Financial Audit: Material Weaknesses in Internal Control over the Processes Used to Prepare the Consolidated Financial Statements of the U.S. Government

A letter report issued by the Government Accountability Office with an abstract that begins "For the past 11 years, since GAO's first audit of the consolidated financial statements of the U.S. government (CFS), certain material weaknesses in internal control and in selected accounting and financial reporting practices have prevented GAO from expressing an opinion on the CFS. GAO has consistently reported that the U.S. government did not have adequate systems, controls, and procedures to properly prepare the CFS. GAO's December 2007 disclaimer of opinion on the fiscal year 2007 accrual basis consolidated financial statements included a discussion of continuing control deficiencies related to the preparation of the CFS. The purpose of this report is to (1) provide details of continuing material weaknesses, (2) recommend improvements, and (3) provide the status of corrective actions taken to address the 81 open recommendations related to the preparation of the CFS that GAO reported in July 2007."

A letter report issued by the Government Accountability Office with an abstract that begins "Due to several simultaneous Department of Defense (DOD) force structure and basing initiatives, 20 installations are expecting a combined net growth of over 173,000 military and civilian personnel, not including family members and all contractors, over fiscal years 2006-2012. Although communities surrounding these installations can expect to realize economic benefits in the long term, DOD has identified these 20 to be substantially and seriously impacted in terms of being able to provide infrastructure to accommodate the growth. In response to the House report to the fiscal year 2007 defense appropriations bill, GAO (1) examined the extent to which communities affected by DOD's actions have identified their infrastructure needs, and (2) assessed DOD's efforts and those of other agencies to assist affected communities. GAO reviewed applicable directives and executive orders, surveyed the 20 growth communities, and met with community and agency officials to discuss growth issues."

A letter report issued by the Government Accountability Office with an abstract that begins "In January 2004, Congress established the Millennium Challenge Corporation (MCC) for foreign assistance. Eligible countries submit compact proposals for MCC funding for projects aimed at reducing poverty through economic growth. To assess the proposed compacts' likely impact, MCC performs economic analyses estimating the compacts' economic rate of return (ERR) and effects on income and poverty as well as the number of compact beneficiaries. MCC uses these analyses to inform its decisions to fund proposed compacts and to inform Congress and the public about its progress in achieving its mission of poverty reduction through economic growth. GAO was asked to examine MCC's projections of (1) ERR and (2) compacts' impact on income and poverty as well as numbers of beneficiaries. GAO reviewed MCC's stated impacts and analyses for four MCC compacts that represented 41 percent of MCC's compact assistance and met with MCC officials."

A letter report issued by the Government Accountability Office with an abstract that begins "The Small Business Administration's (SBA) Historically Underutilized Business Zone (HUBZone) program provides federal contracting assistance to small firms located in economically distressed areas, with the intent of stimulating economic development. Questions have been raised about whether the program is targeting the locations and businesses that Congress intended to assist. GAO was asked to examine (1) the criteria and process that SBA uses to identify and map HUBZone areas and the economic characteristics of such areas, (2) the mechanisms SBA uses to ensure that only eligible small businesses participate in the program, and (3) the actions SBA has taken to assess the results of the program and the extent to which federal agencies have met their HUBZone contracting goals. To address these objectives, GAO analyzed statutory provisions, as well as SBA, census, and contracting data, and interviewed SBA and other federal and local officials."

Testimony issued by the Government Accountability Office with an abstract that begins "U.S. government efforts to protect and enforce intellectual property (IP) rights domestically and overseas are crucial to preventing billions of dollars in losses to U.S. industry and IP rights owners. The illegal importation and distribution of IP-infringing goods also poses a threat to the health and safety of U.S. citizens. However, the challenges involved in IP protection are significant and require effective coordination among a wide range of policy and law enforcement agencies. Multiple agencies work to protect IP rights, and they coordinate their efforts through certain coordination bodies as well as an executive- branch strategy called the Strategy Targeting Organized Piracy (STOP). This testimony addresses two topics: the need for (1) greater leadership and permanence in the national IP enforcement strategy and coordination structure; and (2) improvement in key agencies' criminal IP enforcement data collection and analysis. It is based on prior GAO work conducted from 2003 to 2008."

Long-Term Fiscal Outlook: Long-Term Federal Fiscal Challenge Driven Primarily by Health Care

Testimony issued by the Government Accountability Office with an abstract that begins "GAO was asked to provide its views on the long-term fiscal outlook. This statement addresses four key points: (1) the federal government's long-term fiscal outlook is a matter of utmost concern; (2) this challenge is driven primarily by health care cost growth; (3) reform of health care is essential but other areas also need attention which requires a multipronged solution; and (4) the federal government faces increasing pressures yet a shrinking window of opportunity for phasing in needed adjustments. GAO's simulations of the federal government's long-term fiscal outlook were updated with the Trustees 2008 intermediate projections and continue to indicate that the long-term outlook is unsustainable. This update combined with GAO's analysis of the fiscal outlook of state and local governments demonstrates that the fiscal challenges facing all levels of government are linked and should be considered in a strategic and integrated manner. Since 1992, GAO has published long-term fiscal simulations of what might happen to federal deficits and debt levels under varying policy assumptions. Development of Room-temperature CdMnTe Gamma-ray Detectors

CdMnTe materials have wide bandgap, high resistivity, fair electron-transport properties, and good compositional uniformity. All these features make CdMnTe a good candidate for low cost, high-resolution room-temperature gamma-ray detector. Using several techniques available at BNL, we are characterizing CdMnTe as a material for gamma-ray detectors. The consequent improvements in growth, fabrication, and manufacturing techniques for CdMnTe potentially yield a suitable material for sensing devices with lower production costs. Success of this research has the possibility of generating high impact to nuclear nonproliferation with the goal of offering inexpensive highly sensitive gamma spectrometers.

A mini-review of the recent BaBar and Belle results on the process e{sup +}e{sup -} {yields} hadrons using the initial state radiation (ISR) technique, is presented. ISR studies at the {Upsilon}(4s) resonance (B-Factories) can yield to the same observables as the low energy e{sup +}e{sup -} experiments: Precise cross-section measurements, the R ratio (ratio of cross-sections of hadron production to di-muon production) measurement, form factors measurements (from hadron pair production such as e{sup +}e{sup -} {yields} p{bar p}, {Lambda}{bar {Lambda}}, {Lambda}{bar {Sigma}}, {Sigma}{bar {Sigma}}), as well as J{sup PC} = 1{sup --} hadron spectroscopy that can lead to the discovery of new states.

This includes work on: explosive instabilities, plasma turbulence, Alfven wave cascades, high beta (pressure) tokamaks and magnetic reconnection. These studies have lead to abetter understanding of fusion plasmas and in particular the future behavior of ITER. More than ten young researchers were involved in this research -- some were funded under the grant.

ADVANCED WAVEFORM SIMULATION FOR SEISMIC MONITORING EVENTS

Earthquake source parameters underpin several aspects of nuclear explosion monitoring. Such aspects are: calibration of moment magnitudes (including coda magnitudes) and magnitude and distance amplitude corrections (MDAC); source depths; discrimination by isotropic moment tensor components; and waveform modeling for structure (including waveform tomography). This project seeks to improve methods for and broaden the applicability of estimating source parameters from broadband waveforms using the Cut-and-Paste (CAP) methodology. The CAP method uses a library of Green’s functions for a one-dimensional (1D, depth-varying) seismic velocity model. The method separates the main arrivals of the regional waveform into 5 windows: Pnl (vertical and radial components), Rayleigh (vertical and radial components) and Love (transverse component). Source parameters are estimated by grid search over strike, dip, rake and depth and seismic moment or equivalently moment magnitude, MW, are adjusted to fit the amplitudes. Key to the CAP method is allowing the synthetic seismograms to shift in time relative to the data in order to account for path-propagation errors (delays) in the 1D seismic velocity model used to compute the Green’s functions. Breakdown Limits on Gigavolt-per-Meter Electron-Beam-Driven Wakefields in Dielectric Structures

First measurements of the breakdown threshold in a dielectric subjected to GV/m wakefields produced by short (30-330 fs), 28.5 GeV electron bunches have been made. Fused silica tubes of 100 {micro}m inner diameter were exposed to a range of bunch lengths, allowing surface dielectric fields up to 27 GV/m to be generated. The onset of breakdown, detected through light emission from the tube ends, is observed to occur when the peak electric field at the dielectric surface reaches 13.8 {+-} 0.7 GV/m. The correlation of structure damage to beam-induced breakdown is established using an array of postexposure inspection techniques.

Impact of the FY 2009 Building Technologies Program on United States Employment and Earned Income

The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose input-output model called ImSET is used in this study of 14 Building Technologies Program subprograms in the EERE final FY 2009 budget request to the Office of Management and Budget in February 2008. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2025. Energy savings and investments from these subprograms have the potential of creating a total of 258,000 jobs and about $3.7 billion in earned income (2007$) by the year 2025.

Nanoparticle Solar Cell Final Technical Report

The purpose of this work was to demonstrate all-inorganic nanoparticle-based solar cells with photovoltaic performance extending into the near-IR region of the solar spectrum as a pathway towards improving power conversion efficiencies. The field of all-inorganic nanoparticle-based solar cells is very new, with only one literature publication in the prior to our project. Very little is understood regarding how these devices function. Inorganic solar cells with IR performance have previously been fabricated using traditional methods such as physical vapor deposition and sputtering, and solution-processed devices utilizing IR-absorbing organic polymers have been investigated. The solution-based deposition of nanoparticles offers the potential of a low-cost manufacturing process combined with the ability to tune the chemical synthesis and material properties to control the device properties. This work, in collaboration with the Sue Carter research group at the University of California, Santa Cruz, has greatly expanded the knowledge base in this field, exploring multiple material systems and several key areas of device physics including temperature, bandgap and electrode device behavior dependence, material morphological behavior, and the role of buffer layers.
