A letter report issued by the Government Accountability Office with an abstract that begins "Assessing the accuracy of the census is essential given that census data are used to apportion seats in Congress, to redraw congressional districts, and for many other public and private purposes. The U.S. Census Bureau's (Bureau) Census Coverage Measurement program (CCM) is to assess the accuracy of the 2010 Census and improve the design of operations for the 2020 Census. In April 2008, GAO recommended that the Bureau identify how it would relate CCM results--where the 2010 Census was accurate and inaccurate--to census operations to improve future censuses. Knowing where the 2010 Census was inaccurate can help inform research to improve the 2020 Census. GAO was asked to examine (1) the status of CCM planning and (2) the effects of design decisions since GAO issued its April 2008 report. GAO reviewed Bureau documents related to CCM design and National Academy of Sciences reports, and interviewed responsible Bureau officials."

The goal of this project is to design, build and demonstrate a system based upon 10B-lined proportional tubes in a configuration typical for 3He-based coincidence counter applications. This report provides results from MCNPX model simulations and initial testing of the active mode variation of the Alternative Boron-Based Uranium Neutron Coincidence Collar (ABUNCL) design built by General Electric Reuter-Stokes. Initial experimental testing of the as-delivered passive ABUNCL was previously reported.

Accurate calculation of perturbed distribution function #14;δf and perturbed magnetic fi eld #14;δB is essential to achieve prediction of non-ambipolar transport and neoclassical toroidal viscosity (NTV) in perturbed tokamaks. This paper reports a study of the NTV with a #14;δf particle code (POCA) and improved understanding of magnetic braking in tokamak experiments. POCA calculates the NTV by computing #14;f with guiding-center orbit motion and using #14;B from the ideal perturbed equilibrium code (IPEC). POCA simulations are compared with experimental estimations for NTV, which are measured from angular momentum balance (DIII-D) and toroidal rotational damping rate (NSTX). The calculation shows good agreement in total NTV torque for the DIII-D discharge, where an analytic neoclassical theory also gives a consistent result thanks to relatively large aspect-ratio and slow toroidal rotations. In NSTX discharges, where the aspect-ratio is small and the rotation is fast, the theory only gives a qualitative guide for predicting NTV. However, the POCA simulation largely improves the quantitative NTV prediction for NSTX. It is discussed that a self- consistent calculation of δ#14;B using general perturbed equilibria is eventually necessary since a non-ideal plasma response can change the perturbed eld and thereby the NTV torque.

A letter report issued by the Government Accountability Office with an abstract that begins "Thousands of gang members in the United States belong to gangs such as MS-13 and 18th Street that are also active in Central American countries. Federal entities with responsibilities for addressing Central American gangs include the National Security Council (NSC); the Departments of Homeland Security (DHS), Justice (DOJ), and State; and the U.S. Agency for International Development (USAID). GAO was asked to review federal efforts to combat transnational gangs. This report addresses (1) the extent to which the federal government has developed a strategy to combat these gangs, and (2) how federal agencies have implemented the strategy and other programs to combat these gangs, coordinated their actions, and assessed their results. GAO examined federal agencies' antigang plans, resources, and measures; interviewed federal, state, and local officials in seven localities representing varying population sizes and geographic regions; and interviewed U.S. and foreign officials in El Salvador and Guatemala where U.S. agencies have implemented antigang programs. The results of these interviews are not generalizable."

A letter report issued by the Government Accountability Office with an abstract that begins "The 24 agencies participating in the Federal Data Center Consolidation Initiative (FDCCI) made progress towards the Office of Management and Budget's (OMB) goal to close 40 percent, or 1,253 of the 3,133 total federal data centers, by the end of 2015, but OMB has not measured agencies' progress against its other goal of $3 billion in cost savings by the end of 2015. Agencies closed 420 data centers by the end of December 2012, and have plans to close an additional 548 to reach 968 by December 2015--285 closures short of OMB's goal. OMB has not determined agencies' progress against its cost savings goal because, according to OMB staff, the agency has not determined a consistent and repeatable method for tracking cost savings. This lack of information makes it uncertain whether the $3 billion in savings is achievable by the end of 2015. Until OMB begins tracking and reporting on performance measures such as cost savings, it will be limited in its ability to oversee agencies' progress against key initiative goals. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) has trained thousands of personnel on the use of biometrics since 2004, but biometrics training for leaders does not provide detailed instructions on how to effectively use and manage biometrics collection tools. The Office of the Secretary of Defense, the military services, and U.S. Central Command each has emphasized in key documents the importance of training. Additionally, the Army, Marine Corps, and U.S. Special Operations Command have trained personnel prior to deployment to Afghanistan in addition to offering training resources in Afghanistan. DOD’s draft instruction for biometrics emphasizes the importance of training leaders in the effective employment of biometrics collection, but existing training does not instruct military leaders on (1) the effective use of biometrics, (2) selecting the appropriate personnel for biometrics collection training, and (3) tracking personnel who have been trained in biometrics collection to effectively staff biometrics operations. Absent this training, military personnel are limited in their ability to collect high-quality biometrics data to better confirm the identity of enemy combatants."

Transient Coaxial Helicity Injection (CHI) started discharges in NSTX have attained peak currents up to 300 kA and when these discharges are coupled to induction, it has produced up to 200 kA additional current over inductive-only operation. CHI in NSTX has shown to be energetically quite efficient, producing a plasma current of about 10 A/Joule of capacitor bank energy. In addition, for the first time, the CHI produced toroidal current that couples to induction continues to increase with the energy supplied by the CHI power supply at otherwise similar values of the injector flux, indicating the potential for substantial current generation capability by CHI in NSTX and in future toroidal devices. __________________________________________________

An important diagnostic tool for inertial confinement fusion is time-resolved imaging of the dense cold fuel surrounding the hot spot. Here we report on the source and diagnostic development of hard x-ray radiography and on the first radiographs of direct drive implosions obtained at photon energies up to about 100keV, where the Compton effect is the dominant contributor to the shell opacity. The radiographs of direct drive, plastic shell implosions obtained at the OMEGA laser facility have a spatial resolution of {approx}10um and a temporal resolution of {approx}10ps. This novel Compton Radiography is an invaluable diagnostic tool for Inertial Confinement Fusion targets, and will be integrated at the National Ignition Facility (NIF).

On August 5, 2004, the United States entered into the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR). This permanent, comprehensive, and reciprocal trade agreement eliminates tariff and non-tariff barriers to two-way trade, building on unilateral trade preferences begun under the 1983 Caribbean Basin Initiative (CBI). CAFTA-DR reinforces the idea that growth in trade correlates closely with policies that promote economic stability, private investment in production, public investment in education, infrastructure, logistics, and good governance in general.
