3 GeV Injector Design Handbook

This Design Handbook is intended to be the main reference book for the specifications of the 3 GeV SPEAR booster synchrotron project. It is intended to be a consistent description of the project including design criteria, key technical specifications as well as current design approaches. Since a project is not complete till it's complete changes and modifications of early conceptual designs must be expected during the duration of the construction. Therefore, this Design Handbook is issued as a loose leaf binder so that individual sections can be replaced as needed. Each page will be dated to ease identification with respect to latest revisions. At the end of the project this Design Handbook will have become the 'as built' reference book of the injector for operations and maintenance personnel.

The Air Force F-22 fighter, also known as the Raptor, is the world's most capable air-to-air combat aircraft. The administration wants to end F-22 procurement at 187 aircraft, and the administration's proposed FY2010 budget does not request funding for the procurement of additional F-22s in FY2010. The administration argues, among other things, that 187 F-22s will be sufficient in conjunction with other U.S. tactical aircraft. Assessment of Contribution of Contemporary Carbon Sources to Size-Fractionated Particulate Matter and Time-Resolved Bulk Particulate Matter Using the Measurement of Radiocarbon

This study was motivated by a desire to improve understanding of the sources contributing to the carbon that is an important component of airborne particulate matter (PM). The ultimate goal of this project was to lay a ground work for future tools that might be easily implemented with archived or routinely collected samples. A key feature of this study was application of radiocarbon measurement that can be interpreted to indicate the relative contributions from fossil and non-fossil carbon sources of atmospheric PM. Size-resolved PM and time-resolved PM{sub 10} collected from a site in Sacramento, CA in November 2007 (Phase I) and March 2008 (Phase II) were analyzed for radiocarbon and source markers such as levoglucosan, cholesterol, and elemental carbon. Radiocarbon data indicates that the contributions of non-fossil carbon sources were much greater than that from fossil carbon sources in all samples. Radiocarbon and source marker measurements confirm that a greater contribution of non-fossil carbon sources in Phase I samples was highly likely due to residential wood combustion. The present study proves that measurement of radiocarbon and source markers can be readily applied to archived or routinely collected samples for better characterization of PM sources. Building Commissioning: A Golden Opportunity for Reducing Energy Costs and Greenhouse-gas Emissions

The aim of commissioning new buildings is to ensure that they deliver, if not exceed, the performance and energy savings promised by their design. When applied to existing buildings, commissioning identifies the almost inevitable 'drift' from where things should be and puts the building back on course. In both contexts, commissioning is a systematic, forensic approach to quality assurance, rather than a technology per se. Although commissioning has earned increased recognition in recent years - even a toehold in Wikipedia - it remains an enigmatic practice whose visibility severely lags its potential. Over the past decade, Lawrence Berkeley National Laboratory has built the world's largest compilation and meta-analysis of commissioning experience in commercial buildings. Since our last report (Mills et al. 2004) the database has grown from 224 to 643 buildings (all located in the United States, and spanning 26 states), from 30 to 100 million square feet of floorspace, and from $17 million to $43 million in commissioning expenditures. The recorded cases of new-construction commissioning took place in buildings representing $2.2 billion in total construction costs (up from 1.5 billion). Columbia River Hatchery Reform System-Wide Report.

The US Congress funded the Puget Sound and Coastal Washington Hatchery Reform Project via annual appropriations to the US Fish and Wildlife Service (USFWS) beginning in fiscal year 2000. Congress established the project because it recognized that while hatcheries have a necessary role to play in meeting harvest and conservation goals for Pacific Northwest salmonids, the hatchery system was in need of comprehensive reform. Most hatcheries were producing fish for harvest primarily to mitigate for past habitat loss (rather than for conservation of at-risk populations) and were not taking into account the effects of their programs on naturally spawning populations. With numerous species listed as threatened or endangered under the Endangered Species Act (ESA), conservation of salmon in the Puget Sound area was a high priority. Genetic resources in the region were at risk and many hatchery programs as currently operated were contributing to those risks. Central to the project was the creation of a nine-member independent scientific review panel called the Hatchery Scientific Review Group (HSRG). COMBINED RETENTION OF MOLYBDENUM AND SULFUR IN SIMULATED HIGH LEVEL WASTE GLASS

This study was undertaken to investigate the effect of elevated sulfate and molybdenum concentrations in nuclear waste glasses. A matrix of 24 glasses was developed and the glasses were tested for acceptability based on visual observations, canister centerline-cooled heat treatments, and chemical composition analysis. Results from the chemical analysis of the rinse water from each sample were used to confirm the presence of SO{sup 2-}{sub 4} and MoO{sub 3} on the surface of glasses as well as other components which might form water soluble compounds with the excess sulfur and molybdenum. A simple, linear model was developed to show acceptable concentrations of SO{sub 4}{sup 2-} and MoO{sub 3} in an example waste glass composition. This model was constructed for scoping studies only and is not ready for implementation in support of actual waste vitrification. Several other factors must be considered in determining the limits of sulfate and molybdenum concentrations in the waste vitrification process, including but not limited to, impacts on refractory and melter component corrosion, effects on the melter off-gas system, and impacts on the chemical durability and crystallization of the glass product.

Considerations for Contractile Electroactive Polymeric Materials and Actuators

Ras Labs produces electroactive polymer (EAP) based materials and actuators that bend, swell, ripple and now contract (new development) with low electric input. This is an important attribute because of the ability of contraction to produce life-like motion. The mechanism of contraction is not well understood. Radionuclide-labeled experiments were conducted to follow the movement of electrolytes and water in these EAPs when activated. Extreme temperature experiments were performed on the contractile EAPs with very favorable results. One of the biggest challenges in developing these actuators, however, is the electrode-EAP interface because of the pronounced movement of the EAP. Plasma treatments of metallic electrodes were investigated in order to improve the attachment of the embedded electrodes to the EAP material. Surface analysis, adhesive testing, and mechanical testing were conducted to test metal surfaces and metal-polymer interfaces. The nitrogen plasma treatment of titanium produced a strong metal-polymer interface; however, oxygen plasma treatment of both stainless steel and titanium produced even stronger metal-polymer interfaces. Plasma treatment of the electrodes allows for the embedded electrodes and the EAP material of the actuator to work and move as a unit, with no detachment, by significantly improving the metal-polymer interface.
