Nanotechnology: Better Guidance Is Needed to Ensure Accurate Reporting of Federal Research Focused on Environmental, Health, and Safety Risks

A letter report issued by the Government Accountability Office with an abstract that begins "The National Nanotechnology Initiative (NNI), administered by the Office of Science and Technology Policy (OSTP), is a multiagency effort intended to coordinate the nanotechnology-related activities of 25 federal agencies that fund nanoscale research or have a stake in the results. Nanotechnology is the ability to control matter at the scale of a nanometer--one billionth of a meter. A key research area funded by some federal agencies relates to potential environmental, health, and safety (EHS) risks that may result from exposure to nanoscale materials. Because of concerns about federal efforts to fund and prioritize EHS research, GAO was asked to determine (1) the extent to which selected agencies conducted such research in fiscal year 2006; (2) the reasonableness of the agencies' and the NNI's processes to identify and prioritize such federal research; and (3) the effectiveness of the agencies' and the NNI's process to coordinate this research. GAO reviewed quantitative and qualitative data from five federal agencies that provided 96 percent of fiscal year 2006 funding for EHS research."

GAO was asked to examine (1) CDC's guidelines for hospitals to reduce or prevent HAIs and what the Department of Health and Human Services (HHS) does to promote their implementation, (2) Centers for Medicare & Medicaid Services' (CMS) and hospital accrediting organizations' required standards for hospitals to reduce or prevent HAIs and how compliance is assessed, and (3) HHS programs that collect data related to HAIs and integration of the data across HHS. Correspondence issued by the Government Accountability Office with an abstract that begins "Since the 1940s, one mission of the Department of Energy (DOE) and its predecessor agencies has been processing uranium as a source of nuclear material for defense and commercial purposes. A key step in this process is the enrichment of natural uranium, which increases its concentration of uranium-235, the isotope of uranium that undergoes fission to release enormous amounts of energy. Before it can be enriched, natural uranium must be chemically converted into uranium hexafluoride. The enrichment process results in two principal products: (1) enriched uranium hexafluoride, which can be further processed for specific uses, such as nuclear weapons or fuel for nuclear power plants; and (2) leftover "tails" of uranium hexafluoride. These tails are also known as depleted uranium because the material is depleted in uranium-235 compared with natural uranium. Since 1993, uranium enrichment activities at DOE-owned uranium enrichment plants have been performed by the U.S. Enrichment Corporation (USEC), formerly a wholly owned government corporation that was privatized in 1998. Fitzgerald for the 6 months ended September 30, 2007. The independent counsels were required under 28 U.S.C. 596 (c)(1) to prepare a statement of expenditures on a semiannual basis. Under 28 U.S.C. 596 (c)(2 ), we were required to conduct a financial review of a midyear statement and a financial audit of a year-end statement. We satisfied this requirement through semiannual financial audits of the statement of expenditures. For the 6 months ended September 30, 2007, there were no active independent counsels. However, we are required to perform a semiannual financial review of expenditures from the permanent indefinite appropriation used to pay special counsel Fitzgerald's expenses. While not required under the permanent indefinite appropriation to perform a financial audit, we have done so for special counsel Fitzgerald--as we previously performed for independent counsels approved under the expired law."

A letter report issued by the Government Accountability Office with an abstract that begins "This report is GAO's sixth annual assessment of selected weapon programs. Since 2000, the Department of Defense (DOD) has roughly doubled its planned investment in new systems from $790 billion to $1.6 trillion in 2007, but acquisition outcomes in terms of cost and schedule have not improved. Total acquisition costs for major defense programs in the fiscal year 2007 portfolio have increased 26 percent from first estimates, compared with 6 percent in 2000. Programs have also often failed to deliver capabilities when promised. DOD's acquisition outcomes appear increasingly suboptimal, a condition that needs to be corrected given the pressures faced by the department from other military and major nondiscretionary government demands. This report provides congressional and DOD decision makers with an independent, knowledge-based assessment of defense programs, identifying potential risks when a program's projected attainment of knowledge diverges from best practices. The programs assessed--most of which are considered major acquisitions by DOD--were selected using several factors: high dollar value, acquisition stage, and congressional interest. A letter report issued by the Government Accountability Office with an abstract that begins "Since 1994, the Office of Management and Budget (OMB) has been required by law to collect and report obligations for advisory and assistance services (A&AS) in the President's budget. The initial intent for this requirement is not clear, however. The statutory definition of A&AS covers three broad categories of management and professional support services. For many years, GAO and others have reported on inaccuracies in agencies' reporting of A&AS obligations. This report follows up on GAO's past work, pursuant to the fiscal year 2007 Defense Authorization Act. GAO assessed (1) whether reported A&AS obligations are accurate or used for management purposes and (2) the extent to which A&AS contracts are used for recurring services and for longer than 5 years and the contract types and vehicles used. GAO analyzed legislative history and reviewed 334 randomly selected contract files across 10 agencies, the results of which are generalizable to locations visited."

IN SITU Device for Real-Time Catalyst Deactivation Measurements

SCR catalyst management has become an important operations and maintenance activity for coal-fired utility boilers in the United States. To facilitate this activity, a method to determine Catalyst Activity in situ is being developed. This report describes the methodology and presents the results of a two ozone season demonstration conducted at Alabama Power Company's Gorgas Unit 10 during the 2005 and 2006 ozone seasons. The results showed that the in situ measurements are in good agreement with the laboratory measurements and the technique has some advantages over the traditional laboratory method of determining Catalyst Activity and Reactor Potential. SCR Performance is determined by the overall Reactor Potential (the product of the Catalyst Activity and the available surface area per unit of flue gas). The in situ approach provides a direct measurement of Reactor Potential under actual operating conditions, whereas laboratory measurements of Catalyst Activity need to be coupled with estimates of catalyst pluggage and flue gas flowrate in order to assess Reactor Potential. The project also showed that the in situ activity results can easily be integrated into catalyst management software to aid in making informed catalyst decisions.

Work was conducted in the following areas: (1) Fabrication of sodium beta{double_prime} alumina solid electrolyte (BASE) using a vapor phase process. (2) Mechanistic studies on the conversion of {alpha}-alumina + zirconia into beta{double_prime}-alumina + zirconia by the vapor phase process. (3) Characterization of BASE by X-ray diffraction, SEM, and conductivity measurements. (4) Design, construction and electrochemical testing of a symmetric cell containing BASE as the electrolyte and NaCl + ZnCl{sub 2} as the electrodes. (5) Design, construction, and electrochemical evaluation of Na/BASE/ZnCl{sub 2} electrochemical cells. (6) Stability studies in ZnCl{sub 2}, SnCl{sub 2}, and SnI{sub 4} (7) Design, assembly and testing of planar stacks. (8) Investigation of the effect of porous surface layers on BASE on cell resistance. The conventional process for the fabrication of sodium ion conducting beta{double_prime}-alumina involves calcination of {alpha}-alumina + Na{sub 2}CO{sub 3} + LiNO{sub 3} at 1250 C, followed by sintering powder compacts in sealed containers (platinum or MgO) at {approx}1600 C. Oxidation Resistant, Cr Retaining, Electrically Conductive Coatings on Metallic Alloys for SOFC Interconnects

This report describes significant results from an on-going, collaborative effort to enable the use of inexpensive metallic alloys as interconnects in planar solid oxide fuel cells (SOFCs) through the use of advanced coating technologies. Arcomac Surface Engineering, LLC, under the leadership of Dr. Vladimir Gorokhovsky, is investigating filtered-arc and filtered-arc plasma-assisted hybrid coating deposition technologies to promote oxidation resistance, eliminate Cr volatility, and stabilize the electrical conductivity of both standard and specialty steel alloys of interest for SOFC metallic interconnect (IC) applications. Arcomac has successfully developed technologies and processes to deposit coatings with excellent adhesion, which have demonstrated a substantial increase in high temperature oxidation resistance, stabilization of low Area Specific Resistance values and significantly decrease Cr volatility. An extensive matrix of deposition processes, coating compositions and architectures was evaluated. Technical performance of coated and uncoated sample coupons during exposures to SOFC interconnect-relevant conditions is discussed, and promising future directions are considered. Cost analyses have been prepared based on assessment of plasma processing parameters, which demonstrate the feasibility of the proposed surface engineering process for SOFC metallic IC applications.

Characterization of EGS Fracture Network Lifecycles

Geothermal energy is relatively clean, and is an important non-hydrocarbon source of energy. It can potentially reduce our dependence on fossil fuels and contribute to reduction in carbon emissions. High-temperature geothermal areas can be used for electricity generation if they contain permeable reservoirs of hot water or steam that can be extracted. The biggest challenge to achieving the full potential of the nation’s resources of this kind is maintaining and creating the fracture networks required for the circulation, heating, and extraction of hot fluids. The fundamental objective of the present research was to understand how fracture networks are created in hydraulic borehole injection experiments, and how they subsequently evolve. When high-pressure fluids are injected into boreholes in geothermal areas, they flow into hot rock at depth inducing thermal cracking and activating critically stressed pre-existing faults. This causes earthquake activity which, if monitored, can provide information on the locations of the cracks formed, their time-development and the type of cracking underway, e.g., whether shear movement on faults occurred or whether cracks opened up. Rapid Calibration of High Resolution Geologic Models to Dynamic Data Using Inverse Modeling: Field Application and Validation

Streamline-based assisted and automatic history matching techniques have shown great potential in reconciling high resolution geologic models to production data. However, a major drawback of these approaches has been incompressibility or slight compressibility assumptions that have limited applications to two-phase water-oil displacements only. We propose an approach to history matching three-phase flow using a novel compressible streamline formulation and streamline-derived analytic sensitivities. First, we utilize a generalized streamline model to account for compressible flow by introducing an 'effective density' of total fluids along streamlines. Second, we analytically compute parameter sensitivities that define the relationship between the reservoir properties and the production response, viz. water-cut and gas/oil ratio (GOR). These sensitivities are an integral part of history matching, and streamline models permit efficient computation of these sensitivities through a single flow simulation. We calibrate geologic models to production data by matching the water-cut and gas/oil ratio using our previously proposed generalized travel time inversion (GTTI) technique. For field applications, however, the highly non-monotonic profile of the gas/oil ratio data often presents a challenge to this technique. High-Strength / High Alkaline Resistant Fe-Phosphate Glass Fibers as Concrete Reinforcement

Calcium-iron-phosphate glasses were developed whose chemical durabilities in alkaline solutions (pH 13) were comparable or superior to those of commercial alkaline-resistant (AR) silica-based glasses. However, the tensile strength of Ca-Fe-phosphate fibers, after being exposed to alkaline environments, including wet Portland cement pastes, is lower than that of current AR silicate fibers. Another series of Ca-Fe-phosphate glasses were developed with excellent chemical durability in strong acidic solutions (H2SO4, HF), indicating potential applications where silica-based fibers degrade very quickly, including E-glass. The new Ca-Fe-phosphate glasses can be melted and processed 300 to 500°C lower than silica-based glasses. This offers the possibility of manufacturing glass fibers with lower energy costs by 40-60% and the potential to reduce manufacturing waste and lower gas emissions. It was found that Ca-Fe-phosphate melts can be continuously pulled into fibers depending on the slope of the viscosity-temperature curve and with viscosity ~100 poise, using multi-hole Pt/Rh bushings.

PointCloudExplore 2: Visual exploration of 3D gene expression

To better understand how developmental regulatory networks are defined inthe genome sequence, the Berkeley Drosophila Transcription Network Project (BDNTP)has developed a suite of methods to describe 3D gene expression data, i.e.,the output of the network at cellular resolution for multiple time points. To allow researchersto explore these novel data sets we have developed PointCloudXplore (PCX).In PCX we have linked physical and information visualization views via the concept ofbrushing (cell selection). For each view dedicated operations for performing selectionof cells are available. In PCX, all cell selections are stored in a central managementsystem. Cells selected in one view can in this way be highlighted in any view allowingfurther cell subset properties to be determined. Complex cell queries can be definedby combining different cell selections using logical operations such as AND, OR, andNOT. Here we are going to provide an overview of PointCloudXplore 2 (PCX2), thelatest publicly available version of PCX. PCX2 has shown to be an effective tool forvisual exploration of 3D gene expression data. We discuss (i) all views available inPCX2, (ii) different strategies to perform cell selection, (iii) the basic architecture ofPCX2., and (iv) illustrate the usefulness of PCX2 using selected examples.

Workforce Development Advisory Team Mission, Goals, and Objectives

This report documents the creation of a mission, goals, and objectives for the New Mexico Workforce Development Advisory Team as part of the National Security Preparedness Project (NSPP), being performed by the Arrowhead Center of New Mexico State University under a DOE/NNSA grant. The goal of workforce development under the NSPP grant is to assess workforce needs in national security and implement strategies to develop the appropriate workforce. To achieve this goal, it will be necessary to involve the workforce development advisory team in determining the current status of the national security workforce and the educational efforts to train such a workforce. Strategies will be developed and implemented to address gaps and to make progress towards a strong, well-trained workforce available for current and future national security employers.

This project was one of three collaborating grants designed to understand the atmospheric chemistry and aerosol particle microphysics impacting air quality in the Mexico City Metropolitan Area (MCMA) and its urban plume. The overall effort, titled MCMA- 2006, focused on: 1) the primary emissions of fine particles and precursor gases leading to photochemical production of atmospheric oxidants and secondary aerosol particles and 2) the measurement and analysis of secondary oxidants and secondary fine particular matter (PM) production, with particular emphasis on secondary organic aerosol (SOA). MCAM-2006 pursued it goals through three main activities: 1) performance and publication of detailed analyses of extensive MCMA trace gas and fine PM measurements made by the collaborating groups and others during earlier MCMA field campaigns in 2002 and 2003; 2) deployment and utilization of extensive real-time trace gas and fine PM instrumentation at urban and downwind MCMA sites in support of the MAX-Mex/MILAGRO field measurements in March, 2006; and, 3) analyses of the 2006 MCMA data sets leading to further publications that are based on new data as well as insights from analysis and publication of the 2002/2003 field data. This report discusses the status of Lead-Cooled Fast Reactor (LFR) research and development carried out during the first half of FY 2008 under the U.S. Department of Energy Generation IV Nuclear Energy Systems Initiative. Lead-Cooled Fast Reactor research and development has recently been transferred from Generation IV to the Reactor Campaign of the Global Nuclear Energy Partnership (GNEP). Another status report shall be issued at the end of FY 2008 covering all of the LFR activities carried out in FY 2008 for both Generation IV and GNEP. The focus of research and development in FY 2008 is an initial investigation of a concept for a LFR Advanced Recycling Reactor (ARR) Technology Pilot Plant (TPP)/demonstration test reactor (demo) incorporating features and operating conditions of the European Lead-cooled SYstem (ELSY) {approx} 600 MWe lead (Pb)-cooled LFR preconceptual design for the transmutation of waste and central station power generation, and which would enable irradiation testing of advanced fuels and structural materials. Publication and Protection of Sensitive Site Information in a Grid Infrastructure

In order to create a successful grid infrastructure, sites and resource providers must be able to publish information about their underlying resources and services. This information makes it easier for users and virtual organizations to make intelligent decisions about resource selection and scheduling, and can be used by the grid infrastructure for accounting and troubleshooting services. However, such an outbound stream may include data deemed sensitive by a resource-providing site, exposing potential security vulnerabilities or private user information to the world at large, including malicious entities. This study analyzes the various vectors of information being published from sites to grid infrastructures. In particular, it examines the data being published to, and collected by the Open Science Grid, including resource selection, monitoring, accounting, troubleshooting, logging and site verification data. We analyze the risks and potential threat models posed by the publication and collection of such data. We also offer some recommendations and best practices for sites and grid infrastructures to manage and protect sensitive data.

This report serves as a Final Report under the “Energy Storage and Distribution Energy Generation Project” carried out by the Transportation Energy Center (TEC) at the University of Michigan (UM). The long-term objective of the project was to provide a framework for identifying fundamental research solutions to technology challenges of transmission and distribution, with special emphasis on distributed power generation, energy storage, control methodologies, and power electronics for microgrids, and to develop enabling technologies for novel energy storage and harvesting concepts that can be simulated, tested, and scaled up to provide relief for both underserved and overstressed portions of the Nation’s grid. TEC’s research is closely associated with Sections 5.0 and 6.0 of the DOE "Five-year Program Plan for FY2008 to FY2012 for Electric Transmission and Distribution Programs, August 2006.”

Suspension Hydrogen Reduction of Iron Oxide Concentrates

The objective of the project is to develop a new ironmaking technology based on hydrogen and fine iron oxide concentrates in a suspension reduction process. The ultimate objective of the new technology is to replace the blast furnace and to drastically reduce CO2 emissions in the steel industry. The goals of this phase of development are; the performance of detailed material and energy balances, thermochemical and equilibrium calculations for sulfur and phosphorus impurities, the determination of the complete kinetics of hydrogen reduction and bench-scale testing of the suspension reduction process using a large laboratory flash reactor.

E AREA LOW LEVEL WASTE FACILITY DOE 435.1 PERFORMANCE ASSESSMENT

This Performance Assessment for the Savannah River Site E-Area Low-Level Waste Facility was prepared to meet requirements of Chapter IV of the Department of Energy Order 435.1-1. The Order specifies that a Performance Assessment should provide reasonable assurance that a low-level waste disposal facility will comply with the performance objectives of the Order. The Order also requires assessments of impacts to water resources and to hypothetical inadvertent intruders for purposes of establishing limits on radionuclides that may be disposed near-surface. According to the Order, calculations of potential doses and releases from the facility should address a 1,000-year period after facility closure. The point of compliance for the performance measures relevant to the all pathways and air pathway performance objective, as well as to the impact on water resources assessment requirement, must correspond to the point of highest projected dose or concentration beyond a 100-m buffer zone surrounding the disposed waste following the assumed end of active institutional controls 100 years after facility closure. National Orange Show Photovoltaic Demonstration

National Orange Show Photovoltaic Demonstration created a 400KW Photovoltaic self-generation plant at the National Orange Show Events Center (NOS). The NOS owns a 120-acre state fairground where it operates an events center and produces an annual citrus fair known as the Orange Show. The NOS governing board wanted to employ cost-saving programs for annual energy expenses. It is hoped the Photovoltaic program will result in overall savings for the NOS, help reduce the State's energy demands as relating to electrical power consumption, improve quality of life within the affected grid area as well as increase the energy efficiency of buildings at our venue. In addition, the potential to reduce operational expenses would have a tremendous effect on the ability of the NOS to service its community.

Status of the National Security Workforce

This report documents the status of the national security workforce as part of the National Security Preparedness Project, being performed by the Arrowhead Center of New Mexico State University under a DOE/NNSA grant. This report includes an assessment of the current workforce situation. The national security workforce is an important component of national security for our country. With the increase of global threats of terrorism, this workforce is being called upon more frequently. This has resulted in the need for an increasing number of national security personnel. It is imperative to attract and retain a skilled and competitive national security workforce.
