Abortion: Legislative Response

The primary focus of this issue brief is legislative action with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. Background and Legal Issues Related to Stem Cell Research

This report discusses issues regarding stem cell research. With certain restrictions, the President has announced that federal funds may be used to conduct research on human embryonic stem cells. Federal research is limited to "the more than 60" existing stem cell lines that were derived (1) with the informed consent of the donors; (2) from excess embryos created solely for reproductive purposes; and (3) without any financial inducements to the donors. No federal funds will be used for the derivation or use of stem cell lines derived from newly destroyed embryos; the creation of any human embryos for research purposes; or cloning of human embryos for any purposes.

Major issues in recent years have included changing the role of science in decision-making, changing the role of critical habitat, reducing conflicts with Department of Defense activities, incorporating further protection for property owners, and increasing protection of listed species, among others. In addition, many have advocated including significant changes to ESA regulations made during the Clinton Administration in the law itself.

The House Appropriations Committee, as the of August 2004 congressional recess, has marked up the Veterans Affairs, Housing and Urban Development, and Independent Agencies appropriations bill for FY 2004, which includes funding for the Environmental Protection Agency, but not filed its report on the bill. The current draft markup of the bill would provide $7.75 billion for the EPA in FY2005, $36 million less than the Administration's request, and $613 million less than FY2004. This report contains information on the specifics of the appropriations.

The California Bay-Delta Program (CALFED) was initiated in 1995 to resolve water resources conflicts in the Sacramento/San Joaquin Rivers Delta and San Francisco Bay (Bay-Delta) in California.
