Aneutronic Fusion in a Degenerate Plasma

In a Fermi-degenerate plasma, the electronic stopping of a slow ion is smaller than that given by the classical formula, because some transitions between the electron states are forbidden. The bremsstrahlung losses are then smaller, so that the nuclear burning of an aneutronic fuel is more efficient. Consequently, there occurs a parameter regime in which self-burning is possible. Practical obstacles in this regime that must be overcome before net energy can be realized include the compression of the fuel to an ultra dense state and the creation of a hot spot.

Prior to enactment of the Bipartisan Campaign Reform Act of 2002 (BCRA), P.L. 107-155, the term “soft money” generally referred to unregulated funds, perceived as resulting from loopholes in the Federal Election Campaign Act (FECA), 2 U.S.C. §§ 431 et seq. Generally, the intent of BCRA, (effective Nov. 6, 2002), which amends FECA, is to restrict the raising and spending of soft money. This Issue Brief discusses constitutional and legal issues surrounding two major types of soft money that BCRA regulates: political party soft money and soft money used for issue advocacy communications. Corporate and labor union soft money, which FECA exempts from regulation and is not addressed by BCRA, is also discussed.

Defense Acquisitions: Challenges Facing the DD(X) Destroyer Program

A letter report issued by the Government Accountability Office with an abstract that begins "The DD(X) destroyer--a surface ship intended to expand the Navy's littoral warfare capabilities--depends on the development of a number of new technologies to meet its requirements. The Navy intends to authorize detailed design and construction of the first ship in March 2005. GAO's past work has shown that developing advanced systems that rely heavily on new technologies requires a disciplined, knowledge-based approach to ensure cost, schedule, and performance targets are met. Best practices show, for example, that a program should not be launched before critical technologies are sufficiently matured--that is, the technology has been demonstrated in its intended environment--and that a design should be stabilized by the critical design review. Given the complexity of the DD(X) system and the number of new technologies involved, GAO was asked to describe the Navy's acquisition strategy for DD(X) and how it relates to best practices, and how efforts to mature critical technologies are proceeding."

Finite Pressure Effects on Reversed Shear Alfven Eigenmodes

The inclusion of finite pressure in ideal-magnetohydrodynamic (MHD) theory can explain the Reversed magnetic Shear Alfven Eigenmodes (RSAE) (or Alfven cascades) that have been observed in several large tokamaks without the need to invoke the energetic particle mechanism for the existence of these modes. The chirping of the RSAEs is cased by changes in the minimum of the magnetic safety factor, q(sub)min, while finite pressure effects explains the observed non-zero minimum frequency of the RSAE when qmin has a rational value. Finite pressure effects also play a dominant role in the existence of the downward chirping RSAE branch.

Fusion Reaction Rate in an Inhomogeneous Plasma

The local fusion rate, obtained from the assumption that the distribution is a local Maxwellian, is inaccurate if mean-free-paths of fusing particles are not sufficiently small compared with the inhomogeneity length of the plasma. We calculate the first order correction of P0 in terms of the small spatial gradient and obtain a non-local modification of P(sub)0 in a shock region when the gradient is not small. Use is made of the fact that the fusion reaction cross section has a relatively sharp peak as a function of energy.

Future Climate Analysis

This report documents an analysis that was performed to estimate climatic variables for the next 10,000 years by forecasting the timing and nature of climate change at Yucca Mountain, Nevada, the site of a repository for spent nuclear fuel and high-level radioactive waste. The future-climate estimates are based on an analysis of past-climate data from analog meteorological stations, and this report provides the rationale for the selection of these analog stations. The stations selected provide an upper and a lower climate bound for each future climate, and the data from those sites will provide input to the following reports: ''Simulation of Net Infiltration for Present-Day and Potential Future Climates'' (BSC 2004 [DIRS 170007]), ''Total System Performance Assessment (TSPA) Model/Analysis for the License Application'' (BSC 2004 [DIRS 168504]), ''Features, Events, and Processes in UZ Flow and Transport'' (BSC 2004 [DIRS 170012]), and ''Features, Events, and Processes in SZ Flow and Transport'' (BSC 2004 [DIRS 170013]). Forecasting long-term future climates, especially for the next 10,000 years, is highly speculative and rarely attempted. A very limited literature exists concerning the subject, largely from the British radioactive waste disposal effort. High Fill-Factor Transport Experiments on the HCX

Heavy-ion induction linacs have application as drivers for high energy density physics studies and ultimately as drivers for inertial fusion energy. Experiments on the High-Current Experiment (HCX) at LBNL explore heavy-ion beam transport at high fill factors (i.e., the ratio of the maximum transverse extent of the beam to the physical aperture). The fill factor has a large impact on the cost of multi-beam induction accelerators, the 80% fill factor compared with 60% would reduce the cost of an HIF driver by about 1/3. With a coasting low-emittance 1 MeV K{sup +} beam, transport through ten electrostatic quadrupoles was achieved at high beam fill factor (80%) without observed emittance growth and with little beam loss ({le} 1%), even though the initial beam distribution is neither ideal nor in thermal equilibrium, see Figure. While 10 quadrupoles are too few for settling questions of emittance evolution in a long system, they are very relevant for studying the rapid initial evolution of the emittance and beam profile that is expected in the front end of an accelerator. High Resolution Velocity Structure in Eastern Turkey

We investigate the crustal and upper mantle structure of eastern Turkey where the Anatolian, Arabian and Eurasian Plates meet and form a complex tectonic structure. The Bitlis suture is a continental collision zone between the Anatolian plateau and the Arabian plate. Broadband data available through the Eastern Turkey Seismic Experiment (ETSE) provided a unique opportunity for studying the high resolution velocity structure. Zor et al. found an average 46 km thick crust in Anatolian plateau using six-layered grid search inversion of the ETSE receiver functions. Receiver functions are sensitive to the velocity contrast of interfaces and the relative travel time of converted and reverberated waves between those interfaces. The interpretation of receiver function alone with many-layered parameterization may result in an apparent depth-velocity tradeoff. In order to improve previous velocity model, we employed the joint inversion method with many layered parameterization of Julia et al. (2000) to the ETSE receiver functions. In this technique, the receiver function and surface-wave observations are combined into a single algebraic equation and each data set is weighted by an estimate of the uncertainty in the observations. This document summarizes the Indirect Drive Cold-Loaded (diffusion-filled) Ignition Target design. These targets include a capsule whose strength is insufficient to withstand the room temperature pressure of the DT fuel. These capsules are diffusion filled with DT gas and then cooled to cryogenic temperature. The target must remain at cryogenic temperature until it is shot. Only features that affect the design of the NIF Cryogenic Target System (NCTS) are presented. The design presented is the current thinking and may evolve further. The NCTS should be designed to accommodate a range of targets and target scales, as described here. The interface location between the target and the NCTS cryostat is at the target base / gripper joint.

Kinetic Modifications to MHD Phenomena in Toroidal Plasmas

Particle kinetic effects involving small spatial and fast temporal scales can strongly affect MHD phenomena and the long time behavior of plasmas. In particular, kinetic effects such as finite ion gyroradii, trapped particle dynamics, and wave-particle resonances have been shown to greatly modify the stability of MHD modes. Here, the kinetic effects of trapped electron dynamics and finite ion gyroradii are shown to have a large stabilizing effect on kinetic ballooning modes in low aspect ratio toroidal plasmas such as NSTX [National Spherical Torus Experiment]. We also present the analysis of Toroidicity-induced Alfven Eigenmodes (TAEs) destabilized by fast neutral-beam injected ions in NSTX experiments and TAE stability in ITER due to alpha-particles and MeV negatively charged neutral beam injected ions.
