Social Security Disability: Improved Processes for Planning and Conducting Demonstrations May Help SSA More Effectively Use Its Demonstration Authority

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1980, the Congress has required the Social Security Administration (SSA) to conduct demonstration projects to test the effectiveness of possible program changes that could encourage individuals to return to work and decrease their dependence on Disability Insurance (DI) benefits. To conduct these demonstrations, the Congress authorized SSA, on a temporary basis, to waive certain DI and Medicare program rules and to use Social Security Trust Funds. The Congress required GAO to review SSA's use of its DI demonstration authority and to make a recommendation as to whether this authority should be made permanent."

Social Security Numbers: Governments Could Do More to Reduce Display in Public Records and on Identity Cards

A letter report issued by the Government Accountability Office with an abstract that begins "While the use of Social Security numbers (SSN) can be very beneficial to the public sector, SSNs are also a key piece of information used for committing identity crimes. The widespread use of SSNs by both the public and private sectors and their display in public records have raised concern over how SSNs might be misused and how they should be protected. In light of this concern, GAO was asked to examine (1) the extent to which SSNs are visible in records made available to the public, (2) the reasons for which governments collect SSNs in records that display them to the public, and (3) the formats in which these records are stored and ways that the public gains access to them. As well as looking at public records, GAO also examined the practices of several federal agencies regarding the display of entire nine-digit SSNs on health insurance and other identification cards issued under their authority."

Correspondence issued by the Government Accountability Office with an abstract that begins "This document presents the results of a recent GAO survey of human capital issues at the Securities and Exchange Commission (SEC). In March and April 2004, we conducted a follow-up to our 2001 human capital survey of SEC attorneys, accountants, and examiners to benchmark their views after the agency had implemented pay parity and work-life programs. 2001 SEC survey respondents were overwhelmingly dissatisfied with pay and identified other nonpay issues as warranting SEC management's attention. The 2004 survey generally covered the same issue areas that we addressed in the 2001 survey, including (1) compensation, (2) overall job satisfaction, (3) work-life balance, (4) supervision and management, (5) performance appraisal and incentive system, (6) opportunities for advancement, (7) organizational structure and support, (8) communication within divisions and offices, and (9) training."

U.S. Postal Service: Physical Security Measures Have Increased at Some Core Facilities, but Security Problems Continue

A letter report issued by the Government Accountability Office with an abstract that begins "Mail and postal facilities are tempting targets for theft and other criminal acts. Approximately 800,000 U.S. Postal Service (USPS) employees process about 700 million pieces of mail daily at almost 38,000 facilities nationwide. Criminals attack letter carriers to get mail containing valuables and burglarize postal facilities to get cash and money orders. These activities at USPS facilities can put at risk the integrity of the mail and the safety of employees, customers, and assets. We looked at physical security measures at large facilities that perform automated mail-sorting functions, which on the basis of discussions with USPS, we defined as "core" facilities. Specifically, our objectives were to provide information on (1) what USPS has determined to be the physical security requirements at core facilities, (2) what security measures have been implemented and what security problems exist at USPS core facilities, and (3) what are USPS's plans to respond to identified security problems."
