Colombia: Issues for Congress

This report provides an overview of recent political developments in Colombia. It reviews the administration of President Uribe (2002-2010), continuing into the election of President Juan Manuel Santos and his first months in office. The report then provides background on the longstanding conflict with internal armed groups that has marked Colombia’s modern development, examining the roots of the conflict and its major actors as well as their present status. The report considers ongoing challenges such as human rights, demobilization and displacement, drug trends, and Colombia’s regional relations. It outlines the National Consolidation Plan which updates Plan Colombia with a whole-of-government approach to eliminate the insurgency, and it describes the U.S.-Colombia Defense Cooperation Agreement. The report raises some of the major policy issues that the U.S. Congress has had, and will continue to pursue, in relation to U.S.-Colombia policy, such as the pending U.S.-Colombia Free Trade Agreement.

Vulnerable Youth: Background and Policies

This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of "disconnectedness," as well as the protective factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus.

Charitable Contributions: The Itemized Deduction Cap and Other FY2011 Budget Options

The Administration's 2010 and 2011 budget outlines contain a proposal to cap the value of itemized deductions at 28%, for high-income taxpayers. In the 2010 proposal, the expected revenue was dedicated to addressing health care issues; as other sources are expected to finance health care, the proposal is now part of the increased taxes on upper-income taxpayers. This report contains information on the comparisons to past tax changes, estimated effects on aggregate charitable giving, effects by types of charitable objectives, estate tax issues, historical changes in the estate tax, effects of changes in the estate tax by types of charitable objectives, policy options, and related information and figures.

FY2011 funding levels were not enacted in the 111th Congress. Thus, the debate over FY2011 appropriations has continued into the 112th Congress. This report is intended to facilitate comparison of three key spending proposals for FY2011-the Administration's budget request, H.R. 1, and S.Amdt. 149 to H.R. 1-to FY2010 enacted funding levels. The report begins with a brief analysis of how each proposal may impact the federal budget deficit. The bulk of the report consists of a funding table that details the recommended appropriations in these proposals, by subcommittee and bill title, and compares them with FY2010 appropriations.
