401(k) Plans: Policy Changes Could Reduce the Long-term Effects of Leakage on Workers' Retirement Savings
A letter report issued by the Government Accountability Office with an abstract that begins "Under federal regulations, 401(k) participants may tap into their accrued retirement savings before retirement under certain circumstances, including hardship. This "leakage" from 401(k) accounts can result in a permanent loss of retirement savings. GAO was asked to analyze (1) the incidence, amount, and relative significance of the different forms of 401(k) leakage; (2) how plans inform participants about hardship withdrawal provisions, loan provisions, and options at job separation, including the short- and long-term costs of each; and (3) how various policies may affect the incidence of leakage. To address these matters, GAO analyzed federal and 401(k) industry data and interviewed federal officials, pension experts, and plan administrators responsi- ble for managing the majority of 401(k) participants and assets."

2008 Co2 Assimilation in Plants: Genome to Biome Gordon Research Conference - August 17-22
Formerly entitled 'CO2 Fixation and Metabolism in Green Plants', this long-standing Gordon Research Conference has been held on a triennial basis since 1976. In 1990 the participants decided to alternate between sites in the U.S. and outside the U.S. The 2005 conference was held in Europe at the Centre Paul Langevin in Aussois, France, so the 2008 conference returns to a U.S. site - the University of New England in Biddeford, Maine. The 2008 conference covers basic plant research related to photosynthesis and the subsequent regulation and engineering of carbon assimilation. Approaches that range from post-genomic technologies and systems biology, through to fundamental biochemistry, physiology and molecular biology are integrated within ecological and agronomic contexts. As such, the meeting provides the rare opportunity of a single venue for discussing all aspects of the 'carbon-side' of photosynthesis - from genome to biome. The 2008 conference will include an emphasis on the central role of carbon assimilation by plants for developing new sources of bioenergy and for achieving a carbon-neutral planet. 2009 Epigenetics Gordon Research Conference (August 9 - 14, 2009)
Epigenetics refers to the study of heritable changes in genome function that occur without a change in primary DNA sequence. The 2009 Gordon Conference in Epigenetics will feature discussion of various epigenetic phenomena, emerging understanding of their underlying mechanisms, and the growing appreciation that human, animal, and plant health all depend on proper epigenetic control. Special emphasis will be placed on genome-environment interactions particularly as they relate to human disease. Towards improving knowledge of molecular mechanisms, the conference will feature international leaders studying the roles of higher order chromatin structure, noncoding RNA, repeat elements, nuclear organization, and morphogenic evolution. Traditional and new model organisms are selected from plants, fungi, and metazoans.

Parasitic losses due to hybrid sodium battery thermal management do not significantly reduce the fuel saving benefits of the hybrid locomotive. Optimal thermal management trajectories were converted into realizable algorithms which were robust and gave excellent performance to limit thermal excusions and maintain fuel savings.

Ab initio no core calculations of light nuclei and preludes to Hamiltonian quantum field theory
Recent advances in ab initio quantum many-body methods and growth in computer power now enable highly precise calculations of nuclear structure. The precision has attained a level sufficient to make clear statements on the nature of 3-body forces in nuclear physics. Total binding energies, spin-dependent structure effects, and electroweak properties of light nuclei play major roles in pinpointing properties of the underlying strong interaction. Eventually,we anticipate a theory bridge with immense predictive power from QCD through nuclear forces to nuclear structure and nuclear reactions. Light front Hamiltonian quantum field theory offers an attractive pathway and we outline key elements.

Accident versus Essence: Investigating the Relationship Among Information Systems Development and Requirements Capabilities and Perceptions of Enterprise Architecture
Information systems (IS) are indelibly linked to the global economy and are indispensable to society and organizations. Despite the decisive function of IS in organizations today, IS development problems continue to plague organizations. The failure to get the system requirements right is considered to be one of the primary, if not the most significant, reasons for this high IS failure rate. Getting requirements right is most notably identified with Frederick Brooks' contention that requirements are the essence of what IT professionals do, all the rest being accidents or risk management. However, enterprise architecture (EA) may also provide the discipline to bridge the gap between effective requirements, organizational objectives, and the actual IS implementations. The intent of this research is to examine the relationship between IS development capabilities and requirements analysis and design capabilities within the context of enterprise architecture. To accomplish this, a survey of IT professionals within the Society for Information Management (SIM) was conducted. Results indicate support for the hypothesized relationship between IS development and requirements capabilities. The hypothesized relationships with the organizational demographics were not supported nor was the hypothesized positive relationship between requirements capabilities and EA perceptions. An Account of Oak Ridge National Laboratory's Thirteen Research Reactors
The Oak Ridge National Laboratory has built and operated 13 nuclear reactors in its 66-year history. The first was the graphite reactor, the world's first operational nuclear reactor, which served as a plutonium production pilot plant during World War II. It was followed by two aqueous-homogeneous reactors and two red-hot molten-salt reactors that were parts of power-reactor development programs and by eight others designed for research and radioisotope production. One of the eight was an all-metal fast burst reactor used for health physics studies. All of the others were light-water cooled and moderated, including the famous swimming-pool reactor that was copied dozens of times around the world. Two of the reactors were hoisted 200 feet into the air to study the shielding needs of proposed nuclear-powered aircraft. The final reactor, and the only one still operating today, is the High Flux Isotope Reactor (HFIR) that was built particularly for the production of californium and other heavy elements. With the world's highest flux and recent upgrades that include the addition of a cold neutron source, the 44-year-old HFIR continues to be a valuable tool for research and isotope production, attracting some 500 scientific visitors and guests to Oak Ridge each year. …

Accretion onto the first stellar mass black holes
The first stars, forming at redshifts z > 15 in minihalos with M {approx} 10{sup 5-6} M{sub {circle_dot}} may leave behind remnant black holes, which could conceivably have been the 'seeds' for the supermassive black holes observed at z {approx}< 7. We study remnant black hole growth through accretion, including for the first time the radiation emitted due to accretion, with adaptive mesh refinement cosmological radiation-hydrodynamical simulations. The effects of photo-ionization and heating dramatically affect the large-scale inflow, resulting in negligible mass growth. We compare cases with accretion luminosity included and neglected to show that accretion radiation drastically changes the environment within 100 pc of the black hole, increasing gas temperatures by an order of magnitude. Gas densities are reduced and further star formation in the same minihalo is prevented for the two hundred million years we followed. Without radiative feedback included most seed black holes do not gain mass as efficiently as has been hoped for in previous theories, implying that black hole remnants of Pop III stars in minihalos are not likely to be miniquasars. Most importantly, however, our calculations demonstrate that if these black holes are indeed accreting close to the Bondi-Hoyle rate with ten percent radiative …

African-American Parents' Nutritional Habits: Implications for the Prevention of Early Childhood Obesity.
This research study addressed the nutritional beliefs and habits of African-American parents of children aged 3 to 6 years old. Both quantitative and qualitative data collection methods were employed. Quantitative data was collected via the Comprehensive Feeding Practices Questionnaire as well as a demographic questionnaire. Qualitative data was collected from oral interviews conducted by the researcher. Seventy-five parents or guardians participated in the study. Findings for the research questions revealed the participants' beliefs about nutrition directly correlated with food they provided for their children and most believed nutrition rather than genetics played a role in their child(ren)'s weight. Furthermore, parents from lower income families consumed more home cooked meals per week and those with higher incomes did not consume more fast food per week. Food intake restriction and control in feeding was similar among all participants, regardless of restriction and control in feeding was similar among all participants, regardless of education or income level. Suggestions for future research were included.
