This report presents the results of the turbine rotor study completed by Global Energy Concepts (GEC) as part of the U.S. Department of Energy's WindPACT (Wind Partnership for Advanced Component Technologies) project. The purpose of the WindPACT project is to identify technology improvements that will enable the cost of energy from wind turbines to fall to a target of 3.0 cents/kilowatt-hour in low wind speed sites. The study focused on different rotor configurations and the effect of scale on those rotors.

The Effects of Infrared-Blocking Pigments and Deck Venting on Stone-Coated Metal Residential Roofs

Field data show that stone-coated metal shakes and S-mission tile, which exploit the use of infraredblocking color pigments (IrBCPs), along with underside venting reduce the heat flow penetrating the conditioned space of a residence by 70% compared with the amount of heat flow penetrating roofs with conventional asphalt shingles. Stone-coated metal roof products are typically placed on battens and counter-battens and nailed through the battens to the roof deck. The design provides venting on the underside of the metal roof that reduces the heat flow penetrating a home. The Metal Construction Association (MCA) and its affiliate members installed stone-coated metal roofs with shake and S-mission tile profiles and a painted metal shake roof on a fully instrumented attic test assembly at Oak Ridge National Laboratory (ORNL). Measurements of roof, deck, attic, and ceiling temperatures; heat flows; solar reflectance; thermal emittance; and ambient weather were recorded for each of the test roofs and also for an adjacent attic cavity covered with a conventional pigmented and direct nailed asphalt shingle roof. Assessing field-scale migration of mobile radionuclides at the Nevada Test Site

Numerous long-lived radionuclides, including {sup 99}Tc (technetium) and {sup 129}I (iodine), are present in groundwater at the Nevada Test Site (NTS) as a result of 828 underground nuclear weapons tests conducted between 1951 and 1992. We synthesize a body of groundwater data collected on the distribution of a number of radionuclides ({sup 3}H, {sup 14}C, {sup 36}Cl, {sup 99}Tc and {sup 129}I), which are presumably mobile in the subsurface and potentially toxic to down-gradient receptors, to assess their migration at NTS, at field scales over distances of hundreds of meters and for durations of more than thirty years. Qualitative evaluation of field-scale migration of these radionuclides in the saturated zone provides an independent approach to validating their presumably conservative transport in the performance assessment of the proposed geological repository at Yucca Mountain, which is located on the western edge of NTS. The analyses show that the interaction of {sup 3}H with a solid surface via an isotopic exchange with clay lattice hydroxyls may cause a slight delay in the transport of {sup 3}H. The transport of {sup 14}C could be retarded by its isotopic exchange with carbonate minerals, and the exchange may be more pronounced in the alluvial aquifer. In …

The MAPKERK-1,2 pathway integrates distinct and antagonistic signals from TGF alpha and FGF7 in morphogenesis of mouse mammary epithelium

Transforming growth factor-{alpha} (TGF{alpha}) and fibroblast growth factor-7 (FGF7) exhibit distinct expression patterns in the mammary gland. Both factors signal through mitogen-activated kinase/extracellular regulated kinase-1,2 (MAPK{sup ERK1,2}); however, their unique and/or combined contributions to mammary morphogenesis have not been examined. In ex vivo mammary explants, we show that a sustained activation of MAPK{sup ERK1,2} for 1 h, induced by TGF{alpha}, was necessary and sufficient to initiate branching morphogenesis, whereas a transient activation (15 min) of MAPK{sup ERK1,2}, induced by FGF7, led to growth without branching. Unlike TGF{alpha}, FGF7 promoted sustained proliferation as well as ectopic localization of, and increase in, keratin-6 expressing cells. The response of the explants to FGF10 was similar to that to FGF7. Simultaneous stimulation by FGF7 and TGF{alpha} indicated that the FGF7-induced MAPK{sup ERK1,2} signaling and associated phenotypes were dominant: FGF7 may prevent branching by suppression of two necessary TGF{alpha}-induced morphogenetic effectors, matrix metalloproteinase-3 (MMP-3/stromelysin-1), and fibronectin. Our findings indicate that expression of morphogenetic effectors, proliferation, and cell-type decisions during mammary organoid morphogenesis are intimately dependent on the duration of activation of MAPK{sup ERK1,2} activation.

MEMS-based arrays of micro ion traps for quantum simulation scaling.

In this late-start Tier I Seniors Council sponsored LDRD, we have designed, simulated, microfabricated, packaged, and tested ion traps to extend the current quantum simulation capabilities of macro-ion traps to tens of ions in one and two dimensions in monolithically microfabricated micrometer-scaled MEMS-based ion traps. Such traps are being microfabricated and packaged at Sandia's MESA facility in a unique tungsten MEMS process that has already made arrays of millions of micron-sized cylindrical ion traps for mass spectroscopy applications. We define and discuss the motivation for quantum simulation using the trapping of ions, show the results of efforts in designing, simulating, and microfabricating W based MEMS ion traps at Sandia's MESA facility, and describe is some detail our development of a custom based ion trap chip packaging technology that enables the implementation of these devices in quantum physics experiments.

In the United States, economic growth increasingly requires that greater volumes of freshwater be made available for new users, yet supplies of freshwater are already allocated to existing users. Currently, water for new users is made available through re-allocation of xisting water supplies-for example, by cities purchasing agricultural water rights. Water may also be made available through conservation efforts and, in some locales, through the development of ''new'' water from non-traditional sources such as the oceans, deep aquifer rackish groundwater, and water reuse.

The purpose of this document is to provide the technical requirements for preparation for use, operation, inspection, and maintenance of a Transuranic Package TransporterModel II (TRUPACT-II), a HalfPACT shipping package, and directly related components. This document complies with the minimum requirements as specified in the TRUPACT-II Safety Analysis Report for Packaging (SARP), HalfPACT SARP, and U.S. Nuclear Regulatory Commission (NRC) Certificates of Compliance (C of C) 9218 and 9279, respectively. In the event of a conflict between this document and the SARP or C of C, the C of C shall govern. The C of Cs state: "each package must be prepared for shipment and operated in accordance with the procedures described in Chapter 7.0, Operating Procedures, of the application." They further state: "each package must be tested and maintained in accordance with the procedures described in Chapter 8.0, Acceptance Tests and Maintenance Program of the Application." Chapter 9.0 of the SARP charges the U.S. Department of Energy (DOE) or the Waste Isolation Pilot Plant| (WIPP) management and operating (M&O) contractor with assuring packaging is used in accordance with the requirements of the C of C. The accelerated development of digital libraries and archives, in tandem with efficient search engines and the computational ability to retrieve and parse massive amounts of information, are making it possible to quantify the time evolution of scientific literatures. These data are but one piece of the tangible recorded evidence of the processes whereby scientists create and exchange information in their journeys towards the generation of knowledge. As such, these tools provide a proxy with which to study our ability to innovate. Innovation has often been linked with prosperity and growth and, consequently, trying to understand what drives scientific innovation is of extreme interest. Identifying sets of population characteristics, factors, and mechanisms that enable scientific communities to remain at the cutting edge, accelerate their growth, or increase their ability to re-organize around new themes or research topics is therefore of special significance. Yet generating a quantitative understanding of the factors that make scientific fields arise and/or become more or less productive is still in its infancy. This is precisely the type of knowledge most needed for promoting and sustaining innovation. Results of a Technical Review of the U.S. Climate Change Technology Program's R&D Portfolio

The U.S. Climate Change Technology Program (CCTP) is a multi-agency planning and coordinating entity, led by the U.S. Department of Energy that aims to accelerate the development and facilitate the adoption of technologies to address climate change. In late 2005, CCTP asked Oak Ridge National Laboratory and Energetics Incorporated to organize and coordinate a review of the CCTP R&D portfolio using structured workshops. Each workshop focused on one of CCTP's six strategic goals: 1.Reduce emissions from energy end-use and infrastructure 2.Reduce emissions from energy supply 3.Capture and sequester carbon dioxide 4.Reduce emissions of non-CO2 greenhouse gases (GHG) 5.Improve capabilities to measure and monitor GHG emissions 6.Bolster basic science contributions to technology development To promote meaningful dialogue while ensuring broad coverage, a group of broadly experienced professionals with expertise in fields relevant to each CCTP goal were asked to participate in the portfolio reviews and associated workshops. A total of 75 experts participated in the workshops; 60 of these participants represented non-Federal organizations. This report summarizes the findings of the workshops and the results of the Delphi assessment of the CCTP R&D portfolio.

Assessment of Void Swelling in Austenitic Stainless Steel Core Internals.

As many pressurized water reactors (PWRs) age and life extension of the aged plants is considered, void swelling behavior of austenitic stainless steel (SS) core internals has become the subject of increasing attention. In this report, the available database on void swelling and density change of austenitic SSs was critically reviewed. Irradiation conditions, test procedures, and microstructural characteristics were carefully examined, and key factors that are important to determine the relevance of the database to PWR conditions were evaluated. Most swelling data were obtained from steels irradiated in fast breeder reactors at temperatures >385 C and at dose rates that are orders of magnitude higher than PWR dose rates. Even for a given irradiation temperature and given steel, the integral effects of dose and dose rate on void swelling should not be separated. It is incorrect to extrapolate swelling data on the basis of 'progressive compounded multiplication' of separate effects of factors such as dose, dose rate, temperature, steel composition, and fabrication procedure. Therefore, the fast reactor data should not be extrapolated to determine credible void swelling behavior for PWR end-of-life (EOL) or life-extension conditions. The BBP Algorithm for Pi

The 'Bailey-Borwein-Plouffe' (BBP) algorithm for {pi} is based on the BBP formula for {pi}, which was discovered in 1995 and published in 1996 [3]: {pi} = {summation}{sub k=0}{sup {infinity}} 1/16{sup k} (4/8k+1 - 2/8k+4 - 1/8k+5 - 1/8k+6). This formula as it stands permits {pi} to be computed fairly rapidly to any given precision (although it is not as efficient for that purpose as some other formulas that are now known [4, pg. 108-112]). But its remarkable property is that it permits one to calculate (after a fairly simple manipulation) hexadecimal or binary digits of {pi} beginning at an arbitrary starting position. For example, ten hexadecimal digits {pi} beginning at position one million can be computed in only five seconds on a 2006-era personal computer. The formula itself was found by a computer program, and almost certainly constitutes the first instance of a computer program finding a significant new formula for {pi}. It turns out that the existence of this formula has implications for the long-standing unsolved question of whether {pi} is normal to commonly used number bases (a real number x is said to be b-normal if every m-long string of digits in the base-b expansion appears, in the …

Risk assessment meta tool LDRD final report.

The goal of this project was to develop a risk analysis meta tool--a tool that enables security analysts both to combine and analyze data from multiple other risk assessment tools on demand. Our approach was based on the innovative self-assembling software technology under development by the project team. This technology provides a mechanism for the user to specify his intentions at a very high level (e.g., equations or English-like text), and then the code self-assembles itself, taking care of the implementation details. The first version of the meta tool focused specifically in importing and analyzing data from Joint Conflict and Tactical Simulation (JCATS) force-on-force simulation. We discuss the problem, our approach, technical risk, and accomplishments on this project, and outline next steps to be addressed with follow-on funding.

On one hand, the field of high-performance scientific computing is thriving beyond measure. Performance of leading-edge systems on scientific calculations, as measured say by the Top500 list, has increased by an astounding factor of 8000 during the 15-year period from 1993 to 2008, which is slightly faster even than Moore's Law. Even more importantly, remarkable advances in numerical algorithms, numerical libraries and parallel programming environments have led to improvements in the scope of what can be computed that are entirely on a par with the advances in computing hardware. And these successes have spread far beyond the confines of large government-operated laboratories, many universities, modest-sized research institutes and private firms now operate clusters that differ only in scale from the behemoth systems at the large-scale facilities. In the wake of these recent successes, researchers from fields that heretofore have not been part of the scientific computing world have been drawn into the arena. For example, at the recent SC07 conference, the exhibit hall, which long has hosted displays from leading computer systems vendors and government laboratories, featured some 70 exhibitors who had not previously participated. Small acid soluble proteins for rapid spore identification.

This one year LDRD addressed the problem of rapid characterization of bacterial spores such as those from the genus Bacillus, the group that contains pathogenic spores such as B. anthracis. In this effort we addressed the feasibility of using a proteomics based approach to spore characterization using a subset of conserved spore proteins known as the small acid soluble proteins or SASPs. We proposed developing techniques that built on our previous expertise in microseparations to rapidly characterize or identify spores. An alternative SASP extraction method was developed that was amenable to both the subsequent fluorescent labeling required for laser-induced fluorescence detection and the low ionic strength requirements for isoelectric focusing. For the microseparations, both capillary isoelectric focusing and chip gel electrophoresis were employed. A variety of methods were evaluated to improve the molecular weight resolution for the SASPs, which are in a molecular weight range that is not well resolved by the current methods. Isoelectric focusing was optimized and employed to resolve the SASPs using UV absorbance detection. Proteomic signatures of native wild type Bacillus spores and clones genetically engineered to produce altered SASP patterns were assessed by slab gel electrophoresis, capillary isoelectric focusing with absorbance detection as well as …

Edge Stability and Transport Control with Resonant Magnetic Perturbations in Collisionless Tokamak Plasmas

A critical issue for fusion plasma research is the erosion of the first wall of the experimental device due to impulsive heating from repetitive edge magneto-hydrodynamic (MHD) instabilities known as 'edge-localized modes' (ELMs). Here, we show that the addition of small resonant magnetic field perturbations completely eliminates ELMs while maintaining a steady-state high-confinement (H-mode) plasma. These perturbations induce a chaotic behavior in the magnetic field lines, which reduces the edge pressure gradient below the ELM instability threshold. The pressure gradient reduction results from a reduction in particle content of the plasma, rather than an increase in the electron thermal transport. This is inconsistent with the predictions of stochastic electron heat transport theory. These results provide a first experimental test of stochastic transport theory in a highly rotating, hot, collisionless plasma and demonstrate a promising solution to the critical issue of controlling edge instabilities in fusion plasma devices.

Propagation of guided modes in curved nanoribbon waveguides

The authors develop a plane-wave-based transfer matrix method in curvilinear coordinates to study the guided modes in curved nanoribbon waveguides. The problem of a curved structure is transformed into an equivalent one of a straight structure with spatially dependent tensors of dielectric constant and magnetic permeability. The authors investigate the coupling between the eigenmodes of the straight part and those of the curved part when the waveguide is bent. The authors show that curved sections can result in strong oscillations in the transmission spectrum similar to the recent experimental results of Lawet al.

Exhaust Aftertreatment and Low Pressure Loop EGR Applied to an Off-Highway Engine

The goal of the project was to demonstrate that low pressure loop EGR incorporating a diesel oxidation catalyst (DOC) and a diesel particulate filter (DPF) can be applied to an off-highway engine to meet Tier 3 (Task I) and Interim Tier 4 (Task II) off-road emissions standards. Task I data was collected using a John Deere 8.1 liter engine modified with a low pressure loop EGR system. The engine and EGR system was optimized and final data over the ISO 8178 eight mode test indicated the NOx emissions were less than 4 g/kWh and the PM was less than 0.02 g/kWh which means the engine met the Tier 3 off-road standard. Considerable experimental data was collected and used by Michigan Tech University to develop and calibrate the MTU-Filter 1D DPF model. The MTU-Filter 1D DPF code predicts the particulate mass evolution (deposition and oxidation) in the diesel particulate filter (DPF) during simultaneous loading and during thermal and NO{sub 2}-assisted regeneration conditions. It also predicts the pressure drop across the DPF, the flow and temperature fields, the solid filtration efficiency and the particle number distribution downstream of the DPF. Regional Disease Surveillance Meeting - Final Paper

On June 1, 2006, public health officials working in surveillance, epidemiological modeling, and information technology communities from the Seattle/Tacoma area and State of Washington met with members of the Pacific Northwest National Laboratory (PNNL) to discuss the current state of disease surveillance and gaps and needs to improve the current systems. The meeting also included a discussion of PNNL initiatives that might be appropriate to enhance disease surveillance and the current tools being used for disease surveillance. Participants broke out into two groups to identify critical gaps and needs for improving a surveillance system, and discuss the requirements for developing improved surveillance. Each group developed a list of key priorities summarizing the requirements for improved surveillance. The objective of this meeting was to work towards the development of an improved disease surveillance system.

Taming the Runaway Problem of Inflationary Landscapes

A wide variety of vacua, and their cosmological realization, may provide an explanation for the apparently anthropic choices of some parameters of particle physics and cosmology. If the probability on various parameters is weighted by volume, a flat potential for slow-roll inflation is also naturally understood, since the flatter the potential the larger the volume of the sub-universe. However, such inflationary landscapes have a serious problem, predicting an environment that makes it exponentially hard for observers to exist and giving an exponentially small probability for a moderate universe like ours. A general solution to this problem is proposed, and is illustrated in the context of inflaton decay and leptogenesis, leading to an upper bound on the reheating temperature in our sub-universe. In a particular scenario of chaotic inflation and non-thermal leptogenesis, predictions can be made for the size of CP violating phases, the rate of neutrinoless double beta decay and, in the case of theories with gauge-mediated weak scale supersymmetry, for the fundamental scale of supersymmetry breaking.
