527 Groups and Campaign Activity: Analysis Under Campaign Finance and Tax Laws

This report focuses on the controversy surrounding 527 groups in terms of their increased campaign-related activity and their regulation by the federal government. The report describes the origins of the contention and how groups that may not be necessarily "political committees" under FECA (Federal Election Campaign Act) guidelines are still eligible for beneficial tax deductions. This report also examines the extent to which FECA regulates such organizations.

2005 Annual Synthesis Report, Pallid Sturgeon Population Assessment Program and Associated Fish Community Monitoring for the Missouri River

Pallid sturgeon, Scaphirhynchus albus, have declined throughout the Missouri River since dam construction and inception of the Bank Stabilization and Navigation Project in 1912. Their decline likely is due to the loss and degradation of their natural habitat as a result of changes in the river’s structure and function, as well as the pallid sturgeon’s inability to adapt to these changes. The U. S. Army Corps of Engineers has been working with state and federal agencies to develop and conduct a Pallid Sturgeon Monitoring and Assessment Program (Program), with the goal of recovering pallid sturgeon populations. The Program has organized the monitoring and assessment efforts into distinct geographic segments, with state and federal resource management agencies possessing primary responsibility for one or more segment. To date, the results from annual monitoring have been reported for individual Program segments. However, monitoring results have not been summarized or evaluated for larger spatial scales, encompassing more than one Program segment. This report describes a summary conducted by the Pacific Northwest National Laboratory (PNNL) that synthesizes the 2005 sampling year monitoring results from individual segments.

Adaptive LES Methodology for Turbulent Flow Simulations

Although turbulent flows are common in the world around us, a solution to the fundamental equations that govern turbulence still eludes the scientific community. Turbulence has often been called one of the last unsolved problem in classical physics, yet it is clear that the need to accurately predict the effect of turbulent flows impacts virtually every field of science and engineering. As an example, a critical step in making modern computational tools useful in designing aircraft is to be able to accurately predict the lift, drag, and other aerodynamic characteristics in numerical simulations in a reasonable amount of time. Simulations that take months to years to complete are much less useful to the design cycle. Much work has been done toward this goal (Lee-Rausch et al. 2003, Jameson 2003) and as cost effective accurate tools for simulating turbulent flows evolve, we will all benefit from new scientific and engineering breakthroughs. The problem of simulating high Reynolds number (Re) turbulent flows of engineering and scientific interest would have been solved with the advent of Direct Numerical Simulation (DNS) techniques if unlimited computing power, memory, and time could be applied to each particular problem. The ADESORB Process for Economical Production of Sorbents for Mercury Removal from Coal Fired Power Plants

The DOE's National Energy Technology Laboratory (NETL) currently manages the largest research program in the country for controlling coal-based mercury emissions. NETL has shown through various field test programs that the determination of cost-effective mercury control strategies is complex and highly coal- and plant-specific. However, one particular technology has the potential for widespread application: the injection of activated carbon upstream of either an electrostatic precipitator (ESP) or a fabric filter baghouse. This technology has potential application to the control of mercury emissions on all coal-fired power plants, even those with wet and dry scrubbers. This is a low capital cost technology in which the largest cost element is the cost of sorbents. Therefore, the obvious solutions for reducing the costs of mercury control must focus on either reducing the amount of sorbent needed or decreasing the cost of sorbent production. NETL has researched the economics and performance of novel sorbents and determined that there are alternatives to the commercial standard (NORIT DARCO{reg_sign} Hg) and that this is an area where significant technical improvements can still be made. AdS/QCD and Its Holographic Light-Front Partonic Representation

Starting from the Hamiltonian equation of motion in QCD we find a single variable light-front equation for QCD which determines the eigenspectrum and the light-front wavefunctions of hadrons for general spin and orbital angular momentum. This light-front wave equation is equivalent to the equations of motion which describe the propagation of spin-J modes on anti-de Sitter (AdS) space.
