In May 2002, the United States Department of Energy (DOE) signed Assistance Instrument Number DE-FC09-02CH11109 with the Medical University of South Carolina (MUSC) to support the Environmental Biosciences Program (EBP). This funding instrument replaces DOE Assistance Instrument Number DE-FC02-98CH10902. EBP is an integrated, multidisciplinary scientific research program, employing a range of research initiatives to identify, study and resolve environmental health risks. These initiatives are consistent with the MUSC role as a comprehensive state-supported health sciences institution and with the nation's need for new and better approaches to the solution of a complex and expansive array of environment-related health problems. The intrinsic capabilities of a comprehensive health sciences institution enable MUSC to be a national resource for the scientific investigation of environmental health issues. EBPs success as a nationally prominent research program is due, in part, to its ability to task-organize scientific expertise from multiple disciplines in addressing these complex problems Current research projects have focused EBP talent and resources on providing the scientific basis for risk-based standards, risk-based decision making and the accelerated clean-up of widespread environmental hazards. The National Museum of the Pacific War presents an oral interview with Richard Straw. Straw was born in Pulaski County, Indiana 18 August 1914. He was unable to complete high school as he had to help his father on the farm. Drafted into the Army Air Corps in February 1942 he went to Kelly Field, Texas for basic training. Upon completion of basic he was sent to Los Angeles for aircraft mechanic school, which he attended for three and one-half years. He recalls working on engines of the B-17 and B-24 bombers. He was sent to a base in England for a period of time, then to Italy where he worked on P-38s. He disliked working on P-38 engines. He then went to Belgium, remaining there until the surrender of Germany.

Testimony issued by the General Accounting Office with an abstract that begins "Approximately 6,600 miles of Alaska's coastline and many of the low-lying areas along the state's rivers are subject to severe flooding and erosion. Most of Alaska's Native villages are located on the coast or on riverbanks. In addition to the many federal and Alaska state agencies that respond to flooding and erosion, Congress established the Denali Commission in 1998 to, among other things, provide economic development services and meet infrastructure needs in rural Alaska communities. This testimony is based on GAO's report, Alaska Native Villages: Most Are Affected by Flooding and Erosion, but Few Qualify for Federal Assistance (GAO-04-142, December 12, 2003). Specifically, GAO identified (1) the number of Alaska Native villages affected by flooding and erosion, (2) the extent to which federal assistance has been provided to those villages, (3) the efforts of nine villages to respond to flooding and erosion, and (4) alternatives that Congress may wish to consider when providing assistance for flooding and erosion."

As regulators are faced with the challenges of overseeing a myriad of financial products, along with the individuals and organizations that develop and sell them, information sharing among regulators serves as a key defense against fraud and market abuses. However, our system of financial regulation is fragmented and, in many cases, isolated among numerous federal and state financial regulators overseeing the securities, insurance, and banking industries. Correspondence issued by the General Accounting Office with an abstract that begins "On March 31, 2004, the Financial Accounting Standards Board (FASB) issued an exposure document on a proposed Statement, Share-Based Payment, an Amendment of FASB Statements No. 123 and 95, which addresses the accounting for compensation to employees in the form of equity shares, including stock options. GAO recognizes that this is a complex and controversial issue on which reasonable people can and do disagree. In light of the above, there has been a renewed interest for the Congress to legislate accounting rules for stock options. Notwithstanding our and others' views on the merits of various accounting methods for stock options, GAO believes that the principle of independence, both in fact and in appearance, is essential to the credibility of and confidence in any authoritative standard-setting processes. According to the President, the United States intends to help Iraq achieve democracy and freedom and has a vital national interest in the success of free institutions in Iraq. As of April 30, 2004, billions of dollars in grants, loans, assets, and revenues from various sources have been made available or pledged to the reconstruction of Iraq. The United States, along with its coalition partners and various international organizations and donors, has embarked on a significant effort to rebuild Iraq following multiple wars and decades of neglect by the former regime. The Coalition Provisional Authority (CPA), established in May 2003, was the U.N.-recognized coalition authority led by the United States and the United Kingdom that was responsible for the temporary governance of Iraq. Specifically, the CPA wasresponsible for overseeing, directing, and coordinating the reconstruction effort. On June 28, 2004, the CPA transferred power to a sovereign Iraqi interim government, and the CPA officially dissolved. The National Museum of the Pacific War presents an interview with Franklin Paulsen. Paulsen joined the Navy in March of 1943. He served as Quartermaster 2nd Class aboard USS North Carolina (BB-55). In December of 1943 they joined forces and bombarded the island of Nauru in the Philippines. Going into early February of 1944 they participated in the Gilbert Islands operation. They later bombarded Kwajalein, Saipan and Tinian. Additionally, they operated in the North China Sea. Paulsen recalls steering the North Carolina into Tokyo Bay in September of 1945. He was discharged in February of 1946.

Correspondence issued by the General Accounting Office with an abstract that begins "The U.S. space policy states that access to and use of space is critical to preserving peace and protecting U.S. national security and also benefits the country's civil and commercial interests. Air Force guidance explains further that access to space requires the ability to launch critical space assets, when needed, by a mix of space launch systems from standard launch pads at major support facilities. This is to ensure that a launch failure or other catastrophic event does not prevent mission success. These critical space assets, or satellites, are used for a wide range of government activities such as communications, navigation, and ballistic missile warning. The Evolved Expendable Launch Vehicle (EELV) program, consisting of both Atlas V and Delta IV launch vehicles, was established as the strategic launch system to meet the nation's critical space mission needs and correspond with U.S. policy that requires U.S. government satellites to be launched on U.S. manufactured launch vehicles. Testimony issued by the General Accounting Office with an abstract that begins "Since the tragic events of September 11, 2001, the National Capital Region (NCR), comprising jurisdictions including the District of Columbia and surrounding jurisdictions in Maryland and Virginia, has been recognized as a significant potential target for terrorism. GAO was asked to report on (1) what federal funds have been allocated to NCR jurisdictions for emergency preparedness; (2) what challenges exist within NCR to organizing and implementing efficient and effective regional preparedness programs; (3) what gaps, if any, remain in the emergency preparedness of NCR; and (4) what has been the role of the Department of Homeland Security (DHS) in NCR to date."

Testimony issued by the General Accounting Office with an abstract that begins "The Congress has established, or "designated," 24 national heritage areas to recognize the value of their local traditions, history, and resources to the nation's heritage. These areas, including public and private lands, receive funds and assistance through cooperative agreements with the National Park Service, which has no formal program for them. They also receive funds from other agencies and nonfederal sources, and are managed by local entities. Growing interest in new areas has raised concerns about rising federal costs and the risk of limits on private land use. GAO was asked to comment on how provisions of S. 2543 might affect issues identified in GAO's March 2004 testimony addressing the process for (1) designating heritage areas, (2) determining the amount of federal funding to these areas, (3) overseeing areas' activities and use of federal funds, and (4) determining the effects, if any, they have on private property rights."

The National Museum of the Pacific War presents an oral interview with Daniel Clark. Clark was born in Morocco, Indiana on 26 June 1916. After graduating from high school in 1934, he worked on the farm until being drafted into the US Army in March 1942. Upon induction, he was sent to Camp Claiborne, Louisiana for six months of basic training. He was then sent to Ft. Bragg, North Carolina where he joined the 82nd Airborne Division’s glider section and was assigned to the 325th Glider Infantry, 2nd Battalion, Company F. Upon completion of training the unit boarded the SS Santa Rosa for a twelve day trip to Casa Blanca, North Africa. His narrative is a well told tale of his participation in Operation Overlord, Operation Market Garden and the Battle of the Bulge and of the horrific scene found when the unit liberated the Wobbelin Concentration Camp on 5 May 1945.
