A letter report issued by the Government Accountability Office with an abstract that begins "Actual trust-fund revenues fell short of FAA’s revenue forecasts for 9 of the past 11 years, contributing to a decline in the trust fund’s uncommitted balance from over $7 billion in fiscal year 2000 to $770 million in fiscal year 2010. Inaccurate forecasts for the taxes related to domestic passenger tickets, which account for over 70 percent of trust-fund revenues, drove the aggregate overforecast, but inaccurate forecasts for other taxes also had an effect. This inaccuracy is largely attributable to unexpected events affecting aviation, such as the terrorist attacks of September 11, 2001, and the recession in 2009; the budget process requiring the forecasts to be developed over a year in advance of the fiscal year; and lags in recognizing structural changes in the airline industry, such as airlines’ increased reliance on ancillary fees for which excise taxes for the trust fund are not collected. The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

For decades biologists, water users, and lawmakers (both federal and state) have attempted to craft a system that meets the needs of California water users while ensuring sufficient usable water for fish. Under California's hybrid system of appropriate water rights, users are issued permits for water diverted from rivers and streams regardless of the users' proximity to the source of water. This report details the proceedings related to the long-term central valley project and state water project operations criteria and biological opinions regarding that plan.

This report draws on over three dozen studies with recommendations to improve the current national security system. The studies surveyed include three prepared by the Project on National Security Reform, with comprehensive recommendations, four prepared or co-sponsored by the Center for Strategic and International Studies (CSIS), and two by RAND in conjunction with the American Academy of Diplomats, as well as reports by the Council on Foreign Relations, the Defense Science Board, the National Defense University, and others. This report draws from these studies, as well as a few articles, for recommendations to improve strategy-making, planning, and budgeting; to improve institutional authorities, structures and arrangements; and, to create interagency personnel policies and mechanisms.

This report summarizes the results of a series of feasibility testing studies for in-ground and in-concrete imaging/detection technologies including radar imaging and acoustic time-of flight method. The objectives of this project are: (1) Design Information Verification (DIV) Tools for In-Concrete Inspections - To determine the feasibility of using holographic radar imaging (HRI), radar imaging, and acoustic time-of-flight (TOF) non-destructive evaluation technologies to detect, locate and identify pipes and voids embedded in standard-density and high-density concrete walls that typify those the IAEA will need to verify during field inspections; (2) DIV Tools for In-Ground Inspections - To determine the feasibility of using HRI and radar imaging non-destructive evaluation technologies to detect, locate, and identify objects buried at various depths made of various materials (metal, plastic, wood, and concrete) and representing geometries that typify those the IAEA will need to verify during field inspections; and (3) Based on the results of the studies, recommend the next steps needed to realize fieldable tools for in-concrete and in-ground inspections (including detection of deeply buried polyvinyl chloride [PVC] pipes) that employ the technologies shown to be feasible.

This report describes grandfather plans and summarizes the ACA insurance reforms that will affect such plans, including the requirements concerning medical loss ratios, dependent coverage, and preexisting health condition coverage.

The issue of noncitizen eligibility for federally funded programs, including needs-based housing programs, is a perennial issue in Congress. Noncitizen eligibility varies among the needs-based housing programs administered by the U.S. Department of Housing and Urban Development (HUD), such as Public Housing, Section 8 vouchers and project-based rental assistance, homeless assistance programs, housing for the elderly (§202) and the disabled (§811), the HOME program, and the Community Development Block Grants (CDBG) program. Two laws govern noncitizen eligibility for housing programs: Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (Welfare Reform) and Section 214 of the Housing and Community Development Act of 1980, as amended. There has been congressional interest regarding the implementation of the eligibility requirements for housing programs. Specifically, questions have been raised as to the documentation requirements placed on both citizens and noncitizens in determining eligibility for housing programs. The documentation requirements are dependent on (1) the housing program, (2) the citizenship status of the applicant, and (3) the age of the applicant.

Some officials of the Islamic Republic of Iran have recently renewed threats to close or exercise control over the Strait of Hormuz. This report explains Iranian threats to the Strait of Hormuz, and analyzes the implications of some scenarios for potential U.S. or international conflict with Iran, which include: outright closure of the Strait, harassment and/or infrastructure damage, and continued threat.

The California Academy of Sciences (CAS) Morrison Planetarium is producing a 'full-dome' planetarium show on earthquakes and asked LLNL to produce content for the show. Specifically the show features numerical ground motion simulations of the M 7.9 1906 San Francisco and a possible future M 7.05 Hayward fault scenario earthquake. The show also features concepts of plate tectonics and mantle convection using images from LLNL's G3D global seismic tomography. This document describes the data that was provided to the CAS in support of production of the 'Earthquake' show. The CAS is located in Golden Gate Park, San Francisco and hosts over 1.6 million visitors. The Morrison Planetarium, within the CAS, is the largest all digital planetarium in the world. It features a 75-foot diameter spherical section projection screen tilted at a 30-degree angle. Six projectors cover the entire field of view and give a three-dimensional immersive experience. CAS shows strive to use scientifically accurate digital data in their productions. The show, entitled simply 'Earthquake', will debut on 26 May 2012. They are working on graphics and animations based on the same data sets for display on LLNL powerwalls and flat-screens as well as for public release.

This report analyzes the legal issues associated with the President's asserted exercise of his Recess Appointments Clause power on January 4, 2012. The report begins with a general legal overview of the Recess Appointment Clause. This is followed by an analysis of two legal principles, standing and the political question doctrine, which may impede a reviewing court from reaching the merits of a potential legal challenge to the appointments.

This report reviews those legal issues. First, it suggests that legislation related to cross-border facility permitting is unlikely to raise significant constitutional questions, despite the fact that such permits have traditionally been handled by the executive branch alone pursuant to its constitutional "foreign affairs" authority. Next, it observes generally that state oversight of pipeline siting decisions does not appear to violate existing federal law or the Constitution. Finally, the report suggests that State Department's implementation of the existing authority to issue presidential permits appears to allow for judicial review of its National Environmental Policy Act determinations.

Report that describes the general nature of the biofuels RFS and its implementation, outlines some of the emerging issues related to the sustainability of the continued growth in U.S. biofuels production needed to fulfill the expanding RFS mandate, and the emergence of potential unintended consequences of this rapid expansion.

As part of the effort to increase the number of ions per bunch in RHIC, a new scheme for RF capture of EBIS ions in Booster at injection has been developed. The scheme was proposed by M. Blaskiewicz and J.M. Brennan. It employs a barrier bucket to hold a half turn of beam in place during capture into two adjacent harmonic 4 buckets. After acceleration, this allows for 8 transfers of 2 bunches from Booster into 16 buckets on the AGS injection porch. During the Fall of 2011 the necessary hardware was developed and implemented by the RF and Controls groups. The scheme is presently being commissioned by K.L. Zeno with Au32+ ions from EBIS. In this note we carry out simulations of the RF capture. These are meant to serve as benchmarks for what can be achieved in practice. They also allow for an estimate of the longitudinal emittance of the bunches on the AGS injection porch.

In order to comply with the Waste Acceptance Specifications in Sludge Batch 6 (Macrobatch 7), Savannah River National Laboratory personnel performed characterization analyses on the Defense Waste Processing Facility (DWPF) pour stream glass sample collected while filling canister S03472. This report summarizes results of the characterization, which indicate that the DWPF produced glass that is significantly more durable than the Environmental Assessment glass. Results and further details are documented in 'Analysis of DWPF Sludge Batch 6 (Macrobatch 7) Pour Stream Glass Samples,' SRNL-STI-2011-00555.

The objective of this paper is to investigate the transport of uranium oxide particles that may be present in carbon dioxide (CO2) gas coolant, into the graphite blocks of gas-cooled, graphite moderated reactors. The transport of uranium oxide in the coolant system, and subsequent deposition of this material in the graphite, of such reactors is of interest because it has the potential to influence the application of the Graphite Isotope Ratio Method (GIRM). The GIRM is a technology that has been developed to validate the declared operation of graphite moderated reactors. GIRM exploits isotopic ratio changes that occur in the impurity elements present in the graphite to infer cumulative exposure and hence the reactor’s lifetime cumulative plutonium production. Reference Gesh, et. al., for a more complete discussion on the GIRM technology.
