A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense's (DOD) C-5 Galaxy and C-17 Globemaster III aircraft play key roles in transporting weapons and other cargo. Since September 2001, these aircraft have delivered over 2.4 million tons of cargo to staging and operating bases in Iraq and Afghanistan. Yet determining the number and mix to meet current and future airlift requirements has become increasingly challenging given distinct differences between the two aircraft. While the C-5 can carry more cargo, the newer C-17 is more flexible since it can deliver to forward-deployed bases and has a higher mission capable rate. GAO was asked to identify the impact C-5 modernization cost increases have had on the mix of aircraft; assess the current C-5 modernization cost estimate; and identify C-17 production plans and issues related to production line shutdown. To conduct its work, GAO reviewed options DOD considered to meet its current and future strategic airlift requirements, and evaluated C-5 modernization and C-17 production line shut down cost estimates."

A letter report issued by the Government Accountability Office with an abstract that begins "Competition between federal and private organizations to provide services--referred to as "competitive sourcing"--can be one way to help achieve greater efficiency in government. Under guidance from the Office of Management and Budget (OMB), competitive sourcing has been implemented at various executive branch agencies over the years. As required under the Consolidated Appropriations Act, 2008 and directed by House Report 110-231, this report examines the use of competitive sourcing at the Department of Labor (DOL). Specifically, GAO examined the comprehensiveness and reliability of DOL's performance and cost assessments in accordance with OMB and DOL guidance as well as the impact of competitive sourcing on certain DOL workers. To address these issues, GAO reviewed relevant statutes, guidance, reports and personnel actions; and interviewed OMB and DOL officials and 60 DOL staff, grouped by role, in four locations."

Correspondence issued by the Government Accountability Office with an abstract that begins "In January 2006, the Secretary of State announced major changes in the U.S. government's process for directing and managing foreign assistance programs in a reorganization and revision of operational procedures commonly known as the F Process. These changes were intended to ensure the effective use of U.S. foreign assistance to meet broad U.S. foreign policy objectives and more fully align programs carried out by the Department of State and the U.S. Agency for International Development (USAID). To administer the F Process, the Secretary created the new Office of the Director of U.S. Foreign Assistance (State/F) with a Director of Foreign Assistance (DFA), who carries the rank of Deputy Secretary of State and also serves concurrently as USAID Administrator. To support State and USAID planning, budgeting, and reporting of foreign assistance under these reforms, State/F developed two new data information systems, the Foreign Assistance Coordination and Tracking System (FACTS) and FACTS Info. Correspondence issued by the Government Accountability Office with an abstract that begins "On August 29, 2005, and in the ensuing days, Hurricanes Katrina, Rita, and Wilma devastated the Gulf Coast region of the United States. Hurricane Katrina alone affected more than a half million people located within approximately 90,000 square miles spanning Louisiana, Mississippi, and Alabama, ultimately resulted in over 1,600 deaths, and has spawned one of the largest natural disaster relief and recovery operations in U.S. history. Almost 3 years prior to the hurricanes, the Homeland Security Act of 2002 created the Department of Homeland Security (DHS) largely in response to the September 11, 2001, terrorist attacks. The Homeland Security Act merged 22 disparate agencies and organizations into the new department, including the Federal Emergency Management Agency (FEMA). The Homeland Security Act generally charged DHS with securing the homeland against terrorist attacks and carrying out the functions of all transferred entities, including acting as a focal point regarding natural and man-made crises and emergency planning. Hurricane Katrina severely tested disaster management at the federal, state, and local levels and revealed weaknesses in the basic elements of preparing for, responding to, and recovering from any catastrophic disaster. A letter report issued by the Government Accountability Office with an abstract that begins "About 43,000 people died and another 290,000 were seriously injured on the nation's roads in 2006. To reduce these numbers, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) nearly doubled funding for the Federal Highway Administration's (FHWA) Highway Safety Improvement Program (HSIP). SAFETEA-LU added requirements for states to develop strategic highway safety plans that include four key elements and to publicly report on at least the top 5 percent of hazardous locations on all of their public roads. The act also set aside funds for a legacy rail-highway crossing program and a new high-risk rural road program. As requested, GAO examined (1) states' implementation of HSIP following SAFETEA-LU, (2) HSIP results to date, and (3) FHWA's guidance and assistance to states. GAO analyzed plans from 25 states, including 19 randomly selected states and 6 states that GAO visited. GAO also interviewed FHWA and state safety officials."

A letter report issued by the Government Accountability Office with an abstract that begins "Agencies are allowed to raise pay caps for their Senior Executive Service (SES) members if the Office of Personnel Management (OPM) certifies and the Office of Management and Budget (OMB) concurs that their appraisal systems meet applicable criteria. As requested, this report examines selected agencies' policies and procedures for (1) factoring organizational performance into SES appraisal decisions, (2) making meaningful distinctions in SES performance and (3) building safeguards into SES systems. Also, this report examines OPM and OMB oversight in certifying the pay systems through their statutory roles. GAO selected six agencies based on mission, structure, and number of career SES variations. GAO analyzed the agencies' policies and fiscal year 2007 aggregate SES appraisal data and OPM guidance."

Today's 911 system is built on an infrastructure of analog technology that does not support many of the features that most Americans expect are part of an emergency response. Recognizing the importance of providing effective 911 service, Congress has passed three major bills supporting improvements in the handling of 911 emergency calls. This report includes a detailed overview of the 911 system, as well as related legislation and policies currently in consideration by Congress.

According to various estimates, the U.S. military sprayed approximately 11-12 million gallons of Agent Orange over nearly 10% of Vietnamese territory between 1961 and 1971. This report examines various estimates of the effects of Agent Orange on Vietnam's people and environment, the history of U.S. policy on the issue, the current clean-up efforts in Vietnam, the various forms of assistance -- including U.S. assistance -- provided to people with medical conditions associated with dioxin exposure, and the implications for bilateral relations. It concludes with a brief discussion of possible congressional responses to the issue.

Increasing militant activity in western Pakistan poses three key national security threats: an increased potential for major attacks against the United States itself; a growing threat to Pakistani stability; and a hindrance of U.S. efforts to stabilize Afghanistan. This report addresses this issue at length. It also describes the recent upsurge of militant activity on the Pakistani side of the Pakistan-Afghanistan border, as well as the general political climates of Pakistan and Afghanistan and their relationships with the United States.

Employer-provided health insurance is excluded from the determination of employees' federal income taxes, resulting in significant tax savings for many workers. The federal income tax exclusion -- the focus of this report -- is criticized for several reasons. These arguments about the exclusion merit careful consideration as Congress is starting to debate broad health care reform for the first time in 15 years. This report discusses this issue at length, including advantages and disadvantages to keeping the income tax inclusion as Congress undergoes the health policy reform process.

Iraq's political system, the result of a U.S.-supported election process, continues to be riven by sectarianism and ethnic and factional infighting. The Administration is optimistic that the passage of key laws in 2008, including a law to govern provincial elections to be held in early 2009, will sustain recent reductions in violence.

Twenty five glass compositions were selected for a Phase II study to assess the potential for reducing the conservatism in the nepheline discriminator. The glass compositions were restricted to regions that fell within the validation ranges of the DWPF PCCS models. In addition, the liquidus temperature model was used to restrict the glass compositions so that they could all be melted at the same temperature. The nepheline discriminator was used to force the glass compositions into regions where nepheline formation was predicted to occur. The glasses were fabricated in the laboratory and characterized for crystallization and chemical durability after both quenching and slow cooling. Chemical analysis showed that the fabricated glasses met the target compositions. Nepheline was identified in one of the quenched glasses and several of the CCC glasses. There was no clear relationship between the types of crystallization that occurred in a particular glass and its location on the Al{sub 2}O{sub 3}-Na{sub 2}O-SiO{sub 2} ternary diagram. A partitioning algorithm was used to identify trends in crystallization behavior based on glass composition. Generally, for the CCC glasses MnO influenced the crystallization of spinels and B{sub 2}O{sub 3} and SiO{sub 2} influenced the crystallization of nepheline. Measured durability responses varied …

The Hanford Waste Management Project Master Documented Safety Analysis (MDSA) (HNF-14741, 2003) identifies derived safety controls to prevent or mitigate the risks of a single-container deflagration during operations requiring moving, venting or opening transuranic (TRU)-waste containers. The issue is whether these safety controls are necessary for operations involving TRU-waste boxes that are being retrieved from burial at the Hanford Site. This paper investigates the potential for a deflagration hazard within these boxes and whether safety controls identified for drum deflagration hazards should be applied to operations involving these boxes. The study evaluates the accumulation of hydrogen and VOCs within the waste box and the transport of these gases and vapors out of the waste box. To perform the analysis, there were numerous and major assumptions made regarding the generation rate and the transport pathway dimensions and their number. Since there is little actual data with regards to these assumptions, analyses of three potential configurations were performed to obtain some indication of the bounds of the issue (the concentration of hydrogen or flammable VOCs within a waste box). A brief description of each of the three cases along with the results of the analysis is summarized.

Laboratory corrosion tests were conducted to investigate the corrosivity of moist plutonium oxide/chloride (PuO{sub 2}/Cl-) salt mixtures on 304L and 316L stainless steel coupons. The tests exposed flat coupons for pitting evaluation and 'teardrop' stressed coupons for stress corrosion cracking (SCC) evaluation at room temperature to various mixtures of PuO{sub 2} and chloride-bearing salts for periods up to 500 days. The two flat coupons were placed so that the solid oxide/salt mixture contacted about one half of the coupon surface. One teardrop coupon was placed in contact with solid mixture; the second teardrop was in contact with the headspace gas only. The mixtures were loaded with nominally 0.5 wt % water under a helium atmosphere. Observations of corrosion ranged from superficial staining to pitting and SCC. The extent of corrosion depended on the total salt concentration and on the composition of the salt. The most significant corrosion was found in coupons that were exposed to 98 wt % PuO{sub 2}, 2 wt % chloride salt mixtures that contained calcium chloride. SCC was observed in two 304L stainless steel teardrop coupons exposed in solid contact to a mixture of 98 wt % PuO{sub 2}, 0.9 wt % NaCl, 0.9 wt % …
