The Mason County "Hoo Doo" War, 1874-1902

Post-Reconstruction Texas in the mid-1870s was still relatively primitive, with communities isolated from each other in a largely open-range environment. Cattlemen owned herds of cattle in numerous counties while brand laws remained local. Friction arose when the nonresident stockmen attempted to gather their cattle, and mavericking was common. Law enforcement at the local level could cope with handling local drunks, collecting taxes, and attending the courts when in session, but when an outrageous crime occurred, or depredations in a community were at a level that severely taxed or overwhelmed the local sheriff, there was seldom any other recourse except a vigilante movement. With such a fragile hold on civilization in these communities, it is not difficult to understand how a “blood feud” could occur. During 1874 the Hoo Doo War erupted in the Texas Hill Country of Mason County, and for the remainder of the century violence and fear ruled the region in a rising tide of hatred and revenge. It is widely considered the most bitter feud in Texas history. Sea La Luz: The Making of Mexican Protestantism in the American Southwest, 1829-1900

Mexican Protestantism was born in the encounter between Mexican Catholics and Anglo American Protestants, after the United States ventured into the Southwest and wrested territory from Mexico in the early nineteenth century. Sea la Luz tells the story of Mexican converts and the churches they developed through the records of Protestant missionaries. Juan Francisco Martinez traces Protestant mission work among the Spanish speaking of the Southwest throughout the nineteenth century. By 1900, about 150 Spanish-speaking Protestant churches with more than five thousand adult members existed in the region. They were rejected by their own people because they were Protestants, but Anglo American Protestants did not readily accept them either because they were Mexican. In spite of the pressures from both their own community and the larger society, they forged a new religious identity in the midst of conquest.

Originally published in 1979, Geraldine Ellis Watson’s Big Thicket Plant Ecology is now back in print. This updated edition explores the plant biology, ecology, geology, and environmental regions of the Big Thicket National Preserve. After decades of research on the Big Thicket, Watson concluded that the Big Thicket was unique for its biological diversity, due mainly to interactions of geology and climate. A visitor in the Big Thicket could look in four different directions from one spot and view scenes typical of the Appalachians, the Florida Everglades, a southwestern desert, or the pine barrens of the Carolinas. He served on active duty in the U.S. Army Air Forces for more than two and a half years during World War II, and then in the Air Force reserves until 1961. David L. Snead, the editor, is an associate professor of history at Liberty University in Lynchburg, Virginia. He received his Ph.D. in history from the University of Virginia and is the author of The Gaither Committee, Eisenhower, and the Cold War and George E. Browne: An American Doughboy in World War I.

Military Disability System: Improved Oversight Needed to Ensure Consistent and Timely Outcomes for Reserve and Active Duty Service Members
A letter report issued by the Government Accountability Office with an abstract that begins "The House Committee on Armed Services report that accompanies the National Defense Authorization Act of fiscal year 2006 directs GAO to review results of the military disability evaluation system. In response to this mandate, GAO determined: (1) how current DOD policies and guidance for disability determinations compare for the Army, Navy, and Air Force, and what policies are specific to reserve component members of the military; (2) what oversight and quality control mechanisms are in place at DOD and these three services of the military to ensure consistent and timely disability decisions for active and reserve component members; and (3) how disability decisions, ratings, and processing times compare for active and reserve component members of the Army, the largest branch of the service, and what factors might explain any differences."

Indian Issues: The Office of the Special Trustee Has Implemented Several Key Trust Reforms Required by the 1994 Act, but Important Decisions about Its Future Remain
A letter report issued by the Government Accountability Office with an abstract that begins "The American Indian Trust Fund Management Reform Act of 1994 established the Office of the Special Trustee for American Indians (OST), within the Department of the Interior, to oversee the implementation of management reforms for funds--derived primarily from Interior's leasing of Indian lands--that Interior holds in trust for many Indian tribes and individuals. Specifically, the act directs that an integrated information system be developed that interfaces the trust fund accounting system with the land title records and asset management systems maintained by Interior's Bureau of Indian Affairs (BIA). GAO examined (1) OST's progress in implementing the trust fund management reforms and (2) the extent to which OST has used contractors in implementing these reforms. GAO reviewed OST's strategic plans and contracting documents and interviewed OST and BIA managers."

Indian Irrigation Projects: Numerous Issues Need to Be Addressed to Improve Project Management and Financial Sustainability
A letter report issued by the Government Accountability Office with an abstract that begins "The Department of the Interior's Bureau of Indian Affairs (BIA) manages 16 irrigation projects on Indian reservations in the western United States. These projects, which were generally constructed in the late 1800s and early 1900s, include water storage facilities and delivery structures for agricultural purposes. Serious concerns have arisen about their maintenance and management. GAO was asked to examine (1) BIA's estimated deferred maintenance cost for its 16 irrigation projects, (2) what shortcomings, if any, exist in BIA's current management of its irrigation projects, and (3) any issues that need to be addressed to determine the long-term direction of BIA's irrigation program."

U.S. Postal Service: Delivery Performance Standards, Measurement, and Reporting Need Improvement

United Nations: Lessons Learned from Oil for Food Program Indicate the Need to Strengthen UN Internal Controls and Oversight Activities
A letter report issued by the Government Accountability Office with an abstract that begins "In 1996, the United Nations (UN) Security Council and Iraq began the Oil for Food program to address Iraq's humanitarian situation after sanctions were imposed in 1990. More than $67 billion in oil revenue was obtained through the program, with $31 billion in humanitarian assistance delivered to Iraq. The 2005 Defense Authorization Act mandated that GAO review the Oil for Food program. GAO reviewed how the UN adhered to five key internal control standards in its stewardship of the program. GAO assessed (1) the program's control environment and (2) key elements of the other internal control standards. GAO also reported on the UN Compensation Commission's progress in paying reparations from Iraq's invasion of Kuwait."

Renewable Energy: Increased Geothermal Development Will Depend on Overcoming Many Challenges
A letter report issued by the Government Accountability Office with an abstract that begins "The Energy Policy Act of 2005 (Act) contains provisions that address a variety of challenges that face the geothermal industry, including the high risk and uncertainty of developing geothermal power plants, lack of sufficient transmission capacity, and delays in federal leasing. Among the provisions are means to simplify federal royalties on geothermal resources while overall collecting the same level of royalty revenue. The Act also changes how these royalties are to be shared with local governments (disbursements). This report describes: (1) the current extent of and potential for geothermal development; (2) challenges faced by developers of geothermal resources; (3) federal, state, and local government actions to address these challenges; and (4) how provisions of the Act are likely to affect federal geothermal royalty disbursement and collections."

DOE Contracting: Improved Program Management Could Help Achieve Small Business Goal
A letter report issued by the Government Accountability Office with an abstract that begins "Federal policy requires that small businesses receive the maximum practicable opportunity for providing goods and services to federal agencies through prime contracts--direct contracts between the government and a contractor. The Department of Energy (DOE) buys more than $20 billion in goods and services annually. Purchase Cards: Control Weaknesses Leave DHS Highly Vulnerable to Fraudulent, Improper, and Abusive Activity
A letter report issued by the Government Accountability Office with an abstract that begins "In the wake of the 2005 hurricanes in the Gulf Region, GAO and the Department of Homeland Security Office of Inspector General (DHS OIG) initiated a number of audits and investigations addressing the federal government's response to those events. On July 19, 2006, GAO testified on the results of its purchase card work. This report summarizes the testimony and provides recommendations. Department of Homeland Security (DHS) cardholders made thousands of transactions related to hurricane relief operations. GAO analyzed transactions between June and November of 2005 to determine if (1) DHS's control environment and management of purchase card usage were effective; (2) DHS's key internal control activities operated effectively and provided reasonable assurance that purchase cards were used appropriately; and (3) potentially fraudulent, improper, and abusive purchase card activity existed at DHS."

Military Operations: High-Level DOD Action Needed to Address Long-standing Problems with Management and Oversight of Contractors Supporting Deployed Forces
A letter report issued by the Government Accountability Office with an abstract that begins "Prior GAO reports have identified problems with the Department of Defense's (DOD) management and oversight of contractors supporting deployed forces. GAO issued its first comprehensive report examining these problems in June 2003. Because of the broad congressional interest in U.S. military operations in Iraq and DOD's increasing use of contractors to support U.S. forces in Iraq, GAO initiated this follow-on review under the Comptroller General's statutory authority. Specifically, GAO's objective was to determine the extent to which DOD has improved its management and oversight of contractors supporting deployed forces since our 2003 report. Military Transformation: Additional Actions Needed by U.S. Strategic Command to Strengthen Implementation of Its Many Missions and New Organization
