This report discusses attempts to resolve the Cyprus problem and reunify the island which have undergone various levels of negotiation for almost 40 years. Prospects for a settlement that would end the political division of Cyprus appear to have reached a stalemate and may now enter a period of retrenchment possibly dominated by harder-line views by both sides and more difficult negotiations.

The final focus of NDCX-II contains a region with quite high plasma density. We estimate here how much collisional scatter we expect from transit through this plasma. A separate question, not explored here, is how much scatter there might be off of collective fluctuations in the neutralizing plasma, including those driven by the passage of the beam.

The increased presence of foreign students in graduate science and engineering programs and in the scientific workforce has been and continues to be of concern to some in the scientific community. Enrollment of U.S. citizens in graduate science and engineering programs has not kept pace with that of foreign students in those programs. In addition to the number of foreign students in graduate science and engineering programs, a significant number of university faculty in the scientific disciplines are foreign, and foreign doctorates are employed in large numbers by industry. This report explains this issue in detail, as well as probable causes of said incongruity.

The current System Plan for the Hanford Tank Farms uses relaxed buoyant displacement gas release event (BDGRE) controls for deep sludge (i.e., high level waste [HLW]) tanks, which allows the tank farms to use more storage space, i.e., increase the sediment depth, in some of the double-shell tanks (DSTs). The relaxed BDGRE controls are based on preliminary analysis of a gas release model from van Kessel and van Kesteren. Application of the van Kessel and van Kesteren model requires parametric information for the sediment, including the lateral earth pressure at rest and shear modulus. No lateral earth pressure at rest and shear modulus in situ measurements for Hanford sludge are currently available. The two chemical sludge simulants will be used in follow-on work to experimentally measure the van Kessel and van Kesteren model parameters, lateral earth pressure at rest, and shear modulus.

This report examines to what extent major legislative changes from 2001 to 2009 caused the budget to move from surplus to deficit. Legislative actions taken in 2009 increased the FY2009 deficit by $509 billion, whereas legislative actions taken between 2001 and 2008 increased the FY2009 deficit by $903 billion. Furthermore, legislative changes have cumulatively increased federal budget deficits over FY2001 to FY2009 by $5.4 trillion.

The FRCP, which continues to expand, is administered by VA, and the care coordinators, called Federal Recovery Coordinators (FRC), are VA employees. This report examines (1) whether servicemembers and veterans who need FRCP services are being identified and enrolled in the program, (2) staffing challenges confronting the FRCP, and (3) challenges facing the FRCP in its efforts to coordinate care for enrollees. GAO reviewed FRCP policies and procedures and conducted over 170 interviews of FRCP officials, FRCs, headquarters officials and staff of DOD and VA case management programs, and staff at medical facilities where FRCs are located."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Energy's (DOE) Office of Environmental Management (EM) is responsible for storing and managing a total of about 13,000 metric tons of nuclear waste--spent nuclear fuel and high-level waste--at five DOE sites in Colorado, Idaho, New York, South Carolina, and Washington. Also, a joint DOE-Navy program stores spent nuclear fuel from warships at DOE's Idaho site. DOE and the Navy intended to permanently dispose of this nuclear waste at a repository planned for Yucca Mountain in Nevada. However, that plan is now in question because of actions taken to terminate the site. This report assesses (1) agreements DOE and the Navy have with states at the five sites and the effects a termination of the Yucca Mountain repository would have on their ability to fulfill these agreements; (2) the effects a termination would have on DOE's and the Navy's operations and costs for storing the waste; and (3) DOE's and the Navy's plans to mitigate these potential effects. GAO reviewed state agreements and DOE plans, visited waste facilities, and interviewed federal and state officials."

This Letter presents non-linear gyrokinetic simulations of microtearing mode turbulence. The simulations include collisional and electromagnetic effects and use experimental parameters from a high beta discharge in the National Spherical Torus Experiment (NSTX). The predicted electron thermal transport is comparable to that given by experimental analysis, and it is dominated by the electromagnetic contribution of electrons free streaming along the resulting stochastic magnetic field line trajectories. Experimental values of flow shear can significantly reduce the predicted transport.

A letter report issued by the Government Accountability Office with an abstract that begins "For most individuals with end-stage renal disease (ESRD), Medicare purchases a bundle of dialysis-related services using a single payment. In 2014, the Centers for Medicare & Medicaid Services (CMS) plans to include in this bundled payment "oral-only" ESRD drugs used to treat mineral and bone disorder. Currently, Medicare generally pays for these drugs only if the beneficiary has Part D prescription drug coverage. This report (1) describes the rationales for including oral-only ESRD drugs in the bundled payment, (2) examines dialysis organizations' recent experience providing oral-only ESRD drugs and their future ability to provide these drugs, (3) examines the data sources that CMS could use to account for oral-only ESRD drugs in the bundled payment, and (4) examines CMS's ability to monitor treatment of mineral and bone disorder. GAO interviewed CMS officials, experts in mineral and bone disorder, and representatives of 4 large and 16 small dialysis organizations. GAO also reviewed ESRD payment regulations, related reports, clinical guidelines, and state pharmacy licensure requirements in 10 selected states."

The Lawrence Berkeley National Laboratory (LBNL) Environment, Safety, and Health (ES&H) Self-Assessment Program was established to ensure that Integrated Safety Management (ISM) is implemented institutionally and by all divisions. The ES&H Self-Assessment Program, managed by the Office of Contractor Assurance (OCA), provides for an internal evaluation of all ES&H programs and systems at LBNL. The primary objective of the program is to ensure that work is conducted safely and with minimal negative impact to workers, the public, and the environment. Self-assessment follows the five core functions and guiding principles of ISM. Self-assessment is the mechanism used to promote the continuous improvement of the Laboratory's ES&H programs. The process is described in the Environment, Safety, and Health Assurance Plan (PUB-5344) and is composed of three types of self-assessments: Division ES&H Self-Assessment, ES&H Technical Assurance Program Assessment, and Division ES&H Peer Review. The Division ES&H Self-Assessment Manual (PUB-3105) provides the framework by which divisions conduct formal ES&H self-assessments to systematically identify program deficiencies. The health of the U.S. manufacturing sector has been a long-standing concern of Congress. Only a small proportion of U.S. workers are now employed in factories. U.S. factories have stepped up production of goods that require high technological sophistication but relatively little direct labor. In the context of national security, the fact that U.S. manufacturers of vital products are critically dependent upon inputs from abroad is frequently a subject of concern. International comparisons indicate that the United States is in no way unique in its dependence on foreign inputs to manufacturing.

King [2010], using Cleary's methodology, compares a deepburn fusion-driven blanket containing weapons-grade plutonium with a PWR burning MOX fuel enrichments of 5-9%. King considers the stages of theft, transportation, transformation, and nuclear explosive fabrication. In the current study of used fuel storage security, a similar approach is appropriate. First, one must consider the adversary's objective, which can be categorized as on-site radionuclide dispersion, theft of material for later radionuclide dispersion, and theft of material for later processing and fabrication into a nuclear explosive. For on-site radionuclide dispersion, only a single proliferation pathway stage is appropriate: dispersion. That situation will be addressed in future reports. For later radionuclide dispersion, the stages are theft, transportation, and transformation (from oxide spent fuel containing both fission products and actinides to a material size and shape suitable for dispersion).
