The U.S. Fire Administration (USFA) - which includes the National Fire Academy (NFA) - is currently an entity within the Federal Emergency Management Agency (FEMA) of the Department of Homeland Security (DHS). The objective of the USFA is to significantly reduce the nation's loss of life from fire, while also achieving a reduction in property loss and non-fatal injury due to fire. The Resolution Trust Corporation: Historical Analysis

In a 1989 legislative response to financial troubles in the thrift industry, the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA, P.L. 101-73) was enacted. FIRREA's principal mission was to conduct a partially tax-payer funded program to address the troubles of the nation's many insolvent thrifts. To do so, it established a new entity, the Resolution Trust Corporation (RTC), whose mission was to address troubled thrifts by arranging their sale to other institutions or shuttering them and disposing of their assets. This report analyzes the creation and functions of the RTC, including criticisms and results of its actions.

Gas Hydrates: Resource and Hazard

Solid gas hydrates are a potentially huge resource of natural gas for the United States. The U.S. Geological Survey estimated that there are about 85 trillion cubic feet (TCF) of technically recoverable gas hydrates in northern Alaska. Gas hydrates are both a potential resource and a risk, representing a significant hazard to conventional oil and gas drilling and production operations. This report addresses the issue of cost and method of recovering potential gas hydrates, as well as the advantages and disadvantages of using gas hydrates as a potential energy source. Included is information on the Methane Hydrate Research and Development Act of 2000 and the Energy Policy Act of 2005.

This report describes the general election process by which American voters directly choose members of the electoral college and indirectly choose the President and Vice President. This report also describes the so-called "lame duck" period between the election and the incoming President's inauguration, specifically regarding questions of disability or resignation by a President or Vice President-elect during this time.

A description of possible administrative and legislative actions to modify these rules, which could be taken by the next administration or the 111th Congress, is also provided.

The Legislative Process on the House Floor: An Introduction

This report is an introductory and selective explanation of the rules, procedures, and practices by which the House of Representatives considers public bills and resolutions on the floor. After discussions of the nature of House rules, the differences between the House and the Committee of the Whole, and limitations on debate, the report describes five different ways in which the House may consider, perhaps debate and amend, and then vote on whether to pass legislation. The report also discusses the House's calendars and its order of business, the special rules reported by the Rules Committee, House consideration of Senate amendments and conference reports, and the rules and constitutional requirements affecting voting and quorum procedures.

Framework Convention on Climate Change requires that signatories, including the United States, establish policies for constraining future emission levels of greenhouse gases, including carbon dioxide (CO2). The George H. W. Bush, Clinton, and George W. Bush Administrations each drafted action plans in response to requirements of the convention. These plans have raised significant controversy and debate. This report examines three starting points from which a U.S. response to the convention is being framed.
