93%. The project has completed the experimental investigations to determine the thermo-physical, long term thermal stability properties of the LMP molten salts and also corrosion studies of stainless steel in the candidate LMP molten salts. Heat transfer and fluid dynamics modeling have been conducted to identify heat transfer geometry and relative costs for TES systems that would utilize the primary LMP molten salt candidates. Oil and Gas Development: BLM Needs Better Data to Track Permit Processing Times and Prioritize Inspections

A letter report issued by the Government Accountability Office with an abstract that begins "Bureau of Land Management (BLM) data indicate that BLM received about half as many applications for permit to drill (APD) for federal oil and gas resources in fiscal year 2012 as it had in fiscal year 2007. The decline in APDs since 2007 was driven by declines in natural gas and coalbed methane APDs on federal lands even while oil development on federal lands increased significantly. The reasons BLM officials and industry representatives cited for these changes in APDs include, among other things, a general industry move toward developing gas in shale formations using horizontal drilling and hydraulic fracturing; shale development has largely occurred on state and private lands, where shale resources are predominately located. However, the number of APDs has varied by BLM location, with 23 of 33 BLM offices seeing declines, 9 offices seeing increases, and 1 office seeing no change in APDs."
