One of the central challenges facing visualization research is how to effectively enable knowledge discovery. An effective approach will likely combine application architectures that are capable of running on today?s largest platforms to address the challenges posed by large data with visual data analysis techniques that help find, represent, and effectively convey scientifically interesting features and phenomena.

The aim of this study was to develop and inexpensive manufacturing process for deposition of functionally graded thin films of LSM oxides with porosity graded microstructures for use as IT-SOFCs cathode. The spray pyrolysis method was chosen as a low-temperature processing technique for deposition of porous LSM films onto dense YXZ substrates. The effort was directed toward the optimization of the processing conditions for deposition of high quality LSM films with variety of morphologies in the range of dense to porous microstructures. Results of optimization studies of spray parameters revealed that the substrate surface temperature is the most critical parameter influencing the roughness and morphology, porosity, cracking and crystallinity of the film.

The National Marine Fisheries Service (NMFS) listed Lower Columbia River (LCR) chum salmon as threatened under the Endangered Species Act (ESA) in March, 1999 (64 FR 14508, March 25, 1999). The listing was in response to the reduction in abundance from historical levels of more than one-half million returning adults to fewer than 10,000 present-day spawners. Harvest, habitat degradation, changes in flow regimes, riverbed movement and heavy siltation have been largely responsible for this decline. The timing of seasonal changes in river flow and water temperatures is perhaps the most critical factor in structuring the freshwater life history of this species. This is especially true of the population located directly below Bonneville Dam, where hydropower operations can block access to spawning sites, dewater redds, strand fry, cause scour or fill of redds and increase sedimentation of spawning gravels. Prior to 1997, only two chum salmon populations were recognized as genetically distinct in the Columbia River, although spawning had been documented in many Lower Columbia River tributaries. This report outlines Pakistan's nuclear arsenal and continued fissile material production for weapons. Pakistan does not have a stated nuclear policy but its "minimum credible deterrent" is thought to be primarily a deterrent to Indian military action. Pakistani and US officials argue that Islamabad has taken a number of steps to prevent further proliferation of nuclear related technologies. In March of 1944 he was sent for airborne training at Camp Claiborne, Louisiana. He fought with the 84th Infantry Division in Germany and Belgium, pushing forward from Geilenkirchen, Germany in November, 1944 to Schnackenburg, Germany and ultimately contacting the Russian Army on the Elbe River in April, 1945. O'Malley spoke fluent German and served as an Army interpreter. He was honorably discharged in 1946.

In the post 6M era, radioactive materials package users are faced with the disciplined operations associated with use of Certified Type B packagings. Many DOE, commercial and academic programs have a requirement to ship and/or store small masses of poorly characterized or unspecified radioactive material. For quantities which are small enough to be fissile exempt and have low radiation levels, the materials could be transported in a package which provides the required containment level. Because their Chalfant type containment vessels meet the highest standard of containment (helium leak-tight), the 9975, 9977, and 9978 are capable of transporting any of these contents. The issues associated with certification of a high-integrity, general purpose package for shipping small quantities of unspecified radioactive material are discussed and certification of the packages for this mission is recommended.

It is estimated that nearly 170 million individuals have employer-based health coverage. As part of a comprehensive health care reform effort, there has been support (including from the Obama Administration) in enacting comprehensive health insurance reform that retains the employer-based system. This report presents selected legal considerations inherent in amending two of the primary federal laws governing employer-sponsored health care: the Employee Retirement Income Security Act (ERISA) and the Internal Revenue Code (IRC).

A letter report issued by the Government Accountability Office with an abstract that begins "The United States Coast Guard's Administrative Law Judge (ALJ) program is designed to, among other things, promote safety at sea while protecting mariners' rights and is composed of judges whose duties include presiding over cases involving mariners' credentials. If a mariner does not meet certain requirements related to safety and security at sea, Coast Guard investigative officers are to serve the mariner with a complaint that lists the allegation(s) and initiate proceedings that can result in the mariner's credential being suspended or revoked. GAO was asked to review elements of the ALJ program and this report addresses (1) the extent to which the ALJ program contains elements designed to foster the decisional independence of ALJs, (2) the extent to which the ALJ program includes protections for mariners and whether complaints and decisions include elements required by program regulations, and (3) the outcome of mariner suspension and revocation cases in recent years. To conduct this study, GAO analyzed the laws, regulations, and policies governing the ALJ program. A letter report issued by the Government Accountability Office with an abstract that begins "The concurrent implementation of several major Department of Defense (DOD) force structure and infrastructure initiatives has stressed the ability of traditional military construction to provide enough permanent living and working space for servicemembers and other DOD personnel. As a result, the services are using some movable--or relocatable--facilities as barracks, administrative offices, medical facilities, dining halls, and equipment maintenance facilities to meet short-term needs. In Senate Report 110-77, the Senate Committee on Armed Services directed GAO to review the subject. This report assesses the extent to which (1) the Office of the Secretary of Defense (OSD) is providing oversight of the services' use of relocatable facilities to meet physical infrastructure needs, and (2) DOD has a strategy for managing such facilities. GAO assessed data reported to OSD on relocatable use and cost as well as visited seven defense installations selected from those identified as having a sizeable number of relocatable facilities."
