Elderly Voters: Some Improvements in Voting Accessibility from 2000 to 2004 Elections, but Gaps in Policy and Implementation Remain

Testimony issued by the Government Accountability Office with an abstract that begins "Voting is fundamental to our democratic system, and federal law generally requires polling places for federal elections to be accessible to older voters and voters with physical disabilities. Following reports of problems encountered in the close 2000 presidential election with respect to voter registration lists, absentee ballots, ballot counting, and antiquated voting systems, the Help America Vote Act of 2002 (HAVA) was enacted. Among other provisions, HAVA includes requirements for the accessibility of voting systems, effective January 1, 2006. In the past, GAO has published several reports on issues related to voting access for older voters. Our prior work, including on-site inspections of a national sample of polling places in election year 2000, a comprehensive review of the election system in 2004, and a review of transportation issues facing seniors, has identified a number of potential barriers to voting for older Americans, as well as accommodations and progress in a number of areas. Feasibility of Outsourcing the Management and Operation of the Capitol Power Plant

Correspondence issued by the Government Accountability Office with an abstract that begins "The Capitol Power Plant (CPP), managed by the Architect of the Capitol (AOC), provides heating and cooling for the U.S. Capitol and surrounding facilities. This plant, which provides steam and chilled water year-round for about 16 million square feet of space in 24 facilities, consists of 4 main components--the steam plant, the East Refrigeration Plant, the West Refrigeration Plant, and the administration building. In 2003, CPP awarded a construction contract that involved a major effort both to expand the capacity of the plant to meet the growing heating and cooling needs of the U.S. Capitol and to update plant equipment. The centerpiece of this expansion effort is the West Refrigeration Plant Expansion project, a $100.9 million project scheduled for completion in March 2008. For more than a decade, potential overstaffing at CPP has been a principal concern. In 1996, an AOC engineering consultant for CPP asserted that CPP was overstaffed and recommended reducing staff as a way to deliver CPP services more costeffectively. Improper Payments: Status of Agencies' Efforts to Address Improper Payment and Recovery Auditing Requirements

Testimony issued by the Government Accountability Office with an abstract that begins "The federal government is accountable for how its agencies and grantees spend hundreds of billions of taxpayer dollars and is responsible for safeguarding those funds against improper payments and recouping those funds when improper payments occur. The Congress enacted the Improper Payments Information Act of 2002 (IPIA) and section 831 of the National Defense Authorization Act for Fiscal Year 2002, commonly known as the Recovery Auditing Act, to address these issues. GAO was asked to testify on agencies' efforts to eliminate and recover improper payments. Specifically, GAO focused on (1) progress made in agencies' implementation and reporting under IPIA for fiscal year 2007, (2) major challenges that continue to hinder full reporting of improper payment information, and (3) agencies' efforts to report on recovery auditing and recoup contract overpayments. This testimony is based in part on a recently issued report (GAO-08-377R) in addition to a further review and analysis of improper payment and recovery auditing information reported in agencies' fiscal year 2007 performance and accountability reports (PAR) or annual reports. The Office of Management and Budget (OMB) provided technical comments which GAO incorporated as appropriate."

JV Task 112-Optimal Ethanol Blend-Level Investigation

Highway Fuel Economy Test (HWFET) and Federal Test Procedure 75 (FTP-75) tests were conducted on four 2007 model vehicles; a Chevrolet Impala flex-fuel and three non-flex-fuel vehicles: a Ford Fusion, a Toyota Camry, and a Chevrolet Impala. This investigation utilized a range of undenatured ethanol/Tier II gasoline blend levels from 0% to 85%. HWFET testing on ethanol blend levels of E20 in the flex fuel Chevrolet Impala and E30 in the non-flex-fuel Ford Fusion and Toyota Camry resulted in miles-per-gallon (mpg) fuel economy greater than Tier 2 gasoline, while E40 in the non-flex-fuel Chevrolet Impala resulted in an optimum mpg based on per-gallon fuel Btu content. Exhaust emission values for non-methane organic gases (NMOG), carbon monoxide (CO), and nitrogen oxides (NO{sub x}) obtained from both the FTP-75 and the HWFET driving cycles were at or below EPA Tier II, Light-Duty Vehicles, Bin 5 levels for all vehicles tested with one exception. The flex-fuel Chevrolet Impala exceeded the NMOG standard for the FTP-75 on E-20 and Tier II gasoline.

Oral History Interview with Neil Scheibel, January 31, 2008

The National Museum of the Pacific War presents an oral interview with Neil Scheibel. Scheibel joined the Navy three months after graduating from high school and received basic training at Great Lakes. He attended electrician’s mate school in Iowa and was sent to Jacksonville for aviation electrician’s mate training. Upon completion, he was assigned to CASU-3. They shipped out in April 1945 and headed for Buckner Bay. After stopping at Pearl Harbor and Eniwetok for repairs, they arrived at Okinawa in July. At first, their living conditions were primitive, but Scheibel saw to it that each tent had lights. Eventually shops for maintaining PBMs were constructed out of Quonset huts. Scheibel remained on Okinawa for almost a year before he was discharged in 1946. He worked as an electrician until he retired in 1983.

This marketing plan was developed as part of the National Security Preparedness Project by the Arrowhead Center of New Mexico State University. The vision of the National Security Technology Incubator program is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety and security. The plan defines important aspects of developing the incubator, such as defining the target market, marketing goals, and creating strategies to reach the target market while meeting those goals. The three main marketing goals of the incubator are: 1) developing marketing materials for the incubator program; 2) attracting businesses to become incubator participants; and 3) increasing name recognition of the incubator program on a national level.

Correspondence issued by the Government Accountability Office with an abstract that begins "Since the 1940s, one mission of the Department of Energy (DOE) and its predecessor agencies has been processing uranium as a source of nuclear material for defense and commercial purposes. A key step in this process is the enrichment of natural uranium, which increases its concentration of uranium-235, the isotope of uranium that undergoes fission to release enormous amounts of energy. Before it can be enriched, natural uranium must be chemically converted into uranium hexafluoride. The enrichment process results in two principal products: (1) enriched uranium hexafluoride, which can be further processed for specific uses, such as nuclear weapons or fuel for nuclear power plants; and (2) leftover "tails" of uranium hexafluoride. These tails are also known as depleted uranium because the material is depleted in uranium-235 compared with natural uranium. Since 1993, uranium enrichment activities at DOE-owned uranium enrichment plants have been performed by the U.S. Enrichment Corporation (USEC), formerly a wholly owned government corporation that was privatized in 1998. The Ohio River Valley CO2 Storage Project AEP Mountaineer Plant, West Virginia Numerical Simulation and Risk Assessment Report

A series of numerical simulations of carbon dioxide (CO{sub 2}) injection were conducted as part of a program to assess the potential for geologic sequestration in deep geologic reservoirs (the Rose Run and Copper Ridge formations), at the American Electric Power (AEP) Mountaineer Power Plant outside of New Haven, West Virginia. The simulations were executed using the H{sub 2}O-CO{sub 2}-NaCl operational mode of the Subsurface Transport Over Multiple Phases (STOMP) simulator (White and Oostrom, 2006). The objective of the Rose Run formation modeling was to predict CO{sub 2} injection rates using data from the core analysis conducted on the samples. A systematic screening procedure was applied to the Ohio River Valley CO{sub 2} storage site utilizing the Features, Elements, and Processes (FEP) database for geological storage of CO{sub 2} (Savage et al., 2004). The objective of the screening was to identify potential risk categories for the long-term geological storage of CO{sub 2} at the Mountaineer Power Plant in New Haven, West Virginia. Even though there are an increasing number of college graduates in the appropriate fields, many of these graduates choose to work in the private sector because of more desirable salary and benefit packages. To achieve this goal, it will be necessary to involve the workforce development advisory team in determining the current status of the national security workforce and the educational efforts to train such a workforce. Strategies will be developed and implemented to address gaps and to make progress towards a strong, well-trained workforce available for current and future national security employers.

Oral History Interview with Ernest Major, May 31, 2008

The National Museum of the Pacific War presents an oral interview with Ernest Major. Major volunteered for the Navy just after the attack on Pearl Harbor. Upon completion of diesel school, he became a PT boat motor mechanic. After getting injured in a boating accident, he spent nine months recovering and was then assigned to PT-309 in Motor Torpedo Boat Squadron 22. Following stops in North Africa and France in early 1943, he experienced a close encounter with Italian ships at Sardinia before arriving at his base on Corsica. Using radar, the PT boat conducted night patrols along the coast of Italy, torpedoing and sinking five supply barges. His unit captured an Italian MAS boat attempting to smuggle out German officers from Elba, and they also transported French commandos to Southern France. After being stationed in Golfe-Juan, Major returned to the States and was later sent to the Philippines. He finished the war at Okinawa, surviving a typhoon and heartily celebrating V-J Day. Major was discharged in December 1945.

Oral History Interview with Norman Cates, May 31, 2008

The National Museum of the Pacific War presents an oral interview with Norman Cates. Cates was born in San Antonio, Texas on 19 January 1927 and joined the Navy in 1944. Upon enlisting he was sent to San Diego for boot camp. Upon completion of the training he was sent to Astoria, Washington where he reported aboard the USS Clinton (APA-144). His experiences aboard the Clinton included evacuating the wounded from Guam, picking up a large group of Japanese prisoners on Okinawa for delivery to Pearl Harbor and traveling to Haiphong, French Indochina to pick up Chinese National Revolutionary Army troops to be delivered to the Manchurian border. Cates received his discharge after serving twenty-two months in the Navy.

Multilateral engagements provide opportunities to foster relationships with traditional and nontraditional partner countries. Partnerships also can raise common awareness of the threat and build the trust necessary to share information that could prevent and detect terrorist acts. GAO convened a forum on April 22, 2008, to advance the dialogue on how partnerships can mitigate the conditions that foster transnational terrorism and to identify potential strategies for overcoming challenges faced in engaging in such partnerships. Participants included representatives from U.S. government agencies, foreign embassies, nongovernmental and multilateral organizations, policy institutes, the private sector, and academia. The forum focused on (1) the partnership efforts and key practices of the U.S. government and its partners, (2) challenges to these efforts and practices, and (3) strategies to overcome the challenges. Comments expressed during the proceedings do not necessarily represent the views of all participants, the organizations they represent, or GAO. Testimony issued by the Government Accountability Office with an abstract that begins "In June 2007, GAO received information from a whistleblower through GAO's FraudNET hotline alleging millions of dollars in lost and stolen property and gross mismanagement of property at Indian Health Service (IHS), an operating division of the Department of Health and Human Services (HHS). GAO was asked to conduct a forensic audit and related investigations to (1) determine whether GAO could substantiate the allegation of lost and stolen property at IHS and identify examples of wasteful purchases and (2) identify the key causes of any loss, theft, or waste. GAO analyzed IHS property records from fiscal years 2004 to 2007, conducted a full physical inventory at IHS headquarters, and statistically tested inventory of information technology (IT) equipment at seven IHS field locations in 2007 and 2008. GAO also examined IHS policies, conducted interviews with IHS officials, and assessed the security of property."
