American Samoa: Accountability for Key Federal Grants Needs Improvement

A letter report issued by the Government Accountability Office with an abstract that begins "American Samoa, a U.S. territory, relies on federal funding to support government operations and deliver critical services. The Secretary of the Interior has administrative responsibility for coordinating federal policy in the territory. Under the Single Audit Act of 1996, American Samoa is required to perform a yearly single audit of federal grants and other awards to ensure accountability. To better understand the role of federal funds in American Samoa, GAO (1) examined the uses of 12 key grants in fiscal years 1999-2003, (2) identified local conditions that affected the grants, and (3) assessed accountability for the grants."

Ampere Average Current Photoinjector and Energy Recovery Linac.

High-power Free-Electron Lasers were made possible by advances in superconducting linac operated in an energy-recovery mode. In order to get to much higher power levels, say a fraction of a megawatt average power, many technological barriers are yet to be broken. We describe work on CW, high-current and high-brightness electron beams. This will include a description of a superconducting, laser-photocathode RF gun employing a new secondary-emission multiplying cathode, an accelerator cavity, both capable of producing of the order of one ampere average current and plans for an ERL based on these units.

An Automated Inadvertent Intruder Analysis Application

Savannah River National Laboratory is responsible for the radiological performance assessment analysis for Savannah River Site waste disposal facilities (McDowell-Boyer2000), which results in limits on the amounts of radiological substances that can be placed in the waste disposal facilities. To arrive at these limits, the performance assessment considers numerous potential exposure pathways that could occur in the future. One set of exposure scenarios, known as inadvertent intruder analysis, considers the impact on hypothetical individuals who are assumed to inadvertently intrude onto the waste disposal site. Inadvertent intruder analysis considers three distinct scenarios for exposure referred to as the agriculture scenario, the resident scenario, and the post-drilling scenario. Each of these scenarios has specific exposure pathways that contribute to the overall dose for the scenario.

Automatic segmentation of histological structures in mammary gland tissue sections

Real-time three-dimensional (3D) reconstruction of epithelial structures in human mammary gland tissue blocks mapped with selected markers would be an extremely helpful tool for breast cancer diagnosis and treatment planning. Besides its clear clinical application, this tool could also shed a great deal of light on the molecular basis of breast cancer initiation and progression. In this paper we present a framework for real-time segmentation of epithelial structures in two-dimensional (2D) images of sections of normal and neoplastic mammary gland tissue blocks. Complete 3D rendering of the tissue can then be done by surface rendering of the structures detected in consecutive sections of the blocks. Paraffin embedded or frozen tissue blocks are first sliced, and sections are stained with Hematoxylin and Eosin. The sections are then imaged using conventional bright field microscopy and their background is corrected using a phantom image. We then use the Fast-Marching algorithm to roughly extract the contours of the different morphological structures in the images. The result is then refined with the Level-Set method which converges to an accurate (sub-pixel) solution for the segmentation problem. Testimony issued by the General Accounting Office with an abstract that begins "The security of U.S. commercial aviation is a long-standing concern, and substantial efforts have been undertaken to strengthen it. One such effort is the development of a new Computer-Assisted Passenger Prescreening System (CAPPS II) to identify passengers requiring additional security attention. The development of CAPPS II has raised a number of issues, including whether individuals may be inappropriately targeted for additional screening and whether data accessed by the system may compromise passengers' privacy. GAO was asked to summarize the results of its previous report that looked at (1) the development status and plans for CAPPS II; (2) the status of CAPPS II in addressing key developmental, operational, and public acceptance issues; and (3) additional challenges that could impede the successful implementation of the system."
