Iraq: U.S. Casualties
The following casualty data was compiled by the Department of Defense (DOD), as tallied from the agency's press release. Table 1 provides statistics on fatalities during Operation Iraqi Freedom, which began on March 19, 2003, and is ongoing, as well as on the number of fatalities since May 1, 2003, plus statistics on those wounded, but not killed, since March 19, 2003. More frequent updates are available at DOD's website at [http://www.defenselink.mil/news/] under "Casualty Update." China's Currency: A Summary of the Economic Issues
Many Members of Congress charge that China's policy of accumulating foreign reserves (especially U.S. dollars) to influence the value of its currency constitutes a form of currency manipulation intended to make its exports cheaper and imports into China more expensive than they would be under free market conditions. Although China made modest reforms to its currency policy in 2005, Members contend the forms have not gone far enough and have warned of potential legislative action. Military Base Closures: Cleanup of Contaminated Properties for Civilian Reuse
In 2005, the 109th Congress approved a new Base Realignment and Closure (BRAC) round. As the Department of Defense (DOD) implements the new round, issues for Congress include the pace and costs of closing and realigning the selected installations and the impacts on surrounding communities. The disposal of surplus property has stimulated interest among affected communities in how the land can be redeveloped to replace jobs lost as a result of the planned closures. Environmental contamination can limit the potential for economic redevelopment if the availability of funding or technological capabilities constrains the degree of cleanup needed to make the land suitable for its intended use.

Environmental Activities of the U.S. Coast Guard
The U.S. Coast Guard's (USCG's) environmental activities focus on prevention programs, accompanied by enforcement and educational activities. An important component is maritime oil spill prevention, which includes inspection of U.S. and foreign-flagged ships to ensure compliance with U.S. laws and international agreements, as well as reduce the impact of oil and hazardous substances spills. Another prevention effort, minimizing marine debris, addresses commercial items as well as trash from recreational fishing and boating.

U.S. Trade Deficit and the Impact of Rising Oil Prices
Petroleum prices rose sharply in the first half of 2008, at one time reaching more than $140 per barrel of crude oil. Since July, however, petroleum prices and import volumes have fallen at a historically rapid pace; in November, prices of crude oil fell below $55 per barrel. The fall in the cost of energy imports combined with the drop in import volumes as a result of the slowdown in economic activity has reversed the trend of rising energy imports costs and will sharply reduce the overall costs of U.S. energy imports for the rest of 2008. This report provides an estimate of the initial impact of the rising oil prices on the nation's merchandise trade deficit.

Health and Safety Concerns Over U.S. Imports of Chinese Products: An Overview
China is a major source of U.S. imports of consumer products (such as toys) and an increasingly important supplier of various food products. Reports of unsafe seafood, pet food, toys, tires, and other products imported from China over the past year or so have raised concern in the United States over the health, safety, and quality of imported Chinese products. The Special Inspector General for the Troubled Asset Relief Program (SIG TARP)
This report discusses the Special Inspector General provisions in the Emergency Economic Stabilization Act of 2008, H.R. 1424, which was enacted as P.L. 110-343 on October 3, 2008. This Act created a Special Inspector General (SIG) for the Troubled Asset Relief Program (TARP). This report will compare the duties and authorities of the SIG TARP to those of the Special Inspector General for Iraq Reconstruction (SIGIR) and the Special Inspector General for Afghanistan Reconstruction (SIGAR), as well as statutory IGs under the Inspector General Act of 1978, as amended (IG Act).

The False Claims Act, the Allison Engine Decision, and Possible Effects on Health Care Fraud Enforcement
The False Claims Act (FCA), an important tool for combating fraud against the U.S. government, generally provides that a person who knowingly submits, or causes to be submitted, a false or fraudulent claim for payment to the U.S. government may be subject to civil penalties and damages. This report provides an overview of the FCA and the Allison Engine decision, analyzes how this decision could affect certain FCA health care claims, and discusses the proposed False Claims Correction Acts (S. 2041 and H.R. 4854), which, if enacted, could limit the application of the Allison Engine decision.

"Fast Track" Parliamentary Procedures of the Emergency Economic Stabilization Act

Water Rights Related to Oil Shale Development in the Upper Colorado River Basin
Concerns over fluctuating oil prices and declining petroleum production worldwide have revived interest in oil shale as a potential resource. The Energy Policy Act of 2005 (P.L. 109-58) identified oil shale as a strategically important domestic resource and directed the Department of the Interior to promote commercial development. Oil shale development would require significant amounts of water, however, and water supply in the Colorado River Basin, where several oil shale reserves are located, is limited. This report will provide a brief overview of water rights in Colorado, Utah, and Wyoming, including changes that may be made to currently held water rights and the possibility for abandonment of unused water rights.

Iceland's Financial Crisis
On November 19, 2008, Iceland and the International Monetary Fund (IMF) finalized an agreement on a $6 billion economic stabilization program supported by a $2.1 billion loan from the IMF. Iceland's banking system had collapsed as a culmination of a series of decisions the banks made that left them highly exposed to disruptions in financial markets. The collapse of the banks also raises questions for U.S. leaders and others about supervising banks that operate across national borders, especially as it becomes increasingly difficult to distinguish the limits of domestic financial markets.

The World Bank's Clean Technology Fund (CTF)
The United States Treasury has led efforts to create a $10 billion Clean Technology Fund (CTF), located at the World Bank, to help fund deployment of clean technology to reduce greenhouse gas emissions in developing economies. The Bush administration has asked Congress to authorize and appropriate U.S. funding of $2 billion over three years (FY2009 to FY2011). While many Members of Congress have expressed support for the CTF, others have raised concerns, primarily with respect to whether the CTF should finance carbon-based energy projects. To date, Congress has not passed legislation authorizing or appropriating U.S. contributions to the Fund.

Gas Hydrates: Resource and Hazard
Solid gas hydrates are a potentially huge resource of natural gas for the United States. The U.S. Geological Survey estimated that there are about 85 trillion cubic feet (TCF) of technically recoverable gas hydrates in northern Alaska. Gas hydrates are both a potential resource and a risk, representing a significant hazard to conventional oil and gas drilling and production operations. This report addresses the issue of cost and method of recovering potential gas hydrates, as well as the advantages and disadvantages of using gas hydrates as a potential energy source. Included is information on the Methane Hydrate Research and Development Act of 2000 and the Energy Policy Act of 2005.

The President-Elect: Succession and Disability Issues During the Transition Period
Procedures governing replacement of a President or Vice President-elect during the transition period depend on when the events that might lead to a temporary or permanent replacement occur. This report describes the general election process by which American voters directly choose members of the electoral college and indirectly choose the President and Vice President. This report also describes the so-called "lame duck" period between the election and the incoming President's inauguration, specifically regarding questions of disability or resignation by a President or Vice President-elect during this time.

Trends in Emissions of Ozone-Depleting Substances, Ozone Layer Recovery, and Implications for Ultraviolet Radiation Exposure
This Synthesis and Assessment Product (SAP 2.4) focuses on the Climate models. Depletion of the stratospheric ozone layer by human-produced ozone-depleting substances has been recognized as a global environmental issue for more than three decades, and the international effort to address the issue via the United Nations Montreal Protocol marked its 20-year anniversary in 2007. Scientific understanding underpinned the Protocol at its inception and ever since. As scientific knowledge advanced and evolved, the Protocol evolved through amendment and adjustment. Policy-relevant science has documented the rise, and now the beginning decline, of the atmospheric abundances of many ozone-depleting substances in response to actions taken by the nations of the world. Projections are for a return of ozone-depleting chemicals (compounds containing chlorine and bromine) to their "pre-ozone-depletion" (pre-1980) levels by the middle of this century for the midlatitudes; the polar regions are expected to follow suit within 20 years after that. Since the 1980s, global ozone sustained a depletion of about 5 percent in the midlatitudes of both the Northern Hemisphere and Southern Hemisphere, where most of the Earth's population resides; it is now showing signs of turning the corner towards increasing ozone. Lamar County Courthouse 1896 Cornerstone
Photograph of old Lamar County Courthouse cornerstone from the 1896 courthouse in down town Paris,Texas. The original courthouse burned in the 1916 city fire; this cornerstone is incorporated into the new, 1917 courthouse, which was built on the old foundation in a Classic Revival style. Sanguinet & Staats were the architects.
