Defense Surplus Equipment Disposal: Background Information

The Department of Defense (DOD) through a Defense Logistics Agency (DLA) component called the Defense Utilization and Marketing Service (DRMS) has a policy for disposing of government equipment and supplies considered surplus or deemed unnecessary to the agency's currently designated mission. DRMS is charged with responsibility for property reuse (including resale), precious metal recovery, recycling, hazardous property disposal, and the demilitarization of military equipment.

The protection of classified national security and other controlled information is of concern not only to the executive branch - which determines what information is to be safeguarded, for the most part - but also to Congress, which uses the information to fulfill its constitutional responsibilities. It has established mechanisms to safeguard controlled information in its custody, although these arrangements have varied over time between the two chambers and among panels in each. This report explores and analyzes said mechanisms. It also discusses various proposals for standardization of and modifications to current policies.

Negotiations to launch a free trade agreement (FTA) between the United States and the five members of the Southern African Customs Union (SACU) (Botswana, Lesotho, Namibia, South Africa, and Swaziland) began on June 3, 2003. A potential FTA would eliminate tariffs over time, reduce or eliminate non-tariff barriers, liberalize service trade, protect intellectual property rights, and provide technical assistance to help SACU nations achieve the goals of the agreement. This potential agreement would be subject to congressional approval.

Iraqi Civilian Deaths Estimates

This report presents various governmental and nongovernmental estimates of Iraqi civilian dead and wounded. The Department of Defense (DOD) regularly updates total U.S. military death and wounded statistics from Operation Iraqi Freedom (OIF). However, no Iraqi or U.S. government office regularly releases publicly available statistics on Iraqi civilian deaths or civilians who have been wounded. Statistics on Iraqi civilian dead and wounded are sometimes available through alternative sources, such as nonprofit organizations, or through statements made by officials to the press. Because these estimates are based on varying time periods and have been created using differing methodologies, readers should exercise caution when using these statistics and should look on them as guideposts rather than as statements of fact.

Food Safety Provisions of the 2008 Farm Bill

Food safety has re-emerged as an issue in the 110th Congress following a series of widely publicized incidents -- including adulterated Chinese seafood and pet food ingredient imports, findings of bacteria-tainted spinach, meat, and poultry produced domestically, and several large food recalls. In May 2008, Congress approved a new omnibus farm law (P.L. 110-234; H.R. 2419) that includes, among other provisions, several changes affecting U.S. food safety programs. Changes in the livestock title (Title XI) include subjecting catfish to U.S. Department of Agriculture (USDA) mandatory inspections similar to those for red meat and poultry; creating an option for state-inspected meat and poultry plants to ship their products across state lines; and requiring meat and poultry establishments to notify USDA about potentially adulterated or misbranded products.

Cluster munitions were developed in World War II and are part of many nations' weapons stockpiles. Cluster munitions have been used frequently in combat, including the early phases of the current conflicts in Iraq and Afghanistan. Cluster munitions have been highly criticized internationally for causing a significant number of civilian deaths, and efforts have been undertaken to ban and regulate their use.

Haiti: Post-Hurricane Conditions and Assistance

In August and September 2008, four major storms directly hit or passed close to Haiti, causing widespread devastation. As of early October, 2008, the U.S. government has either provided or pledged just over $30 million in humanitarian assistance to affected Haitian populations in response to the hurricanes in Haiti. Congress provided not less than $100 million for hurricane relief and reconstruction assistance for Haiti and other Caribbean countries in the FY2009 continuing appropriations resolution signed into law September 30, 2008. The Haitian government says it needs $400 million over the next 18 months for hurricane recovery and reconstruction, and that so far the international community has committed $145 million.
