This report discusses the Violence Against Women Act (VAWA) of 2000 which reauthorized most of the original act’s programs and created new grant programs to prevent sexual assaults on campuses, assist victims of violence with civil legal concerns, create transitional housing for victims of domestic abuse (administered by HHS), and enhance protections for elderly and disabled victims of domestic violence. VAWA 2000, also, created a pilot program for safe custody exchange for families of domestic violence.

P.L. 104-193 (the 1996 welfare reform law) made major changes to the Child Support Enforcement (CSE) program. Some of the changes include requiring states to increase the percentage of fathers identified, establishing an integrated, automated network linking all states to information about the location and assets of parents, and requiring states to implement more enforcement techniques to obtain collections from debtor parents. Additional legislative changes were made in 1997, 1998, and 1999, but not in 2000, 2001, 2002, or 2003.
