Various circumstances influence crystallization in glassmaking, for example: (1) crystals nucleate and grow before the glass-forming melt occurs; (2) crystals grow or dissolve in flowing melt and during changing temperature; (3) crystals move under the influence of gravity; (4) crystals agglomerate and interact with gas bubbles; (5) high-level wastes (HLW) are mixtures of a large number of components in unusual proportions; (6) melter processing of HLW and the slow cooling of HLW glass in canisters provides an opportunity for a variety of crystalline forms to precipitate; (7) settling of crystals in a HLW glass melter may produce undesirable sludge at the melter bottom; and (8) crystallization of the glass product may increase, but also ruin chemical durability. The conclusions are: (1) crystal growth and dissolution typically proceed in a convective medium at changing temperature; (2) to represent crystallization or dissolution the kinetics must be expressed in the form of rate equations, such as dC/dt = f(C,T) and the temperature dependence of kinetic coefficients and equilibrium concentrations must be accounted for; and (3) non-equilibrium phenomena commonly occur - metastable crystallization, periodic distribution of crystals; and dendritic crystal growth.

Accident and Off Normal Response and Recovery from Multi Canister Overpack (MCO) Processing Events

In the process of removing spent nuclear fuel (SNF) from the K Basins through its subsequent packaging, drymg, transportation and storage steps, the SNF Project must be able to respond to all anticipated or foreseeable off-normal and accident events that may occur. Response procedures and recovery plans need to be in place, personnel training established and implemented to ensure the project will be capable of appropriate actions. To establish suitable project planning, these events must first be identified and analyzed for their expected impact to the project. This document assesses all off-normal and accident events for their potential cross-facility or Multi-Canister Overpack (MCO) process reversal impact. Table 1 provides the methodology for establishing the event planning level and these events are provided in Table 2 along with the general response and recovery planning. Accidents and off-normal events of the SNF Project have been evaluated and are identified in the appropriate facility Safety Analysis Report (SAR) or in the transportation Safety Analysis Report for Packaging (SARP). Hazards and accidents are summarized from these safety analyses and listed in separate tables for each facility and the transportation system in Appendix A, along with identified off-normal events. Simulation Data as Data Streams

Computational or scientific simulations are increasingly being applied to solve a variety of scientific problems. Domains such as astrophysics, engineering, chemistry, biology, and environmental studies are benefiting from this important capability. Simulations, however, produce enormous amounts of data that need to be analyzed and understood. In this overview paper, we describe scientific simulation data, its characteristics, and the way scientists generate and use the data. We then compare and contrast simulation data to data streams. Finally, we describe our approach to analyzing simulation data, present the AQSim (Ad-hoc Queries for Simulation data) system, and discuss some of the challenges that result from handling this kind of data.

Rapidity and species dependence of particle production at largetransverse momentum for d+Au collisions at psNN = 200 GeV

We determine rapidity asymmetry in the production of charged pions, protons and anti-protons for large transverse momentum (p{sub T}) for d+Au collisions at {radical}s{sub NN} = 200 GeV. The rapidity asymmetry is defined as the ratio of particle yields at backward rapidity (Au beam direction or -ve rapidity) to those at forward rapidity (d beam direction or +ve rapidity). The identified hadrons are measured in the rapidity regions |y| < 0.5 and 0.5 < |y| < 1.0 for the p{sub T} range 2.5 < p{sub T} < 10 GeV/c. We observe significant rapidity asymmetry for charged pion and proton+anti-proton production in both rapidity regions. The asymmetry is larger for 0.5 < |y| < 1.0 than for |y| < 0.5 and is almost independent of particle type. The measurements are compared to various model predictions employing multiple scattering, energy loss, nuclear shadowing, saturation effects, and recombination, and also to a phenomenological parton model. We find that asymmetries are sensitive to model parameters and show model-preference. The rapidity dependence of {pi}{sup -}/{pi}{sup +} and {bar p}/p ratios in peripheral d+Au and forward neutron-tagged events are used to study the contributions of valence quarks and gluons to particle production at high p{sub T}. …

A Comprehensive Study of Surface Chemistry for Application to Engine NOx Aftertreatment

This work focuses on developing a scientific understanding of the processes associated with NO{sub x} trap operation. NO{sub x} traps are the most advanced technology for achieving future emissions standards with diesel engines. Successful development of NO{sub x} traps will allow widespread use of diesel engines in light-duty vehicles, reducing oil imports by as much as 60%. Diesel engines have a high efficiency and low maintenance that makes them the ideal choice for transportation applications. Use of diesel engines in all light-duty vehicles would reduce oil consumption in the USA by 30% and oil imports by 60%, considerably improving our energy security. For heavy trucks, there is no viable alternative to diesel engines. Only diesel engines can provide the necessary high efficiency and long life. These benefits are offset by high emission of pollutants. Diesel engines have high emissions of NO{sub x} and particulate matter. Over the last 20 years, EPA has been reducing allowable emissions from diesel engines, and NO{sub x} emissions are scheduled to be cut by a factor of 10 over the next 7 years. The target NO{sub x} emissions for year 2010 is 0.20 g/hp-hr. This value is well below 1 g/hp-hr, which has been identified …

Education Vouchers: Constitutional Issues and Cases

This report details the constitutional standards that currently apply to indirect aid programs and summarizes all of the pertinent state and federal court decisions, including the Ohio case that will be heard by the Supreme Court. On September 25, 2001, the Supreme Court agreed to review a case raising the controversial issue of the constitutionality of education vouchers. In Zelman v. Simmons-Harris the Sixth Circuit held Ohio’s Pilot Scholarship Program, which provided up to $2500 to help low-income students in Cleveland’s public schools attend private schools in the city, to violate the establishment of religion clause of the First Amendment.

This dissertation consists of two closely related parts: theory development and coding of correlation effects in a model potential for solvation, and study of solvent effects on chemical reactions and processes. The effective fragment potential (EFP) method has been re-parameterized, using density functional theory (DFT), more specifically, the B3LYP functional. The DFT based EFP method includes short-range correlation effects; hence it is a first step in incorporating the treatment of correlation in the EFP solvation model. In addition, the gradient of the charge penetration term in the EFP model was derived and coded. The new method has been implemented in the electronic structure code GAMESS and is in use. Formulas for the dynamic dipole polarizability, C{sub 6} dispersion coefficient and dispersion energy were derived and coded as a part of a treatment of the dispersion interactions in the general solvation model, EFP2. Preliminary results are in good agreement with experimental and other theoretical data. The DFT based EFP (EFP1/DFT) method was used in the study of microsolvation effects on the S{sub N}2 substitution reaction, between chloride and methyl bromide. Three-pion Hanbury-Brown-Twiss correlations in relativistic heavy-ion collisions from the STAR experiment

Data from the first physics run at the Relativistic Heavy-Ion Collider at Brookhaven National Laboratory, Au+Au collisions at {radical}s{sub NN} = 130 GeV, have been analyzed by the STAR Collaboration using three-pion correlations with charged pions to study whether pions are emitted independently at freezeout. We have made a high-statistics measurement of the three-pion correlation function and calculated the normalized three-particle correlator to obtain a quantitative measurement of the degree of chaoticity of the pion source. It is found that the degree of chaoticity seems to increase with increasing particle multiplicity.

Quarterly Progress Report - Biological Monitoring Program for East Fork Poplar Creek

In May 1985, a National Pollutant Discharge Elimination System (NPDES) permit was issued for the Oak Ridge Y-12 National Security Complex (formerly the Oak Ridge Y-12 Plant). As a condition of the permit, a Biological Monitoring and Abatement Program (BMAP) was developed to demonstrate that the effluent limitations established for the Y-12 Complex protect the classified uses of the receiving stream (East Fork Poplar Creek; EFPC), in particular, the growth and propagation of aquatic life (Loar et al. 1989). A second objective of the BMAP is to document the ecological effects resulting from the implementation of a water pollution control program designed to eliminate direct discharges of wastewaters to EFPC and to minimize the inadvertent release of pollutants to the environment. Because of the complex nature of the discharges to EFPC and the temporal and spatial variability in the composition of the discharges, a comprehensive, integrated approach to biological monitoring was developed. A new permit was issued to the Y-12 Complex on April 28, 1995 and became effective on July 1, 1995. Biological monitoring continues to be required under the new permit. Imaging the molecular dynamics of dissociative electron attachment to water

Momentum imaging experiments on dissociative electron attachment to the water molecule are combined with ab initio theoretical calculations of the angular dependence of the quantum mechanical amplitude for electron attachment to provide a detailed picture of the molecular dynamics of dissociation attachment via the two lowest energy Feshbach resonances. The combination of momentum imaging experiments and theory can reveal dissociation dynamics for which the axial recoil approximation breaks down and thus provides a powerful reaction microscope for DEA to polyatomics.

At the 1994 Summit of the Americas, 34 hemispheric democracies agreed to create a “Free Trade Area of the Americas” (FTAA) no later than 2005. If created, the FTAA would be a $13 trillion market of 34 countries (Cuba is not included) and nearly 800 million people. The population alone would make it the largest free trade area in the world with nearly twice the 450 million population of the now 25-nation European Union. In the nearly ten years following the 1994 summit, Western Hemisphere trade ministers have met eight times to advance the negotiating process. At the last ministerial held from November 17- 20 2003 in Miami, ministers agreed to a declaration that set a September 2004 deadline for the market access talks, created a two-tiered FTAA structure, and reaffirmed countries’ commitment to complete the entire FTAA by January 2005.

Computer Modeling of Flow, Thermal Condition and Ash Deposition in a Hot-Gas Filtration Device

The objective of the present study is to develop a computational model for simulating the gas flow, thermal condition and ash transport and deposition pattern in the hot-gas filtration systems. The computational model is to provide a virtual tool for design and operation modifications. Particular attention is given to the Particle Control Device (PCD) at the Power Systems Development Facility (PSDF) in Wilsonville, Alabama. For evaluation of gas velocity and temperature field in the vessel, the FLUENT commercial CFD computer code is used. Ash particle transport and deposition pattern was analyzed with the Lagrangian particle tracking approach.

Final Technical Report ARM DOE Grant #DE-FG02-03ER63520 Parameterizations of Shortwave Radiactive Properties of Broken Clouds from Satellite and Ground-Based Measurements

This study used DOE ARM data and facilities to: 1) study macroscopic properties of continental stratus clouds at SGP and the factors controlling these properties, 2) develop a scientific basis for understanding the pocesses responsible for the formation of boundary layer clouds using ARM observations in conjunction with simple parametric models and LES, and 3) evaluate cumulus cloud characteristics retrieved retrieved from the MMCR operating at TWP-Nauru. In addition we have used high resolution 94 GHz observations of boundary layer clouds and precipitation to: 1)develop techniques for using high temporal resolution Doppler velocities to study large-eddy circulations and turbulence in boundary layer clouds and estimate the limitations of using current and past MMCR data for boundary layer cloud studies, 2) evaluate the capability and limitation of the current MMCR data for estimating reflectivity, vertical velocities, and spectral under low-signal-to-noise conditions associated with weak non-precipitating clouds, 3) develop possible sampling modes for the new MMCR processors to allow for adequate sampling of boundary layer clouds, and 4) retrieve updraft and downdraft structures under precipitating conditions.

Supersymmetric and Kaluza-Klein Particles Multiple Scattering in the Earth

Neutrino telescopes with cubic kilometer volume have the potential to discover new particles. Among them are next to lightest supersymmetric (NLSPs) and next to lightest Kaluza-Klein (NLKPs) particles. Two NLSPs or NLKPs will transverse the detector simultaneously producing parallel charged tracks. The track separation inside the detector can be a few hundred meters. As these particles might propagate a few thousand kilometers before reaching the detector, multiple scattering could enhance the pair separation at the detector. We find that the multiple scattering will alter the separation distribution enough to increase the number of NLKP pairs separated by more than 100 meters (a reasonable experimental cut) by up to 46% depending on the NLKP mass. Vertical upcoming NLSPs will have their separation increased by 24% due to multiple scattering.

ANL/CRIEPI collaborative program for evaluation of irradiated EBR-II stainless steels.

The objective of this collaboration between Argonne National Laboratory (ANL) and the Central Research Institute of Electric Power Industry (CRIEPI) is to evaluate the effects of long-term, low-dose neutron exposure on the mechanical properties, dimensional stability, and associated microstructural changes of reactor structural materials. ANL believes that material data obtained from components irradiated in EBR-II provide valuable information that is useful for LWR plant life extension. CRIEPI is currently conducting research on many aspects of materials aging of LWR components including irradiation damage. Therefore, ANL and CRIEPI have decided to perform the following joint work, which is of interest to both laboratories and continues the collaborative relationship between the two labs. The program was initiated in February of 1999. Samples were taken from two separate subassemblies, designated S1951 and S1952. These subassemblies were constructed of 20% cold-worked Type 316 stainless steel. The samples from these subassemblies were irradiated at temperatures from 371-390 C to doses up to 56 dpa. The examinations in this program included: immersion density, microhardness, microstructure, and tensile properties. The material history, test plan, results of measurements, and discussion of results are included in this report.
