Troubled Asset Relief Program: Additional Actions Needed to Better Ensure Integrity, Accountability, and Transparency

A letter report issued by the Government Accountability Office with an abstract that begins "On October 3, 2008, the Emergency Economic Stabilization Act was signed into law. The act established the Office of Financial Stability (OFS) within the Department of the Treasury (Treasury) and authorized the Troubled Asset Relief Program (TARP). Every 60 days, the U.S. Comptroller General is required to report on a variety of areas associated with oversight of TARP. This report reviews (1) the activities that have been undertaken through TARP as of November 25, 2008; (2) the structure of OFS, its use of contractors, and its system of internal controls; and (3) preliminary indicators of TARP's performance. GAO reviewed documents related to TARP, including contracts, agreements, guidance, and rules. GAO also met with OFS, contractors, federal agencies, and officials from some participating institutions. GAO plans to continue to monitor these and other issues including future and ongoing capital purchases, other transactions undertaken as part of TARP (e.g., capital purchases in Citigroup and American International Group), and the status of other aspects of TARP."

Reaction chemistry and ligand exchange at cadmium selenide nanocrystal surfaces

Chemical modification of nanocrystal surfaces is fundamentally important to their assembly, their implementation in biology and medicine, and greatly impacts their electrical and optical properties. However, it remains a major challenge owing to a lack of analytical tools to directly determine nanoparticle surface structure. Early nuclear magnetic resonance (NMR) and X-ray photoelectron spectroscopy (XPS) studies of CdSe nanocrystals prepared in tri-n-octylphosphine oxide (1) and tri-n-octylphosphine (2), suggested these coordinating solvents are datively bound to the particle surface. However, assigning the broad NMR resonances of surface-bound ligands is complicated by significant concentrations of phosphorus-containing impurities in commercial sources of 1, and XPS provides only limited information about the nature of the phosphorus containing molecules in the sample. More recent reports have shown the surface ligands of CdSe nanocrystals prepared in technical grade 1, and in the presence of alkylphosphonic acids, include phosphonic and phosphinic acids. These studies do not, however, distinguish whether these ligands are bound datively, as neutral, L-type ligands, or by X-type interaction of an anionic phosphonate/phosphinate moiety with a surface Cd{sup 2+} ion. Effects of the Noncommutative Standard Model in WW Scattering

We examine W pair production in the Noncommutative Standard Model constructed with the Seiberg-Witten map. Consideration of partial wave unitarity in the reactions WW {yields} WW and e{sup +}e{sup -} {yields} WW shows that the latter process is more sensitive and that tree-level unitarity is violated when scattering energies are of order a TeV and the noncommutative scale is below about a TeV. We find that WW production at the LHC is not sensitive to scales above the unitarity bounds. WW production in e{sup +}e{sup -} annihilation, however, provides a good probe of such effects with noncommutative scales below 300-400 GeV being excluded at LEP-II, and the ILC being sensitive to scales up to 10-20 TeV. In addition, we find that the ability to measure the helicity states of the final state W bosons at the ILC provides a diagnostic tool to determine and disentangle the different possible noncommutative contributions.

Structure, chemistry, and properties of mineral nanoparticles

Nanoparticle properties can depart markedly from their bulk analog materials, including large differences in chemical reactivity, molecular and electronic structure, and mechanical behavior. The greatest changes are expected at the smallest sizes, e.g. 10 nm and below, where surface effects are expected to dominate bonding, shape and energy considerations. The precise chemistry at nanoparticle interfaces can have a profound effect on structure, phase transformations, strain, and reactivity. Certain phases may exist only as nanoparticles, requiring transformations in chemistry, stoichiometry and structure with evolution to larger sizes. In general, mineralogical nanoparticles have been little studied.

The Comparative Survival Study (CSS; BPA Project 199602000) began in 1996 with the objective of establishing a long term dataset of the survival rate of annual generations of salmon from their outmigration as smolts to their return to freshwater as adults to spawn (smolt-to-adult return rate; SAR). The study was implemented with the express need to address the question whether collecting juvenile fish at dams and transporting them downstream in barges and trucks and releasing them downstream of Bonneville Dam was compensating for the effect of the Federal Columbia River Power System (FCRPS) on survival of Snake Basin spring/summer Chinook salmon migrating through the hydrosystem. The Completion of this annual report for the CSS signifies the 12th outmigration year of hatchery spring/summer Chinook salmon marked with Passive Integrated Transponder (PIT) tags as part of the CSS and the 9th complete brood year return as adults of those PIT-tagged fish (report covers adult returns from 1997-2006 hatchery Chinook juvenile migrations). In addition, the CSS has provided PIT-tags to on-going tagging operations for wild Chinook since 2002 (report covers adult returns from 1994-2006 wild Chinook juvenile migrations). The Umatilla Anadromous Fisheries Habitat Project (UAFHP) is an ongoing effort to protect, enhance, and restore riparian and instream habitat for the natural production of anadromous salmonids in the Umatilla River Basin, Northeast Oregon. Flow quantity, water temperature, passage, and lack of in-stream channel complexity have been identified as the key limiting factors in the basin. During the 2007 Fiscal Year (FY) reporting period (February 1, 2007-January 31, 2008) primary project activities focused on improving instream and riparian habitat complexity, migrational passage, and restoring natural channel morphology and floodplain function. Eight fisheries habitat enhancement projects were implemented on Meacham Creek, Camp Creek, Greasewood Creek, Birch Creek, West Birch Creek, and the Umatilla River. Specific restoration actions included: (1) rectifying five fish passage barriers on four creeks, (2) planting 1,275 saplings and seeding 130 pounds of native grasses, (3) constructing two miles of riparian fencing for livestock exclusion, (4) coordinating activities related to the installation of two off-channel, solar-powered watering areas for livestock, and (5) developing eight water gap access sites to reduce impacts from livestock. FDA’s Authority to Ensure That Drugs Prescribed to Children Are Safe and Effective

The Food and Drug Administration (FDA) has approved for adult use many drugs never tested in children. Yet clinicians often prescribe them for children believing that the safety and effectiveness demonstrated with adults probably reasonably transfers to younger patients. The data show that this is not always true. To encourage industry to develop drugs and medical devices for pediatric use, Congress has established three programs. The Food and Drug Administration Amendments Act of 2007 (FDAAA, P.L. 110-85) reauthorized and strengthened two laws addressing drugs—the Best Pharmaceuticals for Children Act (BPCA) of 2002 and the Pediatric Research Equity Act (PREA) of 2003—and enacted a new law addressing devices—the Pediatric Medical Device Safety and Improvement Act (PMDSIA) of 2007. The historical approach of this report allows an understanding of how and why Congress took these steps.
