Annual Hanford Seismic Report for Fiscal Year 2003

This report describes the seismic activity in and around the Hanford Site during Fiscal year 2003. Hanford Seismic Monitoring provides an uninterrupted collection of high-quality raw and processed seismic data from the Hanford Seismic Network for the U.S. Department of Energy and its contractors. Hanford Seismic Monitoring also locates and identifies sources of seismic activity and monitors changes in the historical pattern of seismic activity at the Hanford Site. The data are compiled, archived, and published for use by the Hanford Site for waste management, Natural Phenomena Hazards assessments, and engineering design and construction. In addition, the seismic monitoring organization works with the Hanford Site Emergency Services Organization to provide assistance in the event of a significant earthquake on the Hanford Site. The Hanford Seismic Network and the Eastern Washington Regional Network consist of 41 individual sensor sites and 15 radio relay sites maintained by the Hanford Seismic Monitoring staff. For the Hanford Seismic Network, there were 1,336 triggers during fiscal year 2003. Of these triggers, 590 were earthquakes. One hundred and one earthquakes of the 590 earthquakes were located in the Hanford Seismic Network area. The Environmental Protection Agency's FY2003 Budget

On April 9, 2001, the President requested $7.3 billion in discretionary budget authority for the Environmental Protection Agency (EPA) for FY2002, $512.0 million (or 7%) less than the FY2001 funding level of $7.8 billion. The request would not have continued funding of about $500 million for activities earmarked for FY2001, and contained provisions shifting more enforcement responsibilities to the states. Popular wastewater infrastructure funding, state roles, and the future of Superfund were some of the predominant topics. On July 17, the House Appropriations Committee recommended $7.545 billion,$229 million more than requested (H.R. 2620, H. Rept. 107-159).

Technology Transfer to U.S. Independent Oil and Natural Gas Producers: 2003

The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers to make timely, informed technology decisions. Functioning as a cohesive national organization, PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 3 Satellite Offices that encompass all of the oil- and natural gas-producing regions in the U.S. Active volunteer leadership from the Board and regional Producer Advisory Groups keeps activities focused on producer's needs. Technical expertise and personal networks of national and regional staff enable PTTC to deliver focused, technology-related information in a manner that is cost and time effective for independents. The organization effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy with matching state and industry funding, forming a unique partnership. This final report summarizes PTTC's accomplishments. In this final fiscal year of the contract, activities exceeded prior annual activity levels by significant percentages. Strategic planning implemented during the year is focusing PTTC's attention on changes that will bear fruit in the future. Networking and connections are increasing PTTC's sphere of influence with both producers and the service sector.
