Adaptable Assertion Checking for Scientific Software Components

We present a proposal for lowering the overhead of interface contract checking for science and engineering applications. Run-time enforcement of assertions is a well-known technique for improving the quality of software; however, the performance penalty is often too high for their retention during deployment, especially for long-running applications that depend upon iterative operations. With an efficient adaptive approach the benefits of run-time checking can continue to accrue with minimal overhead. Examples from scientific software interfaces being developed in the high performance computing research community will be used to measure the efficiency and effectiveness of this approach.

Adaptive Sampling for Noisy Problems

The usual approach to deal with noise present in many real-world optimization problems is to take an arbitrary number of samples of the objective function and use the sample average as an estimate of the true objective value. The number of samples is typically chosen arbitrarily and remains constant for the entire optimization process. This paper studies an adaptive sampling technique that varies the number of samples based on the uncertainty of deciding between two individuals. Experiments demonstrate the effect of adaptive sampling on the final solution quality reached by a genetic algorithm and the computational cost required to find the solution. The results suggest that the adaptive technique can effectively eliminate the need to set the sample size a priori, but in many cases it requires high computational costs.

ADMP Mixing of Tank 18F: History, Modeling, Testing, and Results

Residual radioactive waste was removed from Tank 18F in the F-Area Tank Farm at Savannah River Site (SRS), using the advanced design mixer pump (ADMP). Known as a slurry pump, the ADMP is a 55 foot long pump with an upper motor mounted to a steel super structure, which spans the top of the waste tank. The motor is connected by a long vertical drive shaft to a centrifugal pump, which is submerged in waste near the tank bottom. The pump mixes, or slurries, the waste within the tank so that it may be transferred out of the tank. Tank 18F is a 1.3 million gallon, 85 foot diameter underground waste storage tank, which has no internal components such as cooling coils or structural supports. The tank contained a residual 47,000 gallons of nuclear waste, consisting of a gelatinous radioactive waste known as sludge and particulate zeolite. The prediction of the ADMP success was based on nearly twenty five years of research and the application of that research to slurry pump technology. Many personnel at SRS and Pacific Northwest National Laboratories (PNNL) have significantly contributed to these efforts. ADVANCED MONITORING TO IMPROVE COMBUSTION TURBINE/COMBINED CYCLE CT/(CC) RELIABILITY, AVAILABILITY AND MAINTAINABILITY (RAM)

Power generators are concerned with the maintenance costs associated with the advanced turbines that they are purchasing. Since these machines do not have fully established operation and maintenance (O&M) track records, power generators face financial risk due to uncertain future maintenance costs. This risk is of particular concern, as the electricity industry transitions to a competitive business environment in which unexpected O&M costs cannot be passed through to consumers. These concerns have accelerated the need for intelligent software-based diagnostic systems that can monitor the health of a combustion turbine in real time and provide valuable information on the machine's performance to its owner/operators. EPRI, Impact Technologies, Boyce Engineering, and Progress Energy have teamed to develop a suite of intelligent software tools integrated with a diagnostic monitoring platform that will, in real time, interpret data to assess the ''total health'' of combustion turbines. The Combustion Turbine Health Management System (CTHM) will consist of a series of dynamic link library (DLL) programs residing on a diagnostic monitoring platform that accepts turbine health data from existing monitoring instrumentation. Texture, the preference for a particular crystallographic orientation in polycrystalline materials, plays an important role in controlling such diverse materials properties as corrosion resistance, recording density in magnetic media and electrical transport in superconductors [1]. Without texture, polycrystalline oxide superconductors contain many high-angle, weak-linked grain boundaries which reduce critical current densities by several orders of magnitude [2]. One approach for inducing texture in oxide superconductors has been the epitaxial growth of films on rolling-assisted biaxially-textured substrates (RABiTS) [3]. In this approach, rolled Ni foils are recrystallized under conditions that lead to a high degree of biaxial {l_brace}001{r_brace}<100> cube texture. Subsequent deposition of epitaxial oxide buffer layers (typically CeO{sub 2} and YSZ as chemical barriers) and superconducting YBCO preserves the lattice alignment, eliminating high-angle boundaries and enabling high critical current densities, J{sub c} > 10{sup 6}/cm{sup 2}. Conventional x-ray diffraction using {omega}- and {phi}-scans typically shows macroscopic biaxial texture to within {approx}5{sup o}-10{sup o} FWHM for all layers, but does not describe the local microstructural features that control the materials properties. Understanding and controlling the local texture and microstructural evolution of processes associated with heteroepitaxial growth, differential thermal contraction and cracking remain significant challenges in this complex system [4], as well …

Advanced technology development program for lithium-ion batteries : thermal abuse performance of 18650 Li-ion cells.

Li-ion cells are being developed for high-power applications in hybrid electric vehicles currently being designed for the FreedomCAR (Freedom Cooperative Automotive Research) program. These cells offer superior performance in terms of power and energy density over current cell chemistries. Cells using this chemistry are the basis of battery systems for both gasoline and fuel cell based hybrids. However, the safety of these cells needs to be understood and improved for eventual widespread commercial application in hybrid electric vehicles. The thermal behavior of commercial and prototype cells has been measured under varying conditions of cell composition, age and state-of-charge (SOC). The thermal runaway behavior of full cells has been measured along with the thermal properties of the cell components. We have also measured gas generation and gas composition over the temperature range corresponding to the thermal runaway regime. These studies have allowed characterization of cell thermal abuse tolerance and an understanding of the mechanisms that result in cell thermal runaway.

Afghanistan: Post-War Governance, Security, and U.S. Policy

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Correspondence issued by the General Accounting Office with an abstract that begins "In the wake of September 11, 2001, Congress enacted the Homeland Security Act of 2002. Title VIII, subtitle F, section 852 of the act provided for a temporary set of emergency procurement flexibilities intended to address the immediate needs for procurement of property (other than real property) or services to be used to defend against or recover from terrorist threats, including nuclear, biological, chemical, or radiological attacks. These flexibilities, which expired on November 24, 2003, included (1) increasing the threshold for simplified acquisition procedures in support of humanitarian, peacekeeping, or contingency operations from $100,000 to $200,000 for contracts awarded and performed within the United States and, for contracts awarded and performed, or purchases to be made outside the United States, to $300,000; (2) increasing the micro-purchase threshold from $2,500 to $7,500 to allow agencies the use of purchase cards above the current limit; (3) waiving certain provisions of law and the dollar threshold related to commercial item procurements; and (4) requiring the head of an agency, when appropriate, to use streamlined acquisition authorities and procedures authorized by law for a procurement referred to in section 852. Air Emission Projections During Acid Cleaning of F-Canyon Waste Header No.2

The purpose of this study was to develop the air emission projections for the maintenance operation to dissolve and flush out the scale material inside the F-Canyon Waste Header No.2. The chemical agent used for the dissolution is a concentrated nitric acid solution, so the pollutant of concern is the nitric acid vapor. Under the very conservative operating scenarios considered in this study, it was determined that the highest possible rate of nitric acid emission during the acid flush would be 0.048 lb. per hr. It turns out that this worst-case air emission projection is just below the current exemption limit of 0.05 lb. per hr. for permit applications.

A letter report issued by the General Accounting Office with an abstract that begins "Diesel engine emissions pose health risks, but one major source--heavy-duty diesel vehicles--is critical for our economy. To reduce risks, the Environmental Protection Agency (EPA) has set stringent emissions standards for diesel engines. In 1998, EPA found that some engine makers were violating standards, so they agreed to build engines that meet 2004 standards early, by October 2002. EPA has set even more stringent standards for 2007. GAO was asked to (1) assess the October 2002 deadline's effects on industry and emissions, and (2) obtain stakeholders' views on the readiness of technology for the 2007 standards and EPA's efforts to ensure this. GAO analyzed information from EPA, 10 large trucking companies, the engine makers subject to the early deadline, and other stakeholders."
