Global HIV/AIDS: A More Country-Based Approach Could Improve Allocation of PEPFAR Funding

A letter report issued by the Government Accountability Office with an abstract that begins "The President's Emergency Plan for AIDS Relief (PEPFAR) provides assistance for combating HIV/AIDS in 15 focus countries and elsewhere, with global targets for prevention, treatment, and care. The U.S. Leadership Against HIV/AIDS, TB and Malaria Act of 2003, which authorizes the $15 billion program, contains directives to guide the Office of the U.S. Global AIDS Coordinator's (OGAC) allocation of this funding. The act expires in September 2008. The President announced his intention to ask Congress to authorize $30 billion for these efforts for the next 5 years. In 2007, the Institute of Medicine (IOM) recommended eliminating the directives. GAO was asked to describe (1) the views of HIV/AIDS experts on these directives, (2) an alternative approach to allocating funds, and (3) potential challenges related to this approach. GAO interviewed 22 experts, surveyed PEPFAR officials in the 15 focus countries, and reviewed pertinent documentation."

A letter report issued by the Government Accountability Office with an abstract that begins "In its role as the nation's tax collector, the Internal Revenue Service (IRS) has a demanding responsibility in annually collecting trillions of dollars in taxes, processing hundreds of millions of tax and information returns, and enforcing the nation's tax laws. Since its first audit of IRS's financial statements in fiscal year 1992, GAO has identified a number of weaknesses in IRS's financial management operations. In related reports, GAO has recommended corrective action to address those weaknesses. Each year, as part of the annual audit of IRS's financial statements, GAO not only makes recommendations to address any new weaknesses identified but also follows up on the status of weaknesses GAO identified in previous years' audits. The purpose of this report is to (1) assist IRS management in tracking the status of audit recommendations and actions needed to fully address them and (2) demonstrate how the recommendations relate to control activities central to IRS's mission and goals."

Defense Acquisitions: A Knowledge-Based Funding Approach Could Improve Major Weapon System Program Outcomes

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) expects the cost to develop and procure the major weapon systems in its current portfolio to total $1.6 trillion. With increased competition for funding within DOD and across the federal government, effectively managing these acquisitions is critical. Yet DOD programs too often experience poor outcomes--like increased costs and delayed fielding of needed capabilities to the warfighter. In 2006, this Committee mandated that GAO report on DOD's processes for identifying needs and allocating resources for its weapon system programs. In 2007, GAO reported that DOD consistently commits to more programs than it can support. This follow-on report assesses DOD's funding approach, identifies key factors that influence the effectiveness of this approach, and identifies practices that could help improve DOD's approach. To conduct its work, GAO assessed 20 major weapon programs in DOD's current portfolio--5 in detail--and reviewed relevant DOD policy and guidance, prior GAO work, and other relevant literature. GAO also reviewed the practices of selected successful companies."

A letter report issued by the Government Accountability Office with an abstract that begins "On October 3, 2008, the Emergency Economic Stabilization Act was signed into law. The act established the Office of Financial Stability (OFS) within the Department of the Treasury (Treasury) and authorized the Troubled Asset Relief Program (TARP). Every 60 days, the U.S. Comptroller General is required to report on a variety of areas associated with oversight of TARP. This report reviews (1) the activities that have been undertaken through TARP as of November 25, 2008; (2) the structure of OFS, its use of contractors, and its system of internal controls; and (3) preliminary indicators of TARP's performance. GAO reviewed documents related to TARP, including contracts, agreements, guidance, and rules. GAO also met with OFS, contractors, federal agencies, and officials from some participating institutions. GAO plans to continue to monitor these and other issues including future and ongoing capital purchases, other transactions undertaken as part of TARP (e.g., capital purchases in Citigroup and American International Group), and the status of other aspects of TARP."

Other written product issued by the Government Accountability Office with an abstract that begins "This report presents the highlights of GAO's fiscal year 2007 Performance and Accountability Report. In fiscal year 2007 we exceeded the targets for five of our six key performance measures--financial benefits, nonfinancial benefits, past recommendations implemented, new products with recommendations, and testimonies--that gauge how well we produced results and served our client, the Congress. With this level of performance we were able to achieve a return on investment for the American people of about $94 for every dollar the Congress gave us. We also met or exceeded five of the eight targets we set for our people measures--new hire rate, acceptance rate, retention rate with retirements, retention rate without retirements, and staff development. While these measures were largely similar to last year's results, we missed the performance targets for staff utilization, leadership, and organizational climate by 5, 1, and 2 percentage points, respectively, in spite of the challenges we faced internally. Testimony issued by the Government Accountability Office with an abstract that begins "Because advisory committees provide input to federal decision makers on significant national issues, it is essential that their membership be, and be perceived as being, free from conflicts of interest and balanced as a whole. The Federal Advisory Committee Act (FACA) was enacted in 1972, in part, because of concerns that special interests had too much influence over federal agency decision makers. The General Services Administration (GSA) develops guidance on establishing and managing FACA committees. The Office of Government Ethics (OGE) develops regulations and guidance for statutory conflict-of- interest provisions that apply to some advisory committee members. As requested, this testimony discusses key findings and conclusions in our 2004 report, Federal Advisory Committees: Additional Guidance Could Help Agencies Better Ensure Independence and Balance; GAO's recommendations to GSA and OGE and their responses; and potential changes to FACA that could better ensure the independence and balance of advisory committees. For our 2004 work, we reviewed policies and procedures issued by GSA, OGE, and nine federal agencies that sponsor many committees. This document presents the results of our electronic survey of 41 U.S. officials implementing PEPFAR funding in 15 focus countries (country team officials). We conducted the survey to identify potential challenges to implementing an alternative approach, developed from HIV/AIDS experts' suggestions, to allocating funds for the next 5-year phase of PEPFAR. The survey respondents included the Centers for Disease Control and Prevention (CDC) Chief of Party, the U.S. Agency for International Development (USAID) health team leader, and the PEPFAR coordinator in each of the 15 focus countries. The questions in our survey were intended to obtain information on country teams' experiences with setting targets, selecting interventions, and using cost information. Of the 41 country team officials, 38 responded to the survey, resulting in a survey response rate of 93 percent. This document presents results from all closed-ended survey questions but does not include narrative responses that we received. Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) relies on a global network of critical physical and cyber infrastructure to project, support, and sustain its forces and operations worldwide. The incapacitation, exploitation, or destruction of one or more of its assets would seriously damage DOD's ability to carry out its core missions. To identify and help assure the availability of this mission-critical infrastructure, in August 2005, DOD established the Defense Critical Infrastructure Program (DCIP), assigning overall responsibility for the program to the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs (ASD[HD&ASA]). Since 2006, ASD(HD&ASA) has collaborated with the Joint Staff to compile a list of all DOD- and non-DOD-owned infrastructure essential to accomplish the National Defense Strategy. Each critical asset on the list must undergo a vulnerability assessment, which identifies weaknesses in relation to potential threats and suggests options to address those weaknesses. PEM Fuel Cell Freeze Durability and Cold Start Project

UTC has taken advantage of the unique water management opportunities inherent in micro-porous bipolar-plates to improve the cold-start performance of its polymer electrolyte fuel cells (PEFC). Diagnostic experiments were used to determine the limiting factors in micro-porous plate PEFC freeze performance and the causes of any performance decay. Alternative cell materials were evaluated for their freeze performance. Freeze-thaw cycling was also performed to determine micro-porous plate PEFC survivability. Data from these experiments has formed the basis for continuing development of advanced materials capable of supporting DOE's cold-start and durability objectives.

Update to the Ground-Water Withdrawals Database for the Death Valley REgional Ground-Water Flow System, Nevada and California, 1913-2003

Ground-water withdrawal estimates from 1913 through 2003 for the Death Valley regional ground-water flow system are compiled in an electronic database to support a regional, three-dimensional, transient ground-water flow model. This database updates a previously published database that compiled estimates of ground-water withdrawals for 1913–1998. The same methodology is used to construct each database. Primary differences between the 2 databases are an additional 5 years of ground-water withdrawal data, well locations in the updated database are restricted to Death Valley regional ground-water flow system model boundary, and application rates are from 0 to 1.5 feet per year lower than original estimates. The lower application rates result from revised estimates of crop consumptive use, which are based on updated estimates of potential evapotranspiration. In 2003, about 55,700 acre-feet of ground water was pumped in the DVRFS, of which 69 percent was used for irrigation, 13 percent for domestic, and 18 percent for public supply, commercial, and mining activities.

Effect of Background Emissivity on Gas Detection in Thermal Hyperspectral Imagery

Detecting and identifying weak gaseous plumes using thermal imaging data is complicated by many factors. These include variability due to atmosphere, ground and plume temper- ature, and background clutter. This paper presents an analysis of one formulation of the physics-based radiance model, which describes at-sensor observed radiance. The background emissivity and plume/ground temperatures are isolated, and their effects on net chemical signal are described. This analysis shows that the plume’s physical state, emission or absorption, is directly dependent on the background emissivity. It then describes what conditions on the background emissivity have inhibiting effects on the net chemical signal. These claims are illustrated by analyzing synthetic hyperspectral imaging data with the Adaptive Matched Filter using four chemicals and three distinct background emissivities. Two chemicals (Carbontetrachloride and Tetraflourosilane) in the analysis had a very strong relationship with the background emissivities: they exhibited absorbance over a small range of wavenumbers and the background emissivities showed a consistent ordering at these wavenumbers. Analysis of simulated hyperspectral images containing these chemicals showed complete agreement with the analysis of the physics-based model that described when the background emissivities would have inhibiting effects on gas detection. Phase patterns of coupled oscillators with application to wireless communication

Here we study the plausibility of a phase oscillators dynamical model for TDMA in wireless communication networks. We show that emerging patterns of phase locking states between oscillators can eventually oscillate in a round-robin schedule, in a similar way to models of pulse coupled oscillators designed to this end. The results open the door for new communication protocols in a continuous interacting networks of wireless communication devices.

Ambient-temperature Conditioning as a Probe of Double-C Transformation Mechanisms in Pu-2.0 at. % Ga

The gallium-stabilized Pu-2.0 at. % Ga alloy undergoes a partial or incomplete low-temperature martensitic transformation from the metastable {delta} phase to the gallium-containing, monoclinic {alpha}{prime} phase near -100 C. This transformation has been shown to occur isothermally and it displays anomalous double-C kinetics in a time-temperature-transformation (TTT) diagram, where two nose temperatures anchoring an upper- and lower-C describe minima in the time for the initiation of transformation. The underlying mechanisms responsible for the double-C behavior are currently unresolved, although recent experiments suggest that a conditioning treatment--wherein, following an anneal at 375 C, the sample is held at a sub-anneal temperature for a period of time--significantly influences the upper-C of the TTT diagram. As such, elucidating the effects of the conditioning treatment upon the {delta} {yields} {alpha}{prime} transformation can provide valuable insights into the fundamental mechanisms governing the double-C kinetics of the transition. Following a high-temperature anneal, a differential scanning calorimeter (DSC) was used to establish an optimal conditioning curve that depicts the amount of {alpha}{prime} formed during the transformation as a function of conditioning temperature for a specified time. China's Top-1000 Energy-Consuming Enterprises Program:Reducing Energy Consumption of the 1000 Largest Industrial Enterprises in China

In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

Preparation of Size-tunable, Highly Monodisperse PVP-Protected Pt-nanoparticles by Seed-mediated Growth

We demonstrate a preparative method which produces highly-monodisperse Pt-nanoparticles of tunable size without the external addition of seed particles. Hexachloroplatinic acid is dosed slowly to an ethylene glycol solution at 120 C and reduced in the presence of a stabilizing polymer poly-N-vinylpyrollidone (PVP). Slow addition of the Pt-salt first will first lead to the formation of nuclei (seeds) which then grow further to produce larger particles of any desired size between 3 and 8nm. The amount of added hexachloroplatinic acid precursor controls the size of the final nanoparticle product. TEM was used to determine size and morphology and to confirm the crystalline nature of the nanoparticles. Good reproducibility of the technique was demonstrated. Above 7nm, the particle shape and morphology changes suddenly indicating a change in the deposition selectivity of the Pt-precursor from (100) towards (111) crystal faces and breaking up of larger particles into smaller entities.
