Annual Radioactive Waste Tank Inspection Program - 2003
Aqueous radioactive wastes from Savannah River Site (SRS) separations and vitrification processes are contained in large underground carbon steel tanks. Inspections made during 2003 to evaluate these vessels and other waste handling facilities along with evaluations based on data from previous inspections are the subject of this report. The 2003 inspection program revealed that the structural integrity and waste confinement capability of the Savannah River Site waste tanks remained unchanged from 2002. A total of 4249 photographs were made, 1178 visual and video inspections were performed, and 12 helium leak tests were conducted. Ultrasonic testing was performed on five High Level Waste Tanks in accordance with approved inspection plans that met the In-Service Inspection Program requirements.

Anti-Money Laundering: Issues Concerning Depository Institution Regulatory Oversight
Testimony issued by the General Accounting Office with an abstract that begins "The U.S. government's framework for preventing, detecting, and prosecuting money laundering has been expanding through additional pieces of legislation since its inception in 1970 with the Bank Secrecy Act (BSA). The purpose of the BSA is to prevent financial institutions from being used as intermediaries for the transfer or deposit of money derived from criminal activity and to provide a paper trail for law enforcement agencies in their investigations of possible money laundering. The most recent changes arose in October 2001 with the passage of the USA PATRIOT Act, which, among other things, extends antimoney laundering (AML) requirements to other financial service providers previously not covered under the BSA. GAO was asked to testify on its previous work and the ongoing work it is doing for the Senate Committee on Banking, Housing, and Urban Affairs on the depository institution regulators' BSA examination and enforcement process."

Calibration of a PEM detector with depth of interactionmeasurement
We present an in situ calibration technique for the LBNL positron emission mammography (PEM) detector module that is capable of measuring depth of interaction (DOI). The detector module consists of 64LSO crystals coupled on one end to a single photomultiplier tube (PMT) and on the opposite end to a 64 pixel array of silicon photodiodes (PD). The PMT provides an accurate timing pulse, the PDs identify the crystal of interaction, the sum provides a total energy signal and the /splGamma/=PD/(PD+PMT) ratio determines the depth of interaction. We calibrate using the /sup 176/Lu natural background radiation of the LSO crystals. We determine the relative gain (K) of the PMT and PD by minimizing the asymmetry of the /spl Gamma/ distribution. We determine the depth dependence from the width of the /spl Gamma/ distribution with optimal K. The performance of calibrated detector modules is evaluated by averaging results from 12 modules. The energy resolution is a function of depth ranging from 24 percent FWHM at the PD end to 51 percent FWHM at the PMT end, and the DOI resolution ranges from 6 mm FWHM at the PD end to 11 mm FWHM at the PMT end.

Commercial Aviation: Despite Industry Turmoil, Low-Cost Airlines Are Growing and Profitable
Testimony issued by the General Accounting Office with an abstract that begins "Since 2001, the U. S. airline industry has confronted financial losses of previously unseen proportions. From 2001 through 2003, the industry reported losses of about $23 billion, and two of the nation's largest airlines went into bankruptcy. Since September 11, 2001, the U.S. government has provided struggling airlines with $7.0 billion in direct assistance and many billions more in indirect assistance in the form of loan guarantees, a tax holiday, and pension relief. Under the 2003 Emergency Wartime Supplemental Appropriations Act (P.L. 108-11) and Vision 100--Century of Aviation Reauthorization Act (P.L. 108-176), Congress mandated that GAO review measures taken by air carriers to reduce costs, improve their revenues and profits, and strengthen their balance sheets. Later this year, GAO will provide a report to Congress in response to these mandates. This statement provides a preliminary summary of that work and focuses on three main questions: (1) what have been the major challenges to the airline industry since 1998; (2) what costcutting measures have airlines reported taking to remain financially viable; and (3) what is the financial condition of the airline industry?"

Compositing, Homogenization, and Characterization of Samples From Hanford Tank 241-AN-104
As part of the program to provide pretreatment development and testing services to support the River Protection Project-Waste Treatment Plant (RPP-WTP) mission to treat Hanford tank waste, an approximate 4.5-L sample of waste from Tank 241-AN-104 was received at the Savannah River Technology Center (SRTC). The waste sample was characterized and diluted to provide feed for pretreatment testing. The characterization data provides a basis for rational development of pretreatment processes, determination of reagent requirements, verification of tank composition, and development of physical design parameters for the pretreatment plant.

Density-functional electronic structure of PuCoGa5
Density-functional electronic-structure calculations for PuCoGa{sub 5} are performed to address the possibility of magnetic interactions in this high-temperature superconductor. Within an itinerant 5f-electron picture, cohesion and crystallographic parameters compares favorably with experiment, whereas only when spin and orbital interactions are accounted for the calculated electronic density of states agrees with photoemission spectra. This fact suggests that spin and orbital correlations are important for a correct description of the PuCoGa{sub 5} electronic structure and may play a role in an unconventional mechanism for superconductivity.

Effects of Large Area Liquid Lithium Limiters on Spherical Torus Plasmas
Use of a large-area liquid lithium surface as a first wall has significantly improved the plasma performance in the Current Drive Experiment-Upgrade (CDX-U) at the Princeton Plasma Physics Laboratory. Previous CDX-U experiments with a partially-covered toroidal lithium limiter tray have shown a decrease in impurities and the recycling of hydrogenic species. Improvements in loading techniques have permitted nearly full coverage of the tray surface with liquid lithium. Under these conditions, there was a large drop in the loop voltage needed to sustain the plasma current. The data are consistent with simulations that indicate more stable plasmas having broader current profiles, higher temperatures, and lowered impurities with liquid lithium walls. As further evidence for reduced recycling with a liquid lithium limiter, the gas puffing had to be increased by up to a factor of eight for the same plasma density achieved with an empty toroidal tray limiter.

Energy Flowchart Scenarios of Future U.S. Energy Use Incorporating Hydrogen Fueled Vehicles
This project has adapted LLNL energy flowcharts of historical U.S. energy use drawn from the DOE Energy Information Administration (EIA) data to include scenarios involving hydrogen use. A flexible automated process for preparing and drawing these flowcharts has also been developed. These charts show the flows of energy between primary sectors of the economy so that a user can quickly understand the major implications of a proposed scenario. The software can rapidly generate a spectrum of U.S. energy use scenarios in the 2005-2050 timeframe, both with and without a transition to hydrogen-fueled transportation. These scenarios indicate that fueling 100% of the light duty fleet in 2050 (318 million 80 mpg-equivalent compressed hydrogen fuel cell vehicles) will require approximately 100 million tonnes (10.7 quads) of H2/year, reducing petroleum use by at least 7.3 million barrels of oil/day (15.5 quads/yr). Linear extrapolation of EIA's 2025 reference projection to 2050 indicates approximate U.S. primary energy use of 180 quads/yr (in 2050) relative to current use of 97 quads/yr (comprising 39 quads/yr of petroleum). Full deployment of 50% efficient electricity generation technologies for coal and nuclear power and improvements in gasoline lightduty vehicle fleet fuel economy to 50 mpg would reduce projected U.S. primary …

Evaluation Strategies for Bitmap Indices with Binning
Bitmap indices are efficient data structures for querying read-only data with low attribute cardinalities. To improve the efficiency of the bitmap indices on attributes with high cardinalities, we present a new strategy to evaluate queries using bitmap indices. This work is motivated by a number of scientific data analysis applications where most attributes have cardinalities in the millions. On these attributes, binning is a common strategy to reduce the size of the bitmap index. In this article we analyze how binning affects the number of pages accessed during query processing, and propose an optimal way of using the bitmap indices to reduce the number of pages accessed. Compared with two basic strategies the new algorithm reduces the query response time by up to a factor of two. On a set of 5-dimensional queries on real application data, the bitmap indices are on average 10 times faster than the projection index.
